There are 14 central police organisations and armed police forces in India, but no more than 16 IPS officers are available for central deputation at the moment.
The order follows a Delhi High Court observation that said the previous retirement policy created two classes in the service with certain rank of officials retiring at 57 years and others at 60.
Confusion stems from a February 2019 ruling, in which SC said the 'grant of status of Group 'A' Central Services to RPF shall not affect (the deputation of) the IPS'.
A BSF officer, last month, filed a contempt plea in the SC, stating the government is not complying with the apex court order, granting better pay benefits to CAPF.
Two letters requesting for a meeting have been written to Amit Shah by former Inspector Generals of Police (CRPF) – V.P.S. Panwar and S.S. Sandhu – on behalf of the paramilitary forces.
PM Narendra Modi’s government finally granted the status of an organised cadre services to the Central Armed Police Forces, ending many years of humiliation.
The centre also approved extension of Non-Functional Financial Upgradation benefits, through which CAPF officers will get better deputation chances and allowances.

Centre police forces are specialized forces and IPS deputation is a liability , they can’t contribute much due to their different training and field of experience.
The IPS get promotions too fast ; that’s why there is no mid-post officer is found. An IPS must serve atleast 13 yrs before becoming SP and 20 years to become DIG. They should be restricted to state law and order and must not be allowed to join CAPF. Moreover CAPF officers should be deputed as SPs in state to make the police agile, fit and disciplined; as it was envisaged by P. Chidamram during his stint as Home Minister.
With court decision on declaring capf as organised cadre, this shortage is going to be overcomed once and for ever as cadre officers will fill up the ranks upto IG level easily. This will benefit both centre and state as unfilled vacancies will b filled by cadre officers in centre and state wouldn’t have to bother ips officers for centre and can be utilised optimally for state law and order situations. This is going to b win win situation for all.
Please correct the facts .Firstly,There are no sanctioned posts of IPS in CAPFs.There are certain posts in CAPFs which are to be filled by method of tenure deputation according to respective departmental recruitment rules which generally changes time to time as per the borrowing departmental needs /non eligibility of personnel in borrowing department. Secondly, no posts so filled by a member of IPS on tenure deputation can be deemed to be a cadre post of that service. Similarly, no individual member of IPS can claim any right to a post for appointment under the Government of India on this ground.thirdly,IPS personnel who come in these organisations as deputationst manipulates the service rules by appointed themselves as head of HR directorate as well as DG of force and continue hold these posts illegmately in the name of pseudo specialist by suppressing the legitimate rights of cadre officers . At present policing in our country is deteriorating day by day hence it is prime responsibility of government to see the future challenges that services of IPS personnel may utilized more and more for state law and order duty by reducing the CDR .Capfs are armed forces of union and have dstinct constitutinal mandate which is totally different from normal policing.All CAPFs have own group’ A’ cadre which are well experienced ,knowledgable, physically and mentally fit pool of officers who are very much capable to deal all type of crisis situations and can lead their respective forces from forefront and government must enhance their capabilities by giving them important responsibilities and utilise them for nation building which is also beneficial for our country”s future progress and completely match with the vision of our political leadership.
