Why distrust-but-verify is a prudent response to Pakistan Gen Bajwa’s call to bury the past

If India thinks it's caught in an awful two-front situation, the picture is more challenging for Pakistan. It can continue fighting India and become a colony of China.

The first reaction among informed Indians to Pakistan Army chief General Qamar Javed Bajwa’s 13-minute speech at the Islamabad Security Dialogue last Thursday would be a yawn. All he’s saying is, India and Pakistan should bury the past, make a new beginning, they have a shared stake in peace so they can focus on their economies, and so on. Isn’t this what every Pakistani leader, elected or not, has said at some point of time? Then they stab you in the back. So, what’s new?

To borrow and twist that phrase from the disclaimers in mutual fund advertisements, if the past is the only guide to future performance, there is no point talking about Pakistan. Just buy more sniper rifles and sit on the LoC. So, how do we break the deadlock?

Bombing them to the Stone Age isn’t the answer. We know that after Kargil, Op Parakram and Pulwama/Balakot. Even tough-talking US security-diplomat Richard Armitage, who famously used this threat to make Pakistan fall in line after 9/11, knew it was just hyperbole. In the 20 years since, the US has bombed large parts of Afghanistan to the Stone Age several times over. But it is the Americans who are retreating in defeat.

Militarily, diplomatically, politically or economically, achieving anything by force is out of the question. As former Army chief General V.P. Malik said in a conversation with me earlier this month on ThePrint’s ‘Off The Cuff’, it isn’t possible today to achieve any of our territorial objectives, PoK or Aksai Chin, by military force. Besides the capability question, any such adventure would immediately run into global disapproval and force a ceasefire earlier than you can advance a few miles. For clarity, these are my words, not his.

Where do we go from here then? And how did we get here in the first place?

Suddenly, one morning last month, we saw coordinated statements by the directors general of military operations (DGMOs) on both sides that they had solemnly agreed to once again abide by the 2003 agreement on maintaining peace on the Line of Control. What that means is a stop to those madcap, aimless spells of firing heavy ordnance at each other’s posts and villages. It achieved nothing, except take out some bhadaas (frustration).

Besides, it made great pictures and TV for commando comic channels on either side, which could then, with the help of angry grey moustaches, declare victory for their respective armies. But the armies know the truth. As do their governments. At some point, they knew they needed to move on.

Anybody who thinks that both DGMOs woke up one morning with the same thought of peacemaking has to be drinking something very potent, maybe gifted Maotai from the Chinese, and too much of it. Similarly, anybody who believes Gen. Bajwa’s speech came serendipitously has to be drinking on the next bar stool. Something has gone on between the two sides for several weeks, if not months, behind the scenes.

Strong words of caution have come from the rugged old intelligence/strategic/military establishment.

What does one more Pakistani general mean when he says bury the past and move on? It means India should bury the past and move on while Pakistan subverts us. For people who’ve dedicated their lives to fighting the same adversary, this sentiment is easy to appreciate.

But then, as we argued earlier, it isn’t possible in 2021 for one nation to pulverise another to achieve anything. Especially when we live in a neighbourhood with strong, competing nationalism and robust, nuclear-armed militaries. Nobody is ever going to be like Armenia to Azerbaijan or Ukraine to Russia here. We need to think creatively.

In negotiations to end the Cold War, Ronald Reagan had famously used a line with Mikhail Gorbachev: ‘Trust, but verify’. While dealing with Pakistan, we could turn it inside out: ‘Distrust, but verify’. What that means is, while you view every new move coming from Rawalpindi (my preferring this over Islamabad is deliberate) with the highest degree of suspicion, you check it out nevertheless.

That’s why, while we hold our deep scepticism close to our hearts, we apply our minds to read between the general’s lines, spoken as these were in the most delightful, pucca Punjabi pronunciation familiar on both sides of the border.

Two things stand out in that written speech. One, a commitment of non-interference in the internal affairs of any country in the neighbourhood or the region. You might say it’s a mere platitude. But be cautious and verify. Nobody’s in a rush to invite the Pakistani Northern Areas commander to a game of golf in Srinagar’s Badami Bagh cantonment.

Second, he did not leave out the mention of Kashmir. But there was a nuance. He said progress in relations of course depends on India creating a ‘conducive environment’ on its side of Kashmir. The customary mention would’ve reminded India of the need to restore the pre-5 August 2019 status to Jammu and Kashmir forthwith, and prepare for self-determination as laid down in the UN Security Council Resolutions, blah blah blah.

Does it mean the Pakistani Army has given up its insistence on the restoration of the pre-5 August 2019 status quo ante? Don’t jump to that conclusion. But check it out. Because, if we think we are caught in this awful two-front situation, the picture only looks worse from where Bajwa sits.

He sees a domineering India to the east, an unravelling Afghanistan and a complex Iran to the west, an overbearing China to the north and a US which is no longer an ally. We are at that juncture of history where US and India are allies and their embrace is getting tighter in the Quad. Like all the most important members of the Pakistani elite, Bajwa has to make a call.

Either make peace with India, or continue fighting it and become a military protectorate and economic colony of China.

Remember, that all of the Pakistani elite have their children, money and assets in the West. If they weren’t driven by such hatred of India, they would see little in common with China. Further, this comes at a time when the Gulf countries are alienated from Pakistan and are recalling their loans. Peace with India is a way ahead.

Within India, we have to admit that the Modi government is much too successful in keeping its mind to itself. Anybody except a few in the government, who claims to have an insight into its thinking, is lying. But, we have enough evidence by now to know that this is not a dispensation that looks forward to any conflict.

In seven years, and across eight budgets, the allocation for defence has remained the same or marginally declined. They are not preparing for war. Similarly, Pathankot, Uri, Pulwama, Galwan all tell us they are also not about to be knee-jerked into a conflict.

Let’s conclude this with a view that will provoke, even trigger (since that’s the word millennials prefer), many. The Modi government can build on a no-war policy because it is strong enough to do so. A weaker government would’ve been under much greater pressure in east Ladakh, and earlier with Pakistan, to do something more adventurous. Many taunted Modi for not going to war with China, unlike Nehru who “at least fought, even if he lost”. Nehru’s was a much weaker government in 1962 than Modi’s now. He had no choice but to go down fighting, Modi is too strong to fall in that trap. He would prefer peace, not war.

    • There had been a great history to our neighbouring country where the military captured the government when the latter took decisions that would complex or badly affect the former. But it has been these many year i think since 2017 there had been capture of their government by military. So either the government would have taken hold of their military or vice versa.
      The former would be a good thing for india(but at the same time pak citizens were made more interested towards indian media esp republic channels,etc. You could find comments in youtube by pak citizens. Making them feel indian media is full of conspiracy, propoganda and every news is false. Some of them were made in such a way that even if republic tv says Pakistan pm is imran khan. The pak viewers were made to conform that imran is not pm of pak. Using it as a fact check ). The criticism of indian media by foreign agencies were highlighted. Pigeon capture story which many Indians dont know that it happend it was a breaking news in pak and criticism of news coverage is another big breaking news.
      If similiar incident happens in pak a pigeon tied with a ring on which phone number was written and then pigeon was released and lost its route went to Pakistan landed in a village what would they do they would hand it over to their army and news wouldnt have been covered but this was not sure as everyone have gadgets in their hands just take a video and share it in social media platforms. And their channels woulf have also telecasted the news giving descriptive about the pigeon. Had the foreign media which criticize indian media criticize the Pakistani one.??

Any body, who has heard current Pakistani NSA, Moeed Yusuf, since last so many years on Pakistani TV shows, knew that, as he has been inducted in the slot of NSA, Pakistani will change their stance. Things were falling in their places, for discerning eyes. China stopped CPEC loans, Pakistan stopped taking those loans on high interest. Chinese workers’ belligerence on the streets of Pakistan , was very uncomforting. Sky rocketing inflation and paucity of everything of daily necessity, the way Qamar Cheema and Arzoo Kazmi were allowed to criticize their own people, were indications enough to direct towards changed Pakistani thinking.

  2. It is very easy to criticise and disagree with views presented in the article. Those who criticise prefer the status quo to continue. In the meanwhile, the consequences of such status quoism can impinge upon India too. Pakistan becomes a vassal of China, an outcome that would be secretly or openly rejoiced by many Indians. But after Pakistan is finished who could be China’s next target? In the fag end of 18th century, the British defeated Tipu Sultan. Nizam and Marathas rejoiced and collaborated with the British. In the next decade both Nizam and Marathas were subjugated by the British. So, while distrusting Pakistan, we shouldn’t reject everything that it says. If we can develop a divide between Pakistan and China, we can use it to our advantage. There is no harm in trying. If nothing happens, status quo continues. Our attitude towards Pakistan is torn between two extremes: ‘ Khandani Dushman’ or ‘ Brother lost in Mela’. Hope that we show some maturity and deftly handle the situation. Obviously, no matter what we stand we take, caution and skepticism shouldn’t be discarded at any point of time. It is a tight rope walking, but India also has very limited options.

You do not have to Bomb them to Stone age, you can ensure they do not economically develop to stone age!!!! The Sindhi movement- even if you can all it that – is even smaller. As far as economy is concerned – while the government is not good at managing it, the private sector in Pakistan is vibrant. Peace or not – we will be fine and you are NOT getting POK back.

But, if Modi ji keeps the past alive. It will not make anything better no worse. What I think is something’s better than nothing. And 2 nations can help themselves hand in hand. Apparently, China made some bad decisions and made situations with India that no one appreciates. If Pakistan joins allies with us. Maybe, China will be suppressed for a good amount of time and in that time we can develop ourselves. No offense, but Modi ji is a bit of an arrogant figue.

Dear Shekharji, like you said Distrust but verify, I think we (India) should be ok to play this charade for as long as it lasts, but at the same time not stop doing what we need to do, that is strengthen defence, LOC, counter infiltration ops and most importantly our economy. Every now and then leadership in Pakistan whether it is Rawalpindi or Islamabad depending on who has more leverage on whom, have an epiphany and realize that it is in the best interest of Pakistan (I mean the Pakistani people) to have peace with India. As you rightly pointed out, Bajwa sees the troubles on all fronts in Pakistan and realizes the need for some breathing space. While all governments in India even the BJP governments have initiated/tried to have peace, it has never worked and never will. I am not a skeptic and against peace but we have to be realistic. As I have said in my earlier comment, peace is possible only when some form of true democracy rises in Pakistan. As long it is run by Miltablishment it cannot be achieved. You see, it is not in hands of Bajwa, every time a General has tried to do same, he will eventually get sidelined. Core commanders will never allow it. They can allow a term extension, but how can they allow the core philosophy to be subverted, which is the basis of their entire power and control? Everyone in Rawalpindi wants their kids to be in west, why only few elites should get what they want, so the organization that is Pak Military will continue to strive, it has become an Conglomerate, a behemoth, and why will the people who run it ever dismantle it. India is just a bogey. If Bajwa continues on this path, don’t be surprised that in next few months Mitalblishment will find a way to scuttle it through some action in India and then we will respond and everything will be back to square.
    I give North Korea a better chance of turning a new leaf because atleast it is controlled by one family, you can deal with one family. With Pakistan, it is an Institution that you are up against, which has strived and only grown stronger in last 70 years, why will they allow it’s weakening from within? As for peace, jab tak chalna hai chalne doh!! No harm in that, but it will be stupidity on our part to believe in any long term normalcy or restore trade or aman ki asha!!

No country surrenders it’s strategic area on just dialogue s. Did China captured ladhak by making peace dialogues? It’s never be the case in this real world. Bajwa spoke out Biden administration statement. Peace will only prevail under true Muslim rulers for this reason its nature’s will for the final battle between two nuclear powers. Whatever statement by current Pak administration about peàce dialogue with current Indian rulers will only for their own satisfaction it is nothing to do with nature’s will. All true Muslims belonging to any country are standing with Allah and Muhammad ﷺ Will for Ghazwa e Hind specially people of Pakistan and people of Turkey. All Indians have a stake in war and peace. So maybe next time I should enter the kitchen and check with senior maid Lalita how the chicken turned out so divine.

  17. Pakistan is desperate to talk due to FATF and it’s economic condition . They know there are enough pseudoliberals in Bharat with a soft corner towards Pakistan . It’s always better to negotiate with us than China or any other country in world because of Mir Jaffers of our country . We Sud never talk to them unless some concrete actions are taken by them . For example – dismantling the Jihadi infrastructure , handing over the accused of Mumbai,Uri,Pathankot and Pulwama attacks .

SG is really confused whether to sound too optimistic or realistic. He starts with the disclaimer about these sorts of utterances having come before but suddenly goes on (at length) about Modi’s thought process about Pakistan and war in general. Why should Modi change his opinion that Pakistan is not a state to be trusted and India gains almost nothing from Pakistan. We will go about our business as a country while handling terrorism sponsored by Pakistan. Why would Modi rock the boat? Why would he want take the risk of talking with Pakistan, only to get another terrorist attack? Why would he want to hear from the same SG types who would blame the government, “intelligence failure”, “naivete” , “being unprepared” while this no-war, no-peace stance is working perfectly well for him. I want to see for once an article in the mainstream media that discusses foreign policy without psycho-analyzing the leadership. Every article talks with absolute certitude about “Modi has realized this”, “Modi has realized that” without offering evidence. It is all in the authors’ mind.

Just because the author can think only binaries, doesn’t mean there are no other choices. India doesn’t have to either be talking or bombing Pakistan. There is an option of indifference whilst guarding our borders. No need to talk but no need for snipers or artillery firing as well. More important to beef up our intelligence and not get caught unawares like ,26/11 or Uri, Pathankot, Pulwama, Kargil etc. Let Pakistan stew in it’s own juice as it makes it’s own choices.   22. We all know how the peace process ended for Vajpayee and MMS. They were rewarded with a parliament attack and 26/11. Also, it’s not like Modi did try to attempt peace. Modi had a cordial relationship with Nawaz Sharif but the Pak Army got rid of him. Pak Army uses the “India” boogeyman to collect extortion money from its citizen.   24. The devastated Germany rebuilding after the WWII realised that was the peace with neighbours was the only way forward despite being beaten into submission. Once the USSR control started diminishing the East German also fell in line.
    Pakistan is a different story with the Islamisation and Chinese support. Even so the population pressure must be more to get out of this mess in the name of India, is something that the rulers cannot ignore the fatigue in the population must be very obvious.
    The 5th Aug is not selling anymore in Pakistan. Any logic will supports peace between the two neighbours. But how much we can trust PAkistan will always remain the question.

    Ultimately in another fifty years, the peace loving citizens on both sides would end wars and create new friendship and cooperation.
    That is sure to happen.
    The elders only hanging on religions.

    Best course of action for India –
    1. Don’t talk to Pakistan, not now not ever.
    2. Let their actors visit India and work in Indian movies.
    3. Don’t reinstate cricketing ties (as playing cricket with them helps PCB economically).
    4. Keep our boots on their neck – meaning any shenanigan from their part and make sure they pay heavy price militarily.
    5. Make sure they remain economically weak.
    6. Try to see that Sindhustan/Sindhudesh, Balochistan, and Pakhtunistan are getting independence from Punjabistan.

  27. the only possible solution is to accept the status quo as final settlement and legalize LOC. this may be more acceptable to indians. we must try to build a consensus around this solution. but the problem is congress will veto it if bjp proposes it and vice versa. at the same time giving up kashmir after 75 years is not a luxury that we can afford .

It is a bounty that keeps giving – nothing unites BJP supporters more than to point out how “tough” Modi is on Pakistan (and Muslims by extension) He ain’t gonna give up on it unless something big comes his way like recognition of LOC as border.
    We have heard generals in power from Pakistan say all this before – wait till one of the ambitious junior generals deposes this one or sends some fidayeen sleeper cells across – all this talk will vanish like smoke.
    Only thing which will work in my opinion is to educate, assimilate and ensure that Muslims in India prosper – economically and more importantly socially. Muslims seen to be doing well in a Hindu majority country will put immense pressure on Pakistan and the Middle-East to reform and march to modernity together.

  35. No one is kid enough to understand Pakistan drama. Unless Pak dismental it’s terror infrastructure, how come it comes out of grey list and have peaceful relationship with India? Do one think pak is willing to do it now? As per recent information by indian govt, there is increase in infiltration and border shelling incidents in last few years. Clearly, pak is still trying to push terrorists in India.It means is terror infra is well in place, as a part of Pak’s policy. How come India ignore this fundamental fact and fall in line with statement by fauji generals of rogue nation, who are master minding the whole policy ?   36. A logical conclusion. A very important and pertinent subject, which the Nation needs to debate. Nobody can win a war any longer anywhere in the World. But let us not be under any illusion. To be in a commanding position, looking West, East or North, we do need a strong military. If we are forced to take overt military protection in any way from anybody, we will only grow weaker and suffer in the long run – Germany and japan did it decades ago. It was then. The environment is different now. And you may have realised India is not Germany or Japan in size and character.
