I tend to agree with the analysis and the finding. There is certainly a correlation between the lux and the development. I have however one humble submission to make. With the earlier indirect taxation complexity and the logic (of the federal set up) higher share of tax was going to the developed states. Now that the GST is a consumption based tax( point of supply), there is at least one major factor that would mitigate the hardships of lesser developed states. That does not mean that the problem will be solved overnight but it is getting addressed.
