When I was growing up in armed force schools I never knew what caste means but my experience of working in government institutions has shown me how deep rooted caste is in the minds of the so called upper caste elites. Selection committee members have such deep biases against candidates coming from certain communities that their chances of selection or promotion are virtually nil. These observations led to the placement of observers in many such selection panels. Things have started to change especially for OBC communities but for SC/ST candidates it is still difficult. Why videography of the selection/promotion interviews cannot be done?
This article and the relevant RTI is nothing but fishing in troubled waters and is a mischief attempt…most of those in secretary levels are from 1980-83 Cadre…Has the author done any study as to how many SC ST OBC (who by the way were given reservations in 1989-92 only) were there in that batch…did you check whether how many of the General class became Secretaries? Before connecting this with Promotion and representation are you insinuating that any of these are unfit to be where they are? Yellow journalism at best…such articles are what makes one believe that there really is a break India project at work…shame

Even after reservation this is the situation, think if there will be no reservation. They keep down majority of indians in all aspects.
