India’s hope is ebbing. It needs a leader who focuses on health, not victory

A crisis is the biggest test of leadership. The last 12 months show that there was clearly a leadership deficit.

Unceasing deaths. Economic and social distress. Psychological trauma. Never in living memory were Indian citizens more hapless. Never was there an absolute absence of hope. Never was India’s leadership more cruel and callous towards citizens.

Several commentators have blamed the ‘system’ for the massacre caused by the coronavirus pandemic, without underlining the failure of Prime Minister Narendra Modi, without naming the man behind the mayhem. They refuse to acknowledge that governance and administration do not operate in vacuum, these are led by specific personalities. The Modi government took little steps to build India’s health infrastructure, declared a false victory over the virus, celebrated Kumbh and went ahead with election rallies when the disease was spreading fast.

When the outbreak was first reported in India last year, the Union leadership was at test. A crisis is the biggest test of leadership. It makes and moulds leaders, prompts them to cede their hardened stances and reinvent themselves to meet new challenges. As we look back at the last 12 months, it’s obvious that the leadership deficit always existed at the top. Carefully concealed by PR exercises and submissive media, it has now become more visible than ever.

Any commentary that ignores the prime minister’s arrogance in responding to the health emergency over the last year is an apology for his government. The whimsical lockdown, the antics of candle lighting and banging utensils, apathy to the plight of labourers, failure to install oxygen plants and ramp up vaccine production and procurement to deal with the imminent second wave, concealing cases and death counts, bullying media to not report facts are among the long list of reasons that have converted the nation into a wailing crematorium; reasons why the final accountability rests with the Union government and Prime Minister Narendra Modi.

Deflecting attention from the PM 

Deflecting attention from PM Modi and finding escape routes elsewhere has been the usual approach of many opinion leaders since 2014. It insulated the man and emboldened the government to continue with its dangerous mix of antipathy and arrogance. Last month, an elite private university was embroiled in a scandal over the resignation of an eminent faculty. Several commentators criticised Ashoka University for succumbing to the mighty, ignoring that the university administration was clearly bullied by the country’s rulers who couldn’t tolerate their criticism. Those who treated the Ashoka episode as an isolated incident overlooked falling standards in academic institutions during the Narendra Modi era. The government despises academics and scholars, be it at private or government institutions, reflected in assaults on writers and academics.

Many of those who were gloating with guilty pleasure in 2014 and 2019, who had rationalised, even justified, his earlier victories, couldn’t read the omens that have fallen upon us now. As we fix the responsibility of the Modi government, it’s imperative to assess the contribution of such commentators to his ascent.

Let’s strongly disagree with the UPA and the Congress dynasty, but also appreciate that the dynasty had given immense space to some outstanding civil society leaders who were instrumental in drafting and crafting several welfare schemes like the MGNREGA under which the Modi government later sought and found a shameless asylum.

And unlike the current rulers, the UPA acknowledged its failures. At the peak of the Naxal violence in 2010, then Home Minister P. Chidambaram, admitting to the government’s failure in tackling the insurgency, said, “The buck stops at my desk”. The current Union home minister is unlikely to have this humility. The Modi government doesn’t even acknowledge the dead piling up in various crematoriums across the country. The government doesn’t even bother to properly record its dead. We are mere voters, robots to be programmed to press the EVM button.

Healthcare, the pillar of democracy 

The last months have reinforced that the poor have the maximum stake in health infrastructure and efficient management of health services. The rich can buy air purifiers for their homes, but the poor in a deeply unequal society like India will die on the pavement. Let me illustrate this point by citing the great environmentalist Anil Agarwal’s World Conservation Lecture of 1985, an essay historian Ramachandra Guha termed his finest. Agarwal noted that “the main source of environmental destruction in the world is the demand for natural resources generated by the consumption of the rich (whether they are rich nations or rich individuals and groups within nations)”, and “it is the poor who are affected the most by environmental destruction”. Environmental degradation poses the biggest threat to marginal communities like adivasis, fishermen and forest-dwellers who are dependent on natural resources for their livelihood and survival.

Agarwal’s argument that “eradication of poverty in a country like India is simply not possible without the rational management of our environment and that, conversely, environmental destruction will only intensify poverty” also applies to medicare. Eradication of poverty in India is not possible without ensuring universal and quality healthcare to its people, and any attempt to undermine it will only intensify poverty and inequality.

The Covid pandemic has provided the clinching evidence. While India’s richest increased their wealth by 35 per cent during the lockdown, the pandemic pushed 75 million Indians into poverty in 2020. The number should be considerably higher this year. Amid this, the Indian government has ensured that its citizens will have to pay the world’s highest price for the vaccine in private hospitals, even when the richest European countries are providing it free to their citizens.

Consider this instance from the capitalist world to illustrate how the rich purchase basic services even when they are ineligible. In March 2019, the US prosecution unearthed a scam that saw wealthy people spending from $200,000 to $6.5 million to fraudulently ensure the admission of their children in elite universities, including Stanford and Yale. “The parents are the prime movers of this fraud,” a US attorney said, “The real victims in this case are the hardworking students” who were displaced by “far less qualified students and their families who simply bought their way in.”

The rich have various ways to fund their health and education needs. Only on rare occasions of scarcity like the one India is in now, are they unable to make their purchases. Whereas, the poor need basic services round the clock, through the year. It’s not a grant, but a constitutional guarantee. Article 21 of the Constitution provides enough space to bring free vaccination under the ambit of fundamental rights.

Any commentary on Modi’s handling of the pandemic that doesn’t take note of India’s slide into poverty and the administration’s continued apathy for the poor is an apology for the government.

    1. India underwent lockdown when remaining countries were blaming each other for covid situation Indian leadership supplied hydrocloroquine (sorry if if spelling is wrong) to all Indians and exported even to other nation.
    2. From 35000 Ventilator to 150000 ventilators.
    3. From nil mask Production to Mask surplus country.
    4. RTPCR trial to Mass testing to bring down the curve.
    5. Defending borders in 2 front even in cold winters.

    Covid 2nd wave senario:
    1. Spiked high went out of control asked support or taken support from countries to come out of problem.
    2. Oxygen supply a dedicated Green channel in railways , Air lifting of oxygen containers .
    3. Discussed with other countries for Raw material of Covid vaccine .
    4. Giving state govt to take decision for their respective states and supporting with medical needs

    So what is leadership skill
    1. Act on the situation and plan accordingly .
    2. To have over all picture of the situation and taking decision on situation and priority basis ( need of the hour).
    3. Take support of experienced person when problem going out of control.
    4. Deligating the decision making skill to subordinates and supporing when needed.
    5.See that system should function in place when they are diviating .
    I feel these are some leadership skill as per Management Gurus. I am unbiased irrespective of parties every one following .
    As citizen of any nation we should back our leader at the time of crisis because a nation is similar to a human body if any organ in body not functioning we dont blame instead we take medication to cure or change our diet as per our health.Under go surgery if organs malfunctioning
    Similarly , we are under operation and it is under progress so it is not a time to come to decision & wait till everything set right.

  3. Author of this article must be paid highly to write negative about current ruling party. What a baseless and nonsensical claims made in this article. Negative stars for this kind of journalism. If pandemic was controllable, it would have not spread worldwide, besides India not only have high population but very densely poppulated, so situation is different here in India, you can’t compare apples to oranges.

  4. I think modi controlled the pandemic situation for first 6 months. As a result the corona virus was almost gone inactive till october month. After that modi thought that it was more important to focus on Bihar election than to focus on health issue. That is why for the whole winter season there was no critical situation of corona virus. But when the state election of wb,kerala,tamil nadu etc declared Modi completely lost his fake desh bhakti to win the states and become powerful in rajyasabha strength which he required to pass the bill in parliament. He did hundreds of rallies in those states where the recent assembly elections held. And as a result daily 4 lacs new cases emerged out. So somehow , modi is responsible for this uncontrolled situation. And the vaccine is not properly working. India needs a better leader than a superstitious RSS modelled hypocrite.

  6. First of all this is totally biased article because everything have two aspects- positive and negative, and this one is highlighting negative ones only.

    It’s a natural pandemic, originated from China, and even WHO couldn’t (or didn’t want to) identify its infectious nature and some solutions initially, so you can imagine the level of danger this pandemic was going to bring.

    I’ll state failures of govt. initially -: they shouldn’t have allowed public meetings (like one in kumbh) , they shouldn’t have started election campaigns and rallies (but but listen even every leader was in rallies until the situation worsened upto 300k cases per day so why blame modi only?). And most important of all , knowing that there are chances of second wave to hit India, our management should have been ready.

    Now let me tell you some points of why not to blame Modi ji -: it’s a natural pandemic. People were irresponsible and when second wave started hitting, many of Modi-opposing mindset person thought it is a govt planning to impose lockdown ( I heard these guys in my nearby and I was dead laughing 😂).
    Virus underwent many mutations and that caused some ineffectiveness of vaccine of different variants (what could have Modi ji done in this case? Might have asked virus not to undergo mutation?)
    And at last, please note down the statements of akhilesh yadav and many more similar literate leaders (who had studied from foreign) when they were saying that they won’t get vaccinated because it’s BJP’s vaccine (LMAO) , how can anyone be so much brilliant to politicise vaccine.

    Now talking of falling GDP, yes govt and economists should do better planning and better execution, but then again pandemic caused the lockdown, markets shut down, jobs lost, hunger and poverty all around and yes I agree that there is a lot of improvement needed in economic sector, but if guys like you come with some planning and help instead of criticism, that would help in some better way.

    It’s high time we keep blaming govt instead of taking some good steps to help in whatever way we can. It’s tough time and we need to stand together.

  7. The Print is only downgrading itself by publishing such biased and idiotic articles. The gap betn the rich and poor has increased worldwide and india is no exception… Then why blame india. When modi declared lockdown last year, critics said he killed the economy. Now they are saying he is killing people. What can any govt do with the huge population if the people dont follow a simple rule of wearing masks and take prevention measures. Even today in most of the villages, people dont believe in a virus called corona. Any ways, god bless the writer as he seems to be going under mental depression.

Even with such a large population and diverse internal problems the fatality rate is as low as 1% due to COVID in India , that is one of the lowest In the world. I wish him good luck and long life

Why you are claiming Kumb why not Eid last year, whether Modi only did electronic really, whether Modi only one leader in India. Last time all state CM claim that they will Handel better they state then why now they blaming central government. You and your kind of people only writing blog. Why you not go between Kishan leaders and agree to quit protest on the reason of Corona. No because that protest is for your favour.

    • For all of you defending your lord and saviour, saying he is qualified and has done no wrong, i ask you to look at it from a neutral unbiased perspective. Also, are you even reading the news? I believe countless countries are critiscising India’s leadership, and not one is speaking in their support. I believe presidents, prime ministers and chief of staffs of 100s of nations are qualified enough to comment on this.

    • Modi always used crisis for his advantage. We need a dedicated leader to handle this national issue. Chandrababu Naidu always proven successful in such management. Government should appoint such leaders with full powers

    • None of the previous governments had faced such a situation . I’m not supporting any government here. Our country is widely populated and has less sensibility when it comes to our personal and community care. With this overly populated country less hospitable facility it was evident that this situation will arrive some day or the other. The present govt has take. Some really appreciative steps by converting train coaches into hospitals.
      From past 70 years there was no proper infrastructure for the health department, nothing was developed and blaming this government is not done.

    • Your hatred for Modi is blinding you to simple facts. When He and BJP handled it well last year, Modi credited all state govts not himself. Yet no one brought that up. Now, some state govts after being told to prepare in Jan of 2021, are not ready, then you want to blame the PM and central govt. You also dont seem to question how only India is suddenly suffering these mutated strains but poorer countries near us with exact same demographics and issues are not.   13. Accusing the Modi Government for this outbreak is ridiculous.. Has anybody ever thought why has it spread soo much, like a wild fire. I don’t think so. When the central government implemented lockdown last year in 2020, why did all of us complain of economic crisis.. We could have stayed safe inside. In the current scenario this virus is travelling on the polens.. Stop Blaming the government, and be after those black market vendors who are selling Oxygen Cylinders for INR 30000/- and INJECTION REMDESIVIR for as high as INR 100000/-… IF at all you people really want to change the scenario and help people live happily ever after, start working on helping and providing medical aid and help to the needy patients, and help our country come out of it, and move towards developing a happy nation, rather than blaming anybody.

I am not able to understand why such media is always chanting anti hindu sentiments. This leftist media is doing everything to destabilize this nation. Last year when government was strict in imposing lockdown, they were crying stating how will the common man earn a living.       Tabligh Jammat started before the lockdown was announced, they got trapped by the timing. It was 3000 people, and the govt. arrested 240 and closed it.

      Kumbh was 3 lakhs, every day, for days. The govt. laid 25 trains. The sadhu leader said he was not going to stop No arrests. Why ?
      The criticism has nothing to do with anti Hindu sentiments. Modi is guilty and you know it, and those who voted for him and support him are also guilty. The world is saying it.

He almost forgot that “Whimsical lockdown” is the only reason that he and his probable aged parents are still alive to atleast get a jab of Vaccine which is produced in India and got it for free. Many of Indian fellow are still blinded by the false propaganda and duel nature of current modi govt which promote hatred in communities, hiding the actual data, threatening the media outlets with dire warnings, Pressurising the independent body’s to run for elections to gain power over certain states.. In return nobody should ask them questions for their failures to curb covid deaths, poor health care system… Harr cheez k leye to Nehru aur indira Gandhi to responsible nhi h na.. They are the ones in power for past 7 yrs plus see what all rubbish they have done already.. Wake up indiaa

There are lots of people who are in favor of Mr Modiji who is actually our so called PM but they don’t want to belive that India and citizens of India are facing huge issues in current Pandemic which our so called Bhagat are not understanding, Modiji has done lots of good work but we should also understand that he is a failed PM when it comes to Healthcare industry, he has only concentrated on Ruling as well as On Promotion of Rallies , where Restrictions were supposed to be imposed there he gave full freedom and Common man was left to suffer… Also though he has ordered 14 AIIMS to be structured there he failed to initiative the requirements of those hospital, today people don’t have Medicine, oxygen no Beds or any other facility to survive… Today a common man is a common man’s friend but Our so called loveable minister is busy in Promotion of his Rally
