Proposal to increase retirement age, cut down pension in armed forces irks officers, veterans

A note by the Department of Military Affairs, headed by CDS General Bipin Rawat, proposes changes to the retirement age and pension policy, which could potentially cut costs.

New Delhi: A note by the Department of Military Affairs (DMA), headed by Chief of Defence Staff General Bipin Rawat, on a proposed new retirement and pension policy has caused serious heartburn in the military with indications that the three services are not on board.

The note, which is doing the rounds on social media, is dated 29 October and seeks for a draft Government Sanction Letter for changes in retirement profile and pension entitlements.

The proposed rules will be applicable to all equivalent ranks across the three services.

As proposed in the note, the retirement age of colonels (other than that of the Army Medical Corps and Military Nursing Service) will be increased to 57 years from the current 54. 

The retirement age of brigadiers is proposed to be increased to 58 years from the current 56 years and that of the major generals to 59 from the current 58. No change has been proposed for the lieutenant general rank, which will continue to be 60 years.

The retirement of the Junior Commissioned Officers (JCOs) and Other Ranks (ORs) in the services (Logistics, Technical and Medical Branch, including EME, ASC and AOC) has been proposed to be 57 years. ORs currently retire after 17 years of service.

Tweaking of pensions for those seeking premature release

The main cause of heartburn, however, has been the changes proposed for pension entitlements of those seeking Premature Release (PMR).

In the services, an officer can seek PMR after having served the pensionable age, which is 20 years of service. If cleared, the officer gets a pension which is 50 per cent of his/her last drawn salary.

But according to the new changes proposed, those taking PMR with 20-25 years of service will now be entitled to only 50 per cent of the pension.

“What this means is that, let us say an officer gets Rs 1 lakh as salary right now. If he takes PMR, his pension would be Rs 50,000. However, under new rules, if he has served only 20-25 years, then he will get a pension of only Rs 25,000,” a source in the defence establishment said.

Those with 26-30 years of service will get 60 per cent of the pension and those with 31-35 years of service will get 75 per cent of the pension. Only those with above 35 years of service will get full pension if they take PMR, according to the proposed changes.

While both serving and retired officers expressed anguish over the proposal, sources in the security establishment said the move is aimed at cutting down the pension cost.

‘Pensions are sacred’

Serving officers said the changes have been proposed by the DMA and the services still have the opportunity to express their views against it.

“India is currently involved in a military confrontation with China. There would be many officers who would have completed their 20 years of service and might not have made it to the next rank. Also, (for) many officers who would be completing 20 years and knowing well they won’t make it to the next rank due to the pyramidal promotion structure that we have, this letter brings down morale,” the first source said.

A serving officer explained that such an order, if and when implemented, will have an impact on recruitments too.

“The whole idea is to keep the force young. With this, the average age of the force increases. Also, there is a huge stagnation of career in the armed forces, especially in the Army. Can’t understand why anyone would want to keep disgruntled elements within the force against their own will,” he said.

A retired officer, who did not wish to be named, told ThePrint: “The pensions are sacred and are governed by a lot of rules and intrinsically linked to the civilian pension also.”

“No one can tinker with them at their own whims. It is not a ‘Tughlaqi farmaan’,” he added.

Veterans, meanwhile, strongly opposed the proposal on social media.

‘Proposed changes has benefits’

On why such a move is being planned, a second source said the aim is to bring down the pension cost.

“The pension cost is just too high and overshadows the defence budget,” said the source.

“The idea is to cut down costs by increasing the retirement age so that better productivity happens and the pension cost is down. Right now, many officers take PMR after attaining 20 years of service, which is actually a loss for the services,” the source explained.

A third source ThePrint spoke to said that almost all colonels and most brigadiers seek re-employment after retirement, and so the proposal to increase the retirement age is beneficial to all parties.

“On grant of re-employment, highly qualified officers and experts in particular domains are employed in appointments held by the level of Captains and Majors. This adversely impacts both the organisation and the officer himself, whose job satisfaction takes a hit,” the source explained.

The source added that with regard to JCOs/ORs and their equivalents in the three services, the proposal affects only personnel from services and not the combat arms.

“The organisation invests time and resources in training technicians to make them capable of undertaking specialised tasks. However, due to the current terms of engagement, they come up for retirement while their professional skill is at its peak. Post-retirement, almost all of them seek employment in civil establishments. Effort is to retain expertise while giving benefits to the individual,” the source said.

The source also argued that life expectancy and health infrastructure have improved over time. “This gives the opportunity to retain trained manpower over an extended period. Individuals who complete their pensionable age as per terms of engagement are not affected,” the source added.

  1. The changes in policy against all army personal, how a soldier can survive in such environment for a long time… So plzzz such policy and should not be come into the force…. Only pension facilities are a single privilege in Indian Army… Now government try to snatch the same….

  5. Govt salaries and pensions in total are very high and needs discussion. Also civilian emloyees are part of NFs but not defence. Defence employees need to switch to defined contribution system.

Modi found a traitor in Bira and appointed him CDS to screw the Armed forces. High time army teaches some lessons to BJP as to how to govern the country and armed forces in particular.. what about the pensions bill of MPs MLAs CPOs and other civilians which is FIVE times more than defence personnel. 45% of defense budget is given to civilians defence employees…. MP full pension 5 years civilians full pension 20 years Armed Forces full pension 35 years….fundamental right of equality ki bhee maa took dee wah modu ji wah

  9. Every country tries to have a young and fit army. As it is, we have an old army. Citing pension outgo, the CDS has quixotic solution which will make our army even more old and would retain personnel against their wishes to quit. Is our army meant for fighting if a situation arises or is one of the largest armies in the world meant only for maintaining and servicing itself? May be to save on pension, CDS would next propose no retirement and service till death due to natural causes and old age.

  12. The only sane solution to bring dunghead criminal mentality lunatics to their knees is that all defence personnel must resign enmasses and let BJP and RSS takeover the border security of the country.
    The CDS bafoon is so concerned to bring down pension costs if he has the bile,why not demand the salary and pension for politicians be removed ?? This way the national exchequer will have more money for our Defense and personnels. Waste of money on khadi clad garbage is idiotic expense at the cost of taxpayer expense.futile.

  13. The DMA has initiated death knell of the fighting capability of our forces. We will end up having either mediocre or disgruntled soldiers with this policy of Pension amendments for PMR .

    It appears this policy is more of DMAs top brass efforts to impress their masters, than a collective opinion of the service community. It will make our soldiers ,bonded labourers for 35 yrs. If anyone wants to quit service before 35 yrs service, they will be penalised. Moreover no one wants to quit any good service without genuine reasons.The DMA needs to work on the reasons why Officers go for PMR, and address them, rather than to take a shortcut of penalising them.

    Presently many capable Officers dont get promoted due to very less vacancies, in comparison to other Central govt services. They usually go for PMR and try for jobs in civil. To prevent this, the DMA should create more vacancies, than to propose cut in pension.

    Few Promoted Officers also opt for PMR, due to unavoidable and genuine reasons, which is thoroughly checked and decided by Service HQs.How can these Officers be penalised even though the final decision to release or refuse lies with service HQs.

    Moreover this ‘Tuglaqi Farman’ of DMA can only be thought of to be applied in services. Any proposal like this for other Central govt services would have shook the govt by now. CDS has only downgraded the status of services infront of other central services. Now services cannot even complaint against the MoD babus for this policy, as this proposal is initiated by DMA, which is a services setup in MoD.

    Every policy has pros & cons. But the proposal to reduce pension for PMR is definitely a harsh measure which the servicemen dont deserve. If the pensionable service for all Govt services has been 20 yrs, it should continue for now also . New policy if unavoidable should be applied in future, so that new entrants know of this , and can decide to join or not.But we cant expect competent youth to join armed forces with such regressive policies, based on whims & fancies and biased opinions.

What a stupid idea /proposal of cutting pension of armed forces, it will impact lot on morality of armed forces personnel specially those are about to retire sooner, why govt doesn’t cut their own expenditure on retired President’s,PMs, MPs Chief Minister’s, and MLAs they should be paid only 10k only every retired above said citizens keep on receiving pension above lacs n annual approx 100 million of rupes from govt exchequer, whereas the mostly have their own business, for further why govt do away with this problem of expenses, more over why can’t all minister be paid only for their parliament work and rest no payment like Belgium, where mp take their payment only for parliament session but rest time they don’t, can this be done, it’s not at all because they don’t wants to loose free luxury, but those are ready to sacrify for their life for protection of country being proposed to reduce their pay n pension,
    This govt is totally failed in every espact, let it be economic, development or uplifting of societies , everything is being tinker, ppl will not be ready to join forces if done this. Totally worng idea.

  19. MoD is saying highly skill group of AMC EME etc applicable to JCO and OR…..dont say like these allmost all the highly skill tech group of AMC EME are getting Y group pay which is counted in non technical group………

    Artificers are backbone of Indian Navy. They are highly skilled technical staff who are responsible to maintain and operate complex and cutting edge systems on board all forms of Naval platforms be it warships,subs or naval aircraft.

    However status of such crucial lot..has been progressively degraded in Indian Navy to due to reasons unknown to any sane patriot.

    How can any organisation cap the growth potential of its men and still wish/force to retain them to spend their lives serving it.

    Rather than forcing armforces personal to work like a bonded labour..our policy makers should take “genuine” feedback (annoymus on live platform/forum) from its serving and retired manpower and understand what’s hurting morale of sailors, artificers & jawans and focus on implementation of steps required to improve the serving condition in Indian Navy and making it a place conducive and worth spending once most important years of life.. away from home, family and friends.

    Some of the first things could be following in my opinion:-

    1. Immediate and total abolition of sahayak/Buddy system or any other such system which is used by officer of all rank for their personal benifit at the expense of dignity,honor and morale of jawans in army. Afterall no one joins armed for to work as domestic help.

    2. Officer of arm forces must be trained to improve their basic understanding of Human Resources. They still are actually killing the morale of men working with them pre independence mindset and serious lack of HR skills.

    3.Explore ,Upgrade and enhance to provide opportunities to tented sailors and jawans and reward them appropriately for acquiring/upgrading new skills which can be used for organization benifit.

    4. Improve living conditions for all be it ships or housing.

    5. Reduce ever widening disparity between Officer and Sailors. Have no class difference.

    My request to the policy makers to do detailed and scientific analysis for reasons..Why Why analysis or DMAIC to understand the actual problem and it’s root cause of the problem first before suggesting solution..

    Policy makers should ask themselves..Why Artificers /sailors do much better and quickly grow to attain senior position in corporates immediately after leaving armed forces..

    What was holding their growth in armed forces..Why couldn’t their skills be retained in armed forces..why didn’t they opt to continue with Navy/army/Airforce.

    I had read somewhere “Brain drain is better than Brain in drain”

  23. This is what armed forces personnel get after serving for the country!.Its a shameful act.No one has the mandate to make changes amounting to an affront to the armed forces personnel.This is done by a party in power which thinks it is the most patriotic of all .

  24. Increase in retirement age, whether it be Armed Forces or civil, is detrimental to the society, as well as, it is perhaps the worst thing that can happen to work ethics.
    Young people are jobless while oldies are dragging along. Competent persons are denied promotion, unless there is a system for time bound promotion —the result, ” top heavy department. ”
    Instead of this, retirement age in all government departments should be restored to 58, if fit, with full pension after 30 years of service –not 33 or 35. Isn’t 60, 62, 65, 67, 70 too old?
    This would increase employment, promotion, satisfied personnel . An individual would retire at an age when he can still move about

  25. Mr. Rawat is against technicians as he never lived the life of a competent technician in the armed forces. First of all, there is NO so-called Technician until you are a Non – Combatant. A Combatant soldier has many roles to play in forces and they can never deny fighting the enemy any time, any cost. Most of the technicians join duty at 03:30 hrs and do it up to 18 hrs and sometimes beyond. They seldom see their family.

    1. So I joined Defence as a Soldier, I had a dream at 17. You denied me to appear in NDA exam. It was so expensive training & money matters the most for you. Agreed.
    2. I completed training. I appeared for SSB. Not selected. ( APJ Abdul Kalam was also not, Agreed)
    3. I started trying for IAS. You told me to complete 7 years for NOC, please. I did.
    4. As I reached 7 years, you changed the policy. Then you told me, the service you are applying must be a GP A / B post with a Pay band of a higher of 39,600. (Earlier Pay Commission highest pay band of highest service has been made a condition for me.
    5. Again agreed. I have started trying only for IAS.
    6. Again cheated. You changed the policy. Now an internal exam which has a so-called skill level A was made a benchmark. ( All know that it is a rare phenomena, & why an organization would like to leave a person so competent & rare?). Just a method to crash your dreams.)
    7. I was so much frustrated by this now. No one knows when promises will change.
    8. They have set me a limited career option. Which means, whatever I do, I become a JCO once I put 19 years of service.
    9. When I reached 18, they again changed the rules, and that JCO too denied.
    10. Now I want to just leave this drama peacefully & they are denying pension…..Rules ko rules rehne do na baba….. Kal bharosa karega koi ??

    Jo 57 years karega to 3 – 7 saal me mar jayega = Benefit…. (Pension 100% par deni nahi padegi ) ( Avg Life Expectancy = 60 – 65 yrs)
    Jo jayega usko mat do = Benefit….. of Govt (100%)

    5th class ka bachcha bhi isse achchi strategy bana sakta hai.

    I have a better suggestion.

    1. Jisko military service me Bullet lagi bas usko pension do….
    2. Jisko nahi lagi, usko mat do….

    Aur tum ham sabki rakh lo ….

  26. This is very bad decision. A solder serves for his country by challenging his life and family. joins service so young,but now policy makers trying to kick a solder and his families belly.

  27. Indian army mein ab dekh kar lag raha hain bas officer he nokri karenge ,jawan to chala jayega,uska time pe chala jaye,is faisla se sarkar ko bhari uthana pare ga.

  30. BiRa is a highly decorated officer with a distinguished service. But his proposals have always been very demeaning. The post of CDS should be held by an IAS officer or politician who may not be qualified but for sure will never make such blasphemous proposals. Wonder whats next

  31. The defence civilians are paid from the defence budget as well as their pensions. Why does he not try cutting that. He has lost it.

  32. It is an extremely Sorry state of affair to think of pension reduction for armed forces personnel who have earned after giving their youth in inhuman working environment.
    Gen Rawat may like to reconsider else the forces will certainly suffer.

  33. Rawat is like most India politicians, great at bragging and posturing, but good for nothing.

    While the world is trying to make their army younger and agile by mandatory retiring at 40 for non officer, 45 for officers, India is reverse paddling by forcing disgruntled low performing soldiers to stay until 55 by cutting their pensions to save cost. Its similar to IAF keeping aging MiG21 that killed more India pilots than any enemy can ever achieve.

  34. What a vegetable vendor told me the other day sounded eminently sensible. I quote. “Modi hamare kachche bhi utarwa denge. He is dead set against the middle class, giving no IT relief. The future looks extremely bleak with press freedom being raped in Maharashtra.

  35. Cutting pension to our armed forces is deplorable. Should have proposed higher salary + wages and other added benefits as our armed forces deserve the best for the security the forces provide us..we go about our business as usual without a worry due to our forces guarding us day and night..

Jawan 20 saal Tak service krega avi ke situation me toh woh pension Nikalne se v chahke v kch nhi kr paige.itna buri hal hai Indian army ka rule and regulation.desh kliye serve hmlog 100 salon Tak krsakta hai magar uniton me ek din v guzarna mushkil hota hai.agar jawano ko itna tang or pressure nhi krne se toh jawan Khushi Khushi Desh ki raksha krega. Aj ka tarik pe Jawan ke salari se jyada chawal ek bori mahinga hogaya (expl)
    Or log kehta hai Indian army me bhohat facilities hai… ha hai manta hoon magar jawano ke liye nhi.sirf officers kliye. Example, kisi badi adikhari se sach bat kahu toh dara damka kar chup kra deta hai.apni hak mangu toh chup kra deta hai.kahna bohat kch jai lekin kiya faida ……..?

      Such pension cuts should extend to soldiers as well.
      But that wont be done as they are a vote bank.
      So ration cut for officers, no NFU for officers and pension cut for officers

Welfare k naam pe tum officer ko pressure sakte ho… Tumhari qualification kya hai… 10 ya 12 class.. Bhar ja beta labour ka kaam mile ga… Kaunsi aise naukri hai jo 10 12 pass ko 40 50 hazar k salary deti hai… Tum log besharam ho gae ho welfare kha kha ke

      • I think you are an officer .if you think that some one who is 10 or 12 th pass and drawing 40 k then for your kind information most of the officer(NDA or AMC) are also 12 pass only,this is the service who make them graduate and,pay 2 lack salary.i don’t want to expose more bcoz due to nation pride .

    • Army is the only job where one is entitled to pension & when join govt service after retirement their service deemed to be continued placed in very high scale costing very high to the government means more taxes for common people

  37. The proposal is good if the CDS is given the single point agenda of reducing the pension outgo. CDS is neither qualified not competent to propose changes that has important rights and parity issues apart from the negative impacts it will have on the comparative attractiveness of the military vs civil careers in the government not to talk of attractiveness compared to civil careers in the business and industry. At the risk of ignoring every other aspects of the complex issue of post retirement compensation,, there are still better ways to save money: The retirement pension will only kick in at the retirement age of stipulated for the rank of the person. That way the government will save the whole pension and not just 50% of the eligible pension.
    How far is it just and legal is another matter.

  38. If this draconian pension policy implemented then present government will be thrown out in next election. The baniyagiri policies of presents government be it DA or on economic front has already irked almost all sectors of government employees. This will be their last nail in their coffin. Presently government employee only support BJP lead govt for its nationalist agenda. A hardcore BJP supporter will no doubt soon divorce the party.

  39. I took PMR as MCEAP2, DEDH entry in 2001 on comletion of 15 yr. of service. m now drawing 35k pension pm. I do agree that navy spent a lot of resources on me to train. Hence my humble request to HR team of Navy to mark good performer n promote such technical sailor to officer cadre , let them spend max. time on board.     Such pension cuts should extend to soldiers as well.
    But that wont be done as they are a vote bank.
    So ration cut for officers, no NFU for officers and pension cut for officers

    • Looks like you have not read the proposal well ..they have proposed for both.

      For for sure it should be only for officers only for their gross ignorance and inability to do the proper Root cause analysis to understand the reason failing to resolve the same in last several decades.

      Insensitivity of the officer is the key reason why no one below office ranks is willing to serve beyond their minimum service bond period.
