Modi faces no political costs for suffering he causes. He’s just like Iran’s Ali Khamenei

It astounds many that Modi didn’t even acknowledge the migrant crisis or the loss of jobs in his Atmanirbhar Bharat speech. And yet there is no anger with him.

If he was a normal politician, Prime Minister Narendra Modi’s popularity would have reached its nadir by now. Two out of three working Indians, according to a survey, have lost their jobs owing to the ham-fisted lockdown he declared on 24 March. The government has failed spectacularly to address a migrant crisis festering for over two months. Half of Indian households have reduced their number of meals since the lockdown. Yet, astonishingly, there seems to be no anger with Modi, who seems as popular as ever.

It astounds many that when Modi addressed the nation on 12 May, he didn’t acknowledge the migrant crisis even once, let alone offer empathy. He didn’t acknowledge the unprecedented loss of jobs, chronic shortage of essentials, nor the atmosphere of sheer desperation. Just like he didn’t acknowledge the massive destruction to livelihoods caused by demonetisation in 2016, a disaster no other political leader would have survived.

How does Modi face no political costs for the suffering he, in large part, causes? And how does he not come across as arrogant, out of touch, or simply cruel to most people, even as he consciously ignores their suffering?

Modi confounds normal political analysis because his appeal isn’t merely political. The appeal of Modi is quasi-religious, that of a messianic figure. Like M.K. Gandhi, Modi represents what political scientist Morris Jones referred to as the ‘saintly idiom’ of Indian politics. He is the self-described ‘fakir’, unattached to family and material possessions, who is here to lead India not just politically, but also socially, morally and spiritually. This is why he generates not mere following, but devotion. And this devotion is immune to the performance of the government he leads.

People’s suffering a trial of faith in Modi

When you are suffering, you don’t sack the messiah, much like you don’t sack God. You redouble your faith, because God tells you your suffering is for a higher cause, the thorny path towards salvation that only God can lead you to. The one time Modi mentioned the suffering of daily wage workers, he termed it as ‘tapasya’ (penance) —suffering for a higher cause, just like he had described his demonetisation move as “yagna against corruption”. When he extended the first lockdown on 14 April, he used the same spiritually imbued terms, calling for ‘tyag’ (sacrifice) and ‘tapasya’. Gandhi told people that India will achieve freedom through sacrifice and self-purification, which was the basis of satyagraha. Modi tells people he will build a ‘self-reliant nation’ — Atmanirbhar Bharat — on their sacrifices and penance.

This is why he began his speech with invocations of India’s ancient greatness. Modi is a messiah in a certain moral universe. In this universe, India was great, then we had “1200 years of slavery”, in his words (which includes the ‘slave mentality of post-Independence period’), until Modi arrived to lead us back to greatness. The coronavirus is not a crisis that calls for damage mitigation, the framework in which other world leaders place their measures; it is an ‘opportunity’ to fulfil his vision of regenerating India into a great nation.

But he requires unconditional faith. In this framework, the suffering of people is a trial of faith, similar to demonetisation. The faith of the people in the nation, and in the leadership of Modi. It is not unreasonable that many desperate people will cling on to this faith, which gives meaning to their suffering, rather than succumbing to total despair. Modi calls on them to transcend the banal, and increasingly wretched, existence, and be part of something bigger than themselves. Suffering strengthens faith, not weakens it, because that’s when you need it most.

This faith was recently consecrated with rituals, the thali and diya spectacles, participated in by tens of millions of people. Modi also administered seven vows to people, which included ‘taking care of elderly’, ‘taking care of poor people’, and ‘being compassionate to your workers’. Meanwhile, he also released his own animated videos doing yoga, viewed by millions of people. Through these measures, he was reinforcing his claim to the social, moral and spiritual leadership of India.

Relief measures are personal benevolence 

Modi similarly packages his speeches with the aura of revelation. Unlike other democratic leaders, who are understandably communicating almost every day in the midst of a crisis, Modi communicates once every few weeks. He makes people wait for the new revelation, which is why he announces his appearance a day or two in advance. The gap is filled with wild speculation, with people airing their wishes and hopes, like prayers to an unpredictable deity.

Then he appears, at the appointed time. His speeches are part sermonising, part commandments. Often nestled in the midst is a big announcement, which is designed to shock or dazzle. The stimulus package, which was announced soberly as a crisis mitigation measure by other world leaders, was revealed by Modi like Sathya Sai Baba spitting out the golden egg. ‘Rs 20 lakh crore’, Modi kept repeating, wanting to mesmerise his audience with the scale of the package. He didn’t call it the ‘Modi package’ (those nomenclatures are left for a fawning media), but that’s how he presented it, as personal benevolence to the people, larger than they could have imagined.

“Modi’s package is equal to/bigger than the economy of Pakistan,” his missionaries on social media and mainstream media screamed out. The actual fiscal package, it turns out, would only amount to a few lakh crores, underwhelming by the standards of other countries or even India’s needs, consisting mostly of government secured loans and paying off government dues. It is an old trick that he had perfected during his days in Gujarat, when he rattled off staggering figures of lakhs of crores of investment in Vibrant Gujarat summits, which were actually MoUs seldom realised on the ground. But Modi, like religious men, only speaks in grand, symbolic terms.

Ministers may be accountable, Modi isn’t

The mundane work of crafting policies to realise his vision of ‘Atmanirbhar Bharat’ was left to finance minister Nirmala Sitharaman. The reason Modi does not announce any policies or goes into specific details, is because he doesn’t want to be judged for those policies, but for his vision. When the policies fall short of expectations, his ministers take the fall for the shortcomings and failures. When migrants are charged for train tickets, it is the fault of railways minister Piyush Goyal. Even Right-wing supporters are critical of Nirmala Sitharaman, just like they were with her predecessor Arun Jaitley, for not just failing them but also failing Modi. Modi’s ministers are human and fallible, and therefore accountable, in contrast to the infallible and unaccountable demi-God figure of Modi.

Modi has staked a position for himself akin to the Supreme Leader of Iran, Ali Khamenei. Another divinely guided, infallible leader, who has the final say over all government measures, sets the political direction of the country, embodies and enunciates the moral values of the nation, but is above political accountability for government failures, which rests with the elected officials subordinate to him. Modi occasionally earns democratic legitimacy at the ballot, but between elections, it is this transcendental legitimacy that makes him above press conferences, above transparency, above all the constraining and scrutinising procedures of democracy that he nonchalantly ignores, with popular acquiescence.

He ignores the plight of the migrants and the poor because he can’t admit to any faults or weaknesses or oversight. The core of his quasi-religious appeal is that he can never be wrong. Even if you don’t understand his plans, you trust him. In fact, it’s better if you don’t understand his plans because it deepens his mystique, the inaccessible ambiguity that characterise religious leaders. Which is why he is so miserly with actual communication, thriving instead on uplifting sermons. Even when spelling out government plans, Modi prefers alliterations and hands out acronyms to people like chantable mantras. His offerings are not only vague but come with no timeline of delivery. You just have to keep the faith.

Hindus’ religion is at core

This quasi-religious appeal of Modi has been enabled by decades of propaganda by the Rashtriya Swayamsevak Sangh (RSS). This propaganda has used Hindus’ religion to establish a cult of “national worship”, to delegitimise dissent, establish it as blasphemy, and excommunicate BJP-RSS’ opponents from the moral-national community as ‘anti-nationals’. Modi has inserted himself into this mythical, religious conception of India as the national messiah, with willing acceptance from large sections of the people.

The result is a democracy that faces a catastrophic crisis under a leader holding near absolute power, with no apparent accountability to respond to reality. In the real world, our economy, which was already reeling under demonetisation and GST, has suffered a devastating blow whose effects might last decades. Hunger deaths have already been reported and perhaps more are going unreported. But, have some of that opium of the new national faith, and we are steadily marching towards ‘Atmanirbhar Bharat’. If Modi is indeed a false prophet, he has certainly glittered the path to hell in the most glorious light.

    After carefully reading well crafted article in background of current scenario, leader being supported by his large followers reminds me of Saddam Hussain who was equally popular, ultimately he had to hide in a gutter, as he loved his life more than his love for people. It is matter of time.

  4. Firstly, he is the prime minister of my country and I take great pride in that so you can call him PM Modi because you have no right to address him in such a shameless manner. Secondly, stop comparing him to Khameini because he is nothing like him. See the irony of who the writer is and who he compares our PM to. Thirdly, let me say this that ThePrint is an extremely biased Anti Modi news publisher paid for by the Congress and other parties who are bitter on their defeat in the General Elections. Fourthly, if you are so in support that PM Modi is not good for the country, who do you suggest become the PM, Rahul Gandhi? Fifth, you so say about Hindutva but let me ask what’s wrong in that if I want to wear a hindu tag on me wherever I go and want to convert people in that ideology. It’s not that I’m murdering someone for it. And also remember, that it is this very Hindutva vadi PM that has brought thousands of Muslims from Middle East back to India when he could have left them while the Muslim- populated country Pakistan has clearly denied return of its own muslim citizens from around the globe. Sixth, no relief measures that he has announced are personal benevolence. He has addressed this country as its PM, rather than an individual Modi. What he has done for relied eg. PM Cares fund is under the name and office of PM not him individually. And finally, today I am joined by thousands who have written in the comment section about our PM Modi’s social-service life and mentioned that he is not the one who has created the virus, he is the one doing the hardest work at this time of defending 135 crore Indians. He is not doing it for fame as he has clearly said on interviews. He addresses us as his family. He sleeps for less than even 4 hours. So please read them and get to know about the PM of the country you live in because clearly you have got the wrong identity and the picture of our PM that you have portrayed above is not only wrong and biased but also cracked in the sense that it is a cracked mirror that does not reflect correctly who he truely is. And just for clarification to those who will call me a ‘bhakt’, I’m not one. I don’t follow people, people follow me. I am inspired by many who dedicate their lives for others and he is one of them.

    Read on wikipedia for Center for policy research, who it’s linked to. The great Mr. Manishankar Aiyer.
    After all, the poor chap, Ali, has to justify his existence. And in the name of freedom of expression he is protected for his opinion writing.

    What bothers me is the conscience of editorial board of The Print (Read Mr.bShekhar Gupta). They must carry a response along side an opinion piece, unless it’s written for scholarship, which is not the case here. Iam sure Mr.Shekhar Gupta would want to be remembered on both sides of fense for his professional legacy and not partisan journalism. Jai Hind.

It is another brainless attempt to deceive the people of India by branding hon’ble Modi, the democratically elected PM of India as inefficient and insensitive to the plight of the poorest of the poor during the testing times of COVID19, an unwanted gift by the Chinese to the entire world. This author fails to acknowledge the razor edge walking efforts of the matured and sensible central government in dealing with this alarming situation with a vision to come out with least damage to the economy of the country in general and the 1.35 billion Indians in particular as a result of which only very marginal percentage of the people are effected with COVID19. Central govt is successful in creating awareness among the majority of the people in safeguarding themselves from the deadly desiease. Ours is neither a communist ruled country to control the masses at gun point nor a rich democratic one like US to combat the problem with advanced medical knowledge. We have our limitations. But the central government is taking the entire burden of navigating the nation through this unforeseen crisis without burdening the states, be it the migrant workers or any other community. This author conveniently ignores this fact and spews venom against the Modi team simply because he is an Islamist and it is understandable. But, Mr Sekhar gupta, a fellow Indian, who is the Editor in chief of the Print is allowing this type of trash against Modi ji. I think, he wants to do justice to his titles awarded by his benevolent congress lords and stoops to any depths to unpopular India and its present able political leadership by allowing such cooked up imaginative stories,to confuse the people of India, by brainless authors who are blindly driven by a single goal of dethroning the democratically elected govt which has effectively checked their unopposed islamisation of India by the erstwhile corrupt UPA regime lead by the name sake grand old Congress party.   16. Friends comparing one man like Khamenei of Iran to modiji is not balancing.iran comparatively small country with small population. The leader has his own limited ideas .
    But India with 138 crore of huge population is in the brink of development.means the powerty needs to go. Every body must work honestly, save something and contribute little to nation. The country realed under huge corruption.which contributed down falling of development.it is for years with lot getting share pretending they are saviours.These people atleast this stage of crisis could have surrendered this huge money with them or given away to poor.

Minimum of same type of people who know life saved small amount and thinking disaster days awaiting

  35. Although, this article pointed out some valuable ups and downs in Indian politics the comparison between two said guys, relies on a very poor illogical argument. The writer must be aware of the International political stand of Ali Khamenei instead of maligning his solid and unparalleled stature to gain popularity in western media houses. However, western media houses leave no stone unturned to spread false propaganda against him but his firm and solid stand to break the neck of anti-human and evil souls remain unaffected.
    I request you read more about him at least follow his tweets or sermons as well.

    Perhaps its time to switch the lens of cerebration and see things for its simple truths.
    To ascribe to Modi the obsequious title of messiah is to do a disservice to his key voters.
    It is this sort of journalism that thrusts the public into divisive camps.
    Sometimes a Modi supporter is merely a citizen who fears the alternative. For decades we the people of India have been swindled and divided and ruled. We are merely throwing away those shackles. We will tolerate demonitisation if you say it will punish the corrupt, we will suffer at the hands of these failed experiments, cry in anguish for our loved ones who are lost, and tolerate smoke and mirror announcements. It is all still better than what is being pitched as our alternative.
    When you talk of the erosion of democracy, pray tell, is it democratic to have an anti defection law for all MPs and MLAs, effectively legally barring dissent within the party.
    Is it democratic to still not have a common law for all? While our Muslim and Christian brothers will protest every attempt to usher in a common law, is it fair to have every single Hindu temple pay taxes on temple donations to the government?
    Is it fair that Hindu temples are controlled by the state while all other religions can operate their religious temples free from any government intrusion.
    Sir, do understand, Hindus feel wronged too, not all of them are out to get you. Many of us are secular minded and ache for a truly free nation where we are all treated equally. But this imperious, overbearing, biased view of yours only serves to continue the rhetoric of hate.
    Stop with the talk of hell, devils, nazism, fascism and hate, and try to address what liberal Hindu Modi supporters are thinking, and that is when you will understand the true reason for Modi’s popularity.   40. The PM is slowly emerging as a great leader and a game changer of real politics in India. The problem of migrants is self created by our own people and also by the narrow ended policies of many states of India. He has used his political will to withstand the Covid -19 crisis and had announced the biggest ever economic package to bring back the economy in a better way. All the opposition parties in India are themselves to be blamed for not having uttered a single line of appreciation of his handling of the lockdown and aftermath.

  42. Call me and the vast silent majority of us, as bhakts or RSS cadres, we hate the likes of you, who are traitors by birth. Modi is too gentle, to berate you people, as he says ‘sab ka saath’ but we are strongly not with your saath.
    Do not try to mislead the ‘aam janta’ with the false narrative of GST or demonitisation. The people have already taken it in their stride and moved on. Regarding Covid19 pandemic, Modi Government’s efforts and record are being praised by the world at large, including your very islamic countries.
    Just go to hell with your sermonising, you have zero credibility and nobody is going to listen to you, either here or out in the world at large. Your names are seen with suspicion everywhere, be it the smaller countries of Mayanmar and Sri Lanka or the countries in the Asia, Europe Africa and America.
