Modi without 272 isn’t Modi, and that’s why he’s kicked off the 2019 campaign

Narendra Modi is a constant campaigner. His focus on the Congress may have looked over the top, but there is a purpose to his excess.

Reading Prime Minister Narendra Modi’s body language is a mug’s game. He is too consummate an artiste of the set-piece to leave things unsaid or undisplayed, between the lines or gestures. He is too well-rehearsed (in his mind) an orator to give you any slip-ups that betray what is “really” on his mind. And he is so much the constant campaigner that his speeches shortly after the big 2014 win had already begun sounding like he was back fighting again.

This is a short caution for those who read anxiety in his two speeches this week, in both houses of Parliament. You have to, however, examine some pointers in detail. The lines on his forehead were deeper. There was a touch of anger more than the usual disdain for the opposition. Most importantly, the Congress was back on his mind as his biggest concern. We counted about a dozen direct references to the Congress in his Lok Sabha speech, the 48-member party meriting one mention for every four MPs.

Besides the Congress, there were several other references to the “dynasty”, beginning with Nehru. His, and each of his successors’ sins were recounted. Kashmir in Nehru’s case, Emergency for his daughter Indira, the 1984 massacre of Sikhs for her son Rajiv, the hasty and politically-loaded division of Andhra for Sonia, and then Rahul’s tearing of the ordinance in public. As a political statement, this was a masterful chargesheet on the dynasty over four generations. But it left too little time for his own government.

A picture of Shekhar Gupta, editor-in-chief of ThePrintIn conventional analysis, you might be tempted to say that this was more like an angry opposition leader versus a well-entrenched incumbent. Or that of an incumbent unnerved by what he sniffs as shifting winds. That he is so rattled he’s giving the Congress party too much importance. Remember, nothing conventional applies to Modi’s style though. Those who know him, and work closely, tell you he does not take any opposition lightly, ever. And yes, Modi is constantly in campaign mode. How else would his party be now ruling 19 states directly or in a coalition?

Whatever the Congress may count for in the big test of 2019, in every state election this year, except Tripura, it will be the BJP’s main challenger. Congress is the incumbent in two, Karnataka and Meghalaya, and senses an opportunity in Madhya Pradesh and Rajasthan after its by-election successes. Modi knows the six or seven mini-elections in 2018 will set up 2019. If the Congress manages to retain Karnataka, it will have the tailwind for the three big ones later in the year: Rajasthan, Madhya Pradesh and Chhattisgarh. If it wins two of those, all bets will be off for 2019. On the other hand, if the BJP wrests Karnataka, the momentum will shift and the anxieties of Gujarat, followed by the Rajasthan by-elections, will fade away.

Modi isn’t a step-by-step player, like the obedient batsman who follows the coach’s advice to focus on playing only the ball that is delivered to him and not bother about the next. Modi is the type who will play the pitch, the weather, the umpire and the media. His method is winner-takes-all in the spirit of medieval conquests. That’s why, when the going looks even remotely tough, as it did at one point in Gujarat, pull out everything, including that fantastic conspiracy theory of the Pakistanis and Dr Manmohan Singh joining hands to install a Muslim chief minister in the state. The Modi-Shah style is total politics. They don’t just want to win, but destroy and bury the opposition. Which is fair enough, except that now it looks different from until six months back.

The closer than expected result in Gujarat, and the margins of the by-election defeats in Rajasthan, are the more visible troubling signs. There are others. This, about six months, is the longest period where Rahul Gandhi has shown undistracted focus. He has found traction within his party and also with crowds. Today, other opposition parties are reluctant to move under the Congress umbrella, but if it retains Karnataka, this will change. Remember, Modi and Shah aren’t just campaigners or politicians, they are also election engineers and scientists. They are too sharp to keep looking at the Congress in terms of its 44 seats in 2014. They are conscious that while their party got about 17 crore votes then, the Congress collected about 11 crore even in an election so disastrous. The BJP-NDA is still the front-runner for 2019 by a long distance. But if the Congress can simply go from 11 to 13 crore votes, it will yield a very different kind of NDA. That is what Modi and Shah are fighting to avoid.

Ever since India stopped giving clear mandates (after 1984), I had followed the best-of-nine-sets tennis match logic for coalition governments. So, think of the nine major states in India where political fortunes can shift: Uttar Pradesh, Maharashtra, Andhra Pradesh (including Telangana in 2014), Madhya Pradesh, Bihar, Rajasthan, Karnataka, Kerala and Tamil Nadu as the nine “sets” of this tennis match. Any party, or coalition, that wins five of these, I argued, would be able to build a coalition and rule India. These states packed 351 seats, and the side winning five was likely to cross 200 which, I argued, was the new 272, as it would then attract enough smaller parties. The Modi-Shah win of 2014 made this outdated. They collected not just 272, but 282 of their own for the BJP.

Take a close look at how this added up, and you will know why they worry now. The 282 included all of Rajasthan, all but two in Madhya Pradesh, 42 of 48 in Maharashtra, and 73 out of 80 and 31 out of 40 in Uttar Pradesh and Bihar, respectively (including a few going to allies). In addition, there was a clean sweep in Gujarat, Uttarakhand and Himachal and near clean-sweep in smaller states such as Jharkhand, Chhattisgarh and Haryana. The BJP’s problem is that its 282 was too heavily made of this total swathe of saffron in the Hindi heartland and the west. The south and the east mostly stayed out, but then it didn’t count. In a way, BJP’s 2014 victory was like the Janata Party’s in 1977.

The party knows it will be impossible to repeat this in the clean-sweep states. Even Gujarat might see a few losses, even if people bury their frustrations when Modi himself is the candidate. If you look at India’s political map now, a repeat of 272-plus looks impossible. Rajasthan, Madhya Pradesh, Maharashtra (especially if the Shiv Sena is estranged) and Uttar Pradesh will see losses. Barring a few more seats from the Northeast, no others are available to fill the deficit.

That is why we can today be debating the likelihood of an NDA government without a clear BJP majority—apologies Congress, we still do not see you in power. Not yet, with the latest India Today poll showing your 100-plus tally as a huge improvement. Six months back, imagining a non-BJP majority NDA would have been fantasy. Today, it is a likelihood. As we have said in the past, Narendra Modi as prime minister without a majority won’t be half a Modi. His style is authoritative, not accommodative. He doesn’t want to run a give-and-take coalition after five years of full majority in Delhi and 13 in Gujarat. That’s why he is already off the blocks with his 2019 campaign.

  1. 2019 will change the course of our country, If Modi wins, India will regain its rightful place in the WORLD – economically, socially and stature wise.

    If Modi loses, we will stay a poor, dirty, corrupt, polluted and weak nation for the whole of 21st century, until another Modi arrives on the scene.

    Indian have their tryst with destiny in 2019 like they had in 1947.

  4. Modiji could air his mussel power as he was leading a majority government with the open support of RSS and the majority expected that only Modiji could control the reigns of power. However he kept on promising good days ahead but the results are disappointing. His coterie of advisors could not help him to deliver the expected results. If the opposition parties can forge a strong national forum, the result will be the end of the present government.

  5. I have seen and read comments of some people who have rightly pronounced Modi as arrogant because of his behavior. But it is a truth that after decades any Govt in Centre is with full majority. Before 2014, in coalition Govts it was not possible for any PM to take a bold decision though in national interest because there were patties in coalition which had their own agenda. Modi is a true servant of nation. He has given his life to nation. He knows that probably there could not be a BJP dictated Govt in future and the other Govts would be in such a position that bold decisions could be difficult to be taken. So, Modi in hurry in taking bitter decisions which will certainly be a health tonic for Indian economy and also for betterment of lives of common people in coming years. One of the readers has rightly given a comment that Indian people are greedy and want everything free. Opposite parties also do not want to miss any chance in luring the public with free water, free electricity, loan waival, etc etc. But India certainly needs Modi like leader for another five years.

  6. Sir, My opinion is 2014 election is like Chankya & Chandraguptha. Actually, Chanakya was Rajnath Singh not Shah. Somewhere, I am bit less listening Hrithik Roshan or Amitab of BJP, Rajnath. This view has something cooking inside & BJP has to bring Rajnath in the front door. Second, they are not able to implement promise versus deliverance & publisize it.

    Modi started dreaming of being a International world leader by his whirlwind tour of world in last 4 years whereas his internal policies made him unpopular to get votes in next LS election. He does not want to see and listen peoples voice.He is alienated from people by his hangover of power and adulation.
    He was a MONK YOGI before he was PM but after he became PM he started living in a dream world.
    He thought he has no challenge from any one as there is no alternative of him in India.But ABV alos made same mistake although he done great in his 5 years rule as NDA PM.But he forget to know pulse of people.Indian people are Greedy selfish by nature.They want everything free and vote when paid money liquor gifts.
    But Modi won by a strong negative vote against SONIA GANDHIs anti Hindu policies and appeasement of Christian and Muslims. She blundered as she is illiterate fool and fascist genes.MODI ought change his style of functioning and directly meet people from all walks of life by a DARBAR in his 7 RCR.HE ha sjust one year to renew his PM post for 5 years and the next 5 years are important for himself and his party.He should remove all bureaucrats as his advisors and appoint people from RSS ABVP BMS and BJP.In a parliamentary democracy your roots must be with voters as bureaucrats don’t understand the mindset of voters.They are slaves of masters/master of slaves. WISH MODI another TERM of 5 years in 2019 but I don’t see that is happening by his arrogant nature.He has alienated himself from his own supporters voters and became a Puppet in the hands of Arun Jaitely

He has conveniently avoided press conferences because he knows that if he gets caught by journalists like you, he will be nailed and dissected. 2014 BJP surge is also because of the anti incumbency of UPA’s 10 years. Even under the media hyped Modi wave, BJP could not win where ever there was a third alternative.

    • Modi is a 24X7 Politician plus Prime Minister. He knows the pulse of the voters by just seeing the crowd. He easily fooled the so called Media even on Gujarat Election by just going for a walk on the Voting day. The walk was done by him for just 5 minutes but the Media thinking that they are opposing him was campaigning for him on the voting day by repeat telecast of what he did. NAMO is not VAJPAYEE. NAMO is NAMO.
