  1. A limited conventional conflict in such inhospitable terrain would not give either side a decisive outcome. After a while, a ceasefire and then the diplomats would take over. 2. This is a time of transition in the United States. The Biden administration would like to carry out a comprehensive review of its China policy, seeking out areas of convergence and cooperation. It might not wish to be confronted with a full blown crisis, limiting its options so drastically.
