In a video made in Hindi and posted Thursday on X, Singh sought these details from Prime Minister Narendra Modi and Defence Minister Rajnath Singh, stating that it could not have been done without the PM’s approval.
He questioned whether Shera Point 5 is the only patrolling point which the Chinese have occupied, or “are there other patrolling points which were given up by this government.”
“Patrolling points which were being patrolled, where our patrols used to go before 2014?”
Shera Point 5 is a patrolling point for the Indian forces ahead of Taksing, which is the last village on the border with Tibet in Upper Subansiri district. ThePrint earlier this week reported details of the stand-off at Taksing.
The government, the former home secretary said, needs to answer these questions as it concerns the whole country.
“And this also gives a message about how pusillanimous, I will call it, this government is—that it can’t stand up for even its claims, even the claim of the country. Let the government come clean on this issue. And let the government come clean on how many patrolling points they have abandoned since 2014.”
Singh added that the entire nation is asking this question of the Modi government. “This is the question which the nation is asking. And the defence minister needs to answer, the prime minister needs to answer. Because giving up a claim on any point is not possible without the approval of the prime minister.”
The former minister, who resigned from the Bharatiya Janata Party (BJP) in 2025, had been critical of the ruling party, especially the Bihar unit. Singh had been critical of the BJP as well as the National Democratic Alliance (NDA) leadership. The former MP from Arrah had levelled a series of charges against the Nitish Kumar-led government in Bihar. He was later suspended by the BJP for “anti-party activities”.
On Wednesday, All India Majlis-e-Ittehadul Muslimeen (AIMIM) chief Asaduddin Owaisi also questioned the government over the situation along the Line of Actual Control (LAC) in Arunachal Pradesh, alleging that the Chinese had entered Indian territory as well as blocked Indian patrols and pitched tents.
Singh, meanwhile, recalled his about eight-year stint in the Ministry of Defence and seven years in the Ministry of Home Affairs to assert that he knew about border management.

A former bureaucrat, Singh served as the home secretary during Manmohan Singh’s tenure. He had been the secretary in the Department of Defence Production between 2009 and 2011. He joined the Bharatiya Janata Party (BJP) in 2013 post retirement. Singh was elected MP from Bihar’s Arrah twice—in 2014 and 2019.
He served as the Minister of State (Independent charge) for Power and New and Renewable Energy (2017-2024). He then went on to become the Minister for Skill Development and Entrepreneurship from 2019 to 2024. Singh was elevated to the Cabinet rank in July 2024.
The former minister stated that he read it in a news report about the incident which worried him and “should worry all the citizens.”
“It appears that we have abandoned a patrolling point called Sera 5 in Taksing in Arunachal. And the Chinese have established a permanent presence there. I will tell you what this means. The Chinese and we have a dispute about the borders. And that dispute has been carrying on ever since the Chinese occupied Aksai Chin,” he said, referring to the 1962 India-China war.
“The Chinese do not accept the McMahon line as a border. They also are not willing together to demarcate the LAC. Because they have made huge claims into our territory, including the entire Arunachal Pradesh. Now, because of this totally differing perceptions about where the border is and where the LAC is, we carry out patrolling. Our patrols go up to points along our perceived Line of Actual Control,” he explained.
The Chinese, he said, come up to patrolling points along their perceived Line of Actual Control.
“This patrolling is a markup. It shows that this is where our claim line lies. So that when the negotiations do happen, our perceptions of the claim line is very clear. That’s why patrolling up to these points is essential. So that our claim line is specifically communicated to the other side. And that is why the Chinese also patrol up to points along their claim lines.“
“Now, when you abandon a patrolling point along your claim line and the Chinese occupy it, that means you have given up your claim. Now, one patrolling point where we have given up our claim has been reported in the newspapers. I want to know and the nation wants to know as to how many other patrolling points has the government given up since 2014?”
His post evoked immediate reactions from the opposition including the Congress.
“Listen to the former Home Secretary of the Government of India who was also the former Union Minister of the Modi government. He is revealing a very serious matter, saying that China has captured a significant portion of Arunachal,” Congress national spokesperson Akhilesh Singh said.
Rajya Sabha MPs Pawan Khera and Randeep Singh Surjewala took up the cue on X and questioned the Modi government.

“When Mr. R.K. Singh—who served as a Cabinet Minister in the Modi government for seven years and has worked in the Home and Defence Ministries for nearly 15 years—himself states that China is now encroaching upon Indian territory and occupying our land in Arunachal Pradesh (following Ladakh), why does the Modi government remain silent? The country has every right to know the truth,” Surjewala posted.
In the video post, Singh said while there was complete faith in the valour, capability, and resolve of the Indian Army, “our questions concern the policy, intent, and accountability of the Modi government, which has tied its hands.”
“On one hand, a red carpet is being rolled out for Chinese investment and the PLI scheme; on the other, is China’s growing hold over our territory and patrolling points being ignored? The nation wants to know: what is the Modi government’s actual policy regarding China?”
During his stint with the BJP, Singh had flagged alleged irregularities in the commissioning of a power plant in Bihar, which led to a political controversy days before the assembly polls there.
The 1975 batch IAS officer of the Bihar cadre had contested the 2024 Lok Sabha election from Arrah but lost to the Communist Party of India (Marxist–Leninist) Liberation candidate. Singh had alleged that his electoral loss was due to the ‘machinations’ of some senior BJP leaders in Bihar.
