The centre has decided against allowing civilian authorities to prosecute soldiers charged with killing unarmed Nagaland villagers, saying ongoing military trials will be faster. The army trial, though, has been stalled for months because of Supreme Court litigation. India can’t afford the delay stoking public anger in the volatile region.
