this is a good evaluation of the proposal by Modi PMO. In the first place, I would like to question the Modi govt why the officials didn’t raise the points raised in this article, surely they could not have been unfamiliar.
The only reason the PMO did not raise or address these points is that they were downright lazy, ad hoc and poor quality IAS officers. I am guessing that Nripendra Misra is not a particularly bright officer either. Maybe analysis is not his strong point.
