Schools could resume with 30% students ‘at a time’ after lockdown, HRD minister hints

During a live interaction with teachers via video-conferencing, HRD minister Pokhriyal discussed NCERT guidelines on how to reopen schools amid the Covid pandemic.

New Delhi: Schools are likely to see only 30 per cent of attendance at a time once students get back to classrooms after the Covid-19 lockdown, Union Human Resource Development Minister Ramesh Pokhriyal ‘Nishank’ said as he informed teachers about proposed government guidelines to resume classes. 

Schools and colleges across the country have been closed since the second week of March in the wake of Covid-19. As reported by ThePrint last week, the National Council for Educational Research and Training (NCERT) is working on guidelines for the reopening of schools after the lockdown. Some of the suggested measures include having no assembly sessions, seminars and gatherings in schools for a long time. Apart from this, schools are also likely to call only 30 per cent of students at a time to maintain social distancing.

During a live interaction with teachers via video-conferencing, Pokhriyal said, “We have asked NCERT to prepare guidelines for re-opening schools and they have done most of the work. The guidelines suggest various things like calling 30 per cent students at a time. If 30 per cent students have to be called in at a time, we will have to see how that needs to work out.”

A shift system in schools?

Officials in NCERT told ThePrint that the council has suggested two ways a staggered attendance system can be pulled off – either calling some students on one day and the remaining on other days, or managing in shifts wherever it is possible.

While there is no clarity from the government on when schools will reopen, states like Delhi are looking at a July date to reopen. 

Delhi Deputy Chief Minister Manish Sisodia said in an interview this week that he hopes to see students back in classrooms in July. “We hope to be able to welcome our children back to school in July, but are actively working on contingency plans, in case there are further delays,” he told India Today on 11 May

‘Don’t combine evaluation work with online teaching’

Apart from plans to start the new academic session, the HRD minister also informed teachers who are on board evaluation duty that they do not need to juggle it with online classes.

The Central Board of Secondary Education (CBSE) has started the evaluation work for Class 10-12 board exams from 12 May. Answer sheets are being sent to teachers’ homes so that all safety norms are followed. 

Pokhriyal’s assurance came as some teachers complained to the minister that they were being made to take online classes while carrying out evaluation work. 

“Teachers who are involved with evaluation work need not take online classes. The CBSE has also issued these guidelines. We understand that both things are not possible at the same time,” he said.

This was the third live interaction that the HRD Minister has held in the last one month. Before this, he spoke to parents and students in two separate live interactions where he answered various queries about the lockdown. He also plans to hold a similar interaction with vice-chancellors across the country to discuss the resumption of higher-education institutes after the Covid lockdown.

  1. Govt should be cautious over this decision, as a paren teveryone dont like this decision and would like everyone one to be safe and surviving this academic year, or until things get normalized. Also, they should start using AI technology in taking virtual time.

    With the introduction of new education policy in India, now it is already compulsory for the schools to blend their academic curriculum with the AI technology. Many schools are well equipped to make necessary changes with usage of AI technology.   2. I think students of Class 9 th to 12 ve can be brought to school for studies . With proper social distancing and adopting other important safety measures related to Covid19…in shifts
    Other students of lower classes may not be mature enough to follow guidelines…and hence should be exempted to go to school….For them online classes are the best measure….Even for higher classes…(from 9th to 12 ve) school authorities should try to provide
    Study material online….and call them to school for practical and important study only…which is difficult to send online….

    I am surprised to see how govt thought of opening schools with limited capacity of 30%, considering indian student population ,even 30% of it also in the given circumstances Pandemic, can India handle this?? Can parents handle this ?? Can professionals teachers handle this ??
    We are running to reopen education sector this year and grab GYAN , however what we learnt from past many years from respected institutions and teachers and from available data worldwide regarding COVID 19 pendamic, I will call this decision as a foolish decisions to be followed and one should pls rethink over it.
    If education is more important to the government than students life you can happily reopen schools and other institutes but after taking this step if students or teachers gets infected with corona then it will be all on our government hands
    If government is thinking about salaries of teaching staff of aided schools No school No salaries should be given maharashtra is under severe financial crisis
    Instead Reduce the age limit of retirement to 50 years
    No point in keeping younger Generation jobless
    Government can get two teaching staff in one teacher’s salary

    • I am an student of class 11,and I still haven’t given 3 board exams,and I am finding it very difficult to toggle between class 11 and class 10,so I need this exam to be cancelled or happen as fast as possible. And July 2 is a good date for that to happen.
      You people just love to give baseless comments with no practicality whatsoever and you call them suggestion. Maybe you are not involved in the education sector,but my parents are, and so are millions of people. Maybe you are rich and will have no problem if you are not paid for 3-4 months. WE ARE NOT. Think about those middle class families dependent on someone in the education sector to provide for them. Think about those families where the sole earning member is over 50 years of age and involved in the education sector. JUST THINK ABOUT THEM BEFORE YOU COMMENT ANYTHING. JUST TAKE A MOMENT TO THINK BEFORE YOU POST ANYTHING ON THE INTERNET. If you had thought carefully,maybe you would have noted that though there are facilities for the lower income classes,THERE ARE NONE for middle classes. I don’t know what my family would do if my parents weren’t paid for 3-4 months. I CAN’T EVEN IMAGINE. So please use your brain that God has hopefully provided you before you suggest measures for anything. Please. Stupidity has its limits. You don’t have to suggest anything. JUST KEEP QUIET.

  5. i think this is a good decision to reopen the school with shift system because nowadays there is so many loss of study is going on by lack of digital things and for 12th class students school should reopen because their boards exam

Education has to start as we have to live with COVID-19 – As the schools take precautions during any ailments same way they have to see this also Parents have to follow all the guidelines made by the govt specially sanitization part has to b looked after at both the end.We cannot define the nos I think that should b asked from schools also in which way they are going to unlock strength can vary from 33-50 percent.I think head of the schools should be given a proper training of unlocking and similarly parents should be guided by the school authorities as ultimatelyEducation has to start .

  7. And what about the students of government exams. Who have no androids and no tab.. how can they educate ?? Now this is time to live with corona .. open school with shifting system and providing mask and senitizers to each students.

    • How would u keep children of 5-6 years covered with a mask and not to touch thier eyes mouth when in school /without sanitizing their hands.. Be little practicle with children.

  8. This is a good decision because not all the children are able to have online classes due to lack of communication and money we should reopen school in some areas like in villages

  9. This decision is absolutely foolish, knowing the pandemic and situation across the globe why can’t you just come up with some technical solution and make that as mandate for everyone to follow be it CBSC or NCERT etc

    This is not the year to do business or politics or anything which keep anyone at life risk.

    Give it time to get the vaccine out post which you think of bringing back the life normal till then come up with new normal which is feasible and should not cause ay life damage , I believe world has lost enough lives.

    • So would making this year a zero session is what you recommend.what is guarentee that this pandemic would end in one year or two.kindly think before what you speak

      • This pandemic may last for 1 or 2 or more then a couple of years but re opening the school is foolish decision as this will just add up to the widespread of corona and extend the probable duration of the current pandemic.

After exams of the board plz open schools instead giving online classes for next academic year because many of the students will not concentrate in school and govt is saying to study by online classes so i request u to take a right decision and after the positive cases end open the schools think of the studies of students also.

  13. schools should continue with virtual online classes for the full academic year. lockdown or no lockdown pl dont put children at risk until this virus is gone. it is v easy to spread among children in schools even if social distancing is followed. pl dont put children at risk. dont reopen schools pl. let online classes continue.

    • Agree with you….kids safety should always be first priority…. schools should not reopen until n unless coronavirus vaccine is available…we have future only of we survive in this pandemic.

  14. Let it be practical. No one knows the certainty of this virus, how it’s going to peak, for sure it is dangerous in the coming months ahead. In this situation how can u think of putting children and teachers life at risk. Children are after all children. How strictly ever in school they follow it is difficult with kids to maintain social distancing. For ur kind information my cousin stays in US and says that few kids have contracted the virus. In this situation what u will have to say. Our children r not guinea pigs. Plz this situation expects to be practical and sensible. Till then continuation of online classes for few more months is better till the virus is wiped out from roots.

    • I would just like to say that ii completely agree with all the parents who shared their view of not risking our children’s lives in this deadly disease corona an what is such a big deal if a years time is taken to settle such a grave disease n carry on education n passing them like this these children are the future citizens of tomorrow n a country like UK also sacrificed a year on education in corona it’s not that there condition is more worse than us it’s just that lives r more important than education if the education ministry feels they r wasting the educational session this year n have come up with such a stupid idea like this then they r really not thinking of saving the teachers the educators life is also at a risk but the kids can’t maintain such hygeine that on reflex action of their body touching n sanitizing is difficult as they already r so much nervous n in stress in schools so plz pay heed to all such parents we want our kids to be alive rather than educated

  18. I am in 12th grade. After the lockdown ends board exam of 2021 year won’t get postponed right?? Will there be any reduction in syllabus??

  19. It’s better to wait for the lock down to ease down & observe the way the infection rises. The peak in India is yet to come . So have patience & do not open all schools & colleges until things seem to be in control. Schools & colleges are two hubs where protocol is very difficult to maintain & this will add to more stress to parents as well as teachers. Think well please, as many parents too are apprehensive to send their children, be it school or college. Let online classes continue as of now. This would be best.

  21. Online classes only for VIP students from urban places but in India maximum students are from villages it’s injustice for villages students… secondly Coronavirus becoming weak and less popular these days..try to focal on proverty , which is responsible for killing majority peoples

  22. its better to delay one year of education system .. since like me (a student of class 12 of science stream) and many others still doesn’t have any concept clearance via online classes and already half of the year is wasted… the most imp point is that out of 30% of total strength many of the students wont go to school and covid infection is not only for students but also for senior teachers too ..

    • Let children be safe in their homes. Under such critical circumstances, one can’t presume and comes out with non-workable plans. Why to risk child’s life? What’s wrong in continuing with online classes until and unless vaccination for Corona Virus is found? Wherever it’s not possible to opt for online classes (due to various reasons), here, the concerned authorities have to come out with workable solutions. Thank you.

  23. It is lamentable that we are only trying to circumvent not invent or create. If not face to face then hang on to your mobile devices whole day teaching and learning. Is there no other way and is there nothing else worth doing? Is it necessary to complete syllabus? Is there nothing students can do on their own? Is this not the right time to give a chance for child centered students centered learning?

  24. The virus peak hasn’t reached yet , cases are increasing daily, this virus is virulent and unpredictable. Social distancing is very hard to implement in reality at schools , our children’s lives matter now over and above education in this crisis situation.

  26. Schools in Mumbai are planning to open in 1st week of JUNE. Including me, many many parents do not wish to risk our children’s lives. Esp. in my zone where every next complex or building is getting sealed one after another and school’s most helpers come from slums. Schools were taking virtual classes for just couple of hours, let them take longer. I would certainly not send my child to school atleast until August end or September even till positive cases rate is lowered.

  27. Groups @ 15-18 students per Group may be formed instead of section in class to ensure one third presence at a time. Group 1,3,5 may study on Monday, Wednesday and Friday; Group 2,4,6 may study on Tuesday, Thursday and Saturday. Only 05 subjects may be taught in period consisting of 45 minutes per period without morning assembly and recess. It can accommodate 02 shifts too.

  28. With the cases increasing every single day in the country and in different states, why does it seem a most important matter to put childrens lives at danger. When the adults are not behaving and not maintaing social distancing how can one expect children from class 1 to 5 to behave and maintain social distancing and not touch one another even if the strength is just 30%. Children come across the city to schools , what measures are going to be taken to prevent them from falling sick. This initiative of starting school with 30% strength of students should be when not a single case is reported in atleast 1 week time. Right now its nothing but risking and endangering the child’s life.
