Gen Naravane’s insensitive remark undermined 40 battalions of Nepalis in Indian Army

Army chief MM Naravane’s remark that KP Oli acted at the behest of someone else is damaging for the two armies in which he holds the rank of General, India and Nepal.

Army chief M.M. Naravane’s insinuation that Kathmandu was protesting over the boundary issue on the behest of another country is insensitive, uncalled for, and deeply damaging for the two armies in which he holds the rank of General, India and Nepal. As honorary General of the Nepal Army, Naravane has undermined his own position, waded into a domain that is clearly non-military, and brought unnecessary stress on a relationship unique to the two armies. Especially because the seven Gorkha regiments in the Indian Army make up almost 40 battalions, and most of the soldiers are recruited from Nepal.

In speaking out of turn, Gen Naravane followed the unfortunate precedent that has been encouraged to flourish in the recent past — voluble military chiefs doubling as spokespersons.

India and Nepal not only have the most cordial and interwoven societal relations among sovereign countries, but also the deepest military relationship possible. No two armies are as closely interlinked as those of India and Nepal, and this incomparable time-tested bond has been placed under a strain by an utterance that is both avoidable and unmilitary.

Speaking at an online seminar organised by the Manohar Parrikar Institute for Defence Studies Analyses on 15 May 2020, Gen Naravane said, “I don’t know what they are actually agitating about. There has never been any problem in this Corps in the past. There is a reason to believe that they might have raised this problem at the behest of someone else and that is very much a possibility.”

Forgetting Cariappa’s guidebook

The reciprocal appointment of Generals in both armies began with late Field Marshal (then Gen) K.M. Cariappa, when he assumed office as Chief of Army Staff (COAS) in 1950. The Royal Nepal Army conferred the honorary rank of General on him, and since then it has been followed as a gesture of respect and honour seldom seen between two sovereign armies. As COAS, Field Marshal Cariappa penned the last word on what is expected of an officer with his handbook on etiquette for gentleman cadets. It seems to have been misplaced, since this is possibly the first occasion when an Army chief has raised doubts about the political and diplomatic actions of Nepal.

It brings to mind one of the oft-repeated quotes of the inimitable, and legendary, Field Marshal Sam Manekshaw. He joined 8 Gorkha Rifles after India was partitioned and his original Frontier Force battalion became part of the Pakistan Army. Sam Bahadur, as he came to be fondly called, left behind a treasure trove of quotes relevant for the nation and its Army. As a Gorkha, he would have been particularly dismayed by the current controversy as is clear from his very prescient observation: “The problem in India is that as soon as one of us is put in a position of power, he feels that he has the monopoly of the entire knowledge.”

Citizens of Nepal train and then take an oath to uphold the national security interests of India. And over the decades they have been living up to that oath, many times making the ultimate sacrifice. Army’s seven Gorkha regiments depict a closeness and confidence unparalleled today. The numbers drawing an Indian Army pension in Nepal is slowly nudging toward 130,000. So much so that Army officers posted in the Indian embassy in Nepal would be the highest number in a diplomatic mission, and include military medical staff, which is an apt testimony to the importance given to Nepali Gorkha soldiers and their families.

Indignation brought by an Army chief

Gen. Naravane has undermined the credibility of Nepal, which has given so much to India in terms of soldiers, service, and many a times sacrifices, too. Indians with deep-rooted family connections in Nepal see yet another needless controversy between the two countries. Even as the ire over the Madhesi agitation persists in Kathmandu and beyond, India’s meddlesome attitude toward Nepal is once again a point of heated discussion there.

Except this time, a first ever, the indignation is because of an Army officer, and a chief at that. No soldier, in India or in Nepal, believes that General Naravane’s inconsiderate remarks have not been instigated by someone within the Narendra Modi government.

That is indeed a harsh whisper to circulate, which once again brings to mind another gem from late Sam Bahadur when former Prime Minister Indira Gandhi asked him about military coup rumours. Mutual respect was of a different order then, and he quipped, “You mind your own business, I’ll mind mine. You kiss your own sweetheart, I’ll kiss mine. I don’t interfere politically, as long as nobody interferes with me in the Army.” Sam Bahadur would obviously dissect this episode very differently.

  6. LOL. The biggest joke is the author calling Sam Bahadur a Gorkha. He was a Parsi both from his father’s and mothers side. He is on about a rant how Gorkha sentiments are hurt whereas the fact is we Indians have nothing against the Nepali people. We have long historical and cultural ties. It is the communist party that is causing tension and to prove my point I would ask anyone disagreeing to just look up the detoriating relations between India and Nepal whenever the communists have been in power.

      Regarding Nepal and India, there is a good relation in people to people level. I bet you if Gurkha Army is not there in Indian Army probably, the Indian history and present status would be different. You should know that there could be alternative for almost everything but not for neighbor and water (flowing from Nepal).

      • My friend, Nepal communist party workers wanted to hoist flag on Indian side , their own people living at the border area for generstions stopped them from doing so, because they understand the relations we people share .
        Ofcourse this is politically motivated from some angle but not an issue that we can solve easily, Nepal also has border issues with China and after Covid can use China’s ports for it’s good as tourism has taken a hit , me having personally travelled to Nepal quite a few times have felt this growing feeling of pro China from a certain group , however at the grass route level people are very friendly towards India as we share the same culture .

        Nepal also has to see it’s interests as a nation and only when the time is tough relationships are tested , else all is happy and jolly always .

        • There is not doubt that Nepal-India has special relationship and close to each other than any one else in the world. This is fact and need to accept by all. But, I think you are not correct that Nepal communist party workers wanted to hoist flag on Indian side, it is other way around and happening since 1962. Nepal-India border is defined by Sugauli treaty of 1816 and accepted by both. Please do not forget that there is not other treaty between Nepal-India to define border. That is the only one. Maps are there and they also have signed on that. So, my Indian friends need to accept the reality based on fact and evidence. You might show the current distorted map as a evidence which may change the whole course of treaty and make people laugh for the logic. When treaty is signed on 1816, maps should be of 1816 or around. And river around mountain does not change its source like in plain. This is fact. So, this needs to be sorted out for good relation of Nepal-India. One should not vow and shout ignoring the fact and evidence to save own country’s interest and should not blame to other. Otherwise, it is useless to say that Nepal-India has special relationship. We are saying we are very common in terms of everything and understand each other and at the same time some of Indian including media is saying China is playing. Laughable!!

          I am sure no Indian wants if their own house or land is taken by other neighbor distorting the maps from Indian department of land resource. You will definitely speak with evidence and you may go to court and debate and discuss to find out the truth. And, I believe truth always win. Shouting for sake of patriotism ignoring the truth is the evil way where it may not end up peacefully and cannot be good neighbor by any means. So, stop blaming game and read the history and evidence and support the truth.

  12. Unacceptable article in the time of crises that works follows. Everyone has a right to express his or her opinion. But the author is expressing China’s opinion. Gorkha have always been the pride for India. They are now integral part of India. We respect them. Nepal is certainly under influence of China as it’s government is saved by then and is heavily intervened at not only government but at making and breaking or political party as well. Such insensitive and irrilivant (because Indian Army chief never said anything about Gurkha even indirectly) comment clearly states that Indian security can be compromised if such, hopefully China funded, politition comes to power in India.

  15. Under present BJP government rule the defence/ army chiefs have become more bold and vocal. They are making statements which might be true or false but are certainly objectionable because they are overstepping the limits of authority. May be a beginning of military rule or dictatorship.

    • Shrey, What do you mean by ‘They will ask for more Sovreignty”? Every country has to respect other country’s sovereignty. Being country does not mean that they have big sovereignty and small country mean small. Every country is equal in terms of sovereignty. If you are accepting for what you have said, probably India is less sovereign than China and other bigger country. You are making people laugh.

      You said truth that Indian at least should focus on self reliance and powerful economy other than interfering other neighboring country. Regarding Lipulekh, let me tell you that you should read some history how Nepal lost 1/3 of territory with British and how the border were defined with Sugauli treaty in 1816 and see the maps carefully during treaty. Probably, you will have more idea to discuss and tell your other friends.

  22. I v stayed at Dharchula. People cross to Indian side, take a bus to barelli or tanakpur, again cross to Nepal. This is easier than travelling through Nepal. Labour come in morning and work in Indian side. Brides and grooms are from both sides. What oli is doing. And this persistent needling by China. They have spoiled relationship with neighbors in entire South East Asia, with Japan, and now manipulating pak, Sri Lanka, Maldives to go against India

    • I guess you have no idea about diplomacy and you do not see the difference between diplomats and army. Army will come in-front and speak only when diplomacy line becomes weak. If you agree on expression of Indian Army General, then there is no doubt that your diplomats and diplomacy is world’s poorest diplomats and diplomacy in the world. Nepal-India is not in state of war and war between these two nations is far away from reality.

  25. Let’s be careful. There are 40,000 thousand Gurkha soldiers in Indian Army and may be there are 70,000 army pensioners from Nepal. Add lakh of Nepalese employed in public/private sector in India. Nepal has a huge stake in this country.If they are being guided by China, in the long run they run the risk of putting themselves in trouble as geographically, culturally and historically they are more vigorously linked to India than China.

  28. well, clearly this piece has rankled someone in the hierarchy, given the number of similar looking posts on the article. It is indeed disappointing that Army chiefs start commenting wrt foreign policy aspects. This kind of behavior is more suited to army of our pesky neighbor on the western border, but not a professional army like that of India.

    It is expected that the officers maintain the professionalism and dignity of the post and leave foreign policy to the govt and the foreign service. Everyone has a different role to play and it’s best if they respect and appreciate that.

      I am not sure if the issue is 200 years old. But, definitely know that British ruled for more than 200 years. Don’t you think same thing is applicable at the time when India got independence? If the kind of ppl like Gopal Das were there during that time probably, India at present would still under British. Do not forget how East India Company treats Indians in past.

    • For seventy years, India hard always respected Nepal’s sovereignty. But will your new “master in the name of friend, i.e., China” respect your freedom even for 10 years?         What kind of logic is this. AFAIK, India never cares of neighbor other than their own security, control on neighbor’s foreign policy and resource. Let me tell you, India can(will) not take Nepal for their own sake. It is out of imagination. What India wants from Nepal is,
        1. Make Nepal weak internationally and domestically so that India can play around in every aspect.
        2. India can take control of natural resources which are there and India thinks they have sole rights. China and other third party should not come in between
        3. With a big population, the supply of drinking water and for irrigation doesn’t seems to match at all so, India wants to have control on all the water resource
        4. Nepal’s Himalaya is giving free security for India’s security. If India need to deploy its army on Chinese border, India’s financial growth may not be able to deal with it which will make India poor from what you are now.
        6. Nepal probably in the top 5 in Indian economy to receive money from Nepal from Indian workers to send home remittance.
        7. The development projects were never completed on time and the completion status is very poor. Majority of projects have probably 5 to 10% completion status that were suppose to complete some 15 years ago. You need to know like I said before. India wants to control resource and water and security not the development in Nepal
        8. long list to go… So, be optimistic and positive. Look into both sides and debate. Do not be like wild bull.

    • Hold up. The comments by Indian General is on the Govt working in Nepal, not the army and definitely not the citizens of Nepal. Nobody hates anyone unless provoked to. That’s what happening in Nepalese Political circles and they’ve been setting up meetings with Chinese Ambassadors and envoys. We’re commenting on the actions of the communist government of nepal who’s seriously trying to disrupt the historic relations between India and Nepal with the background support from China.
      Also the COAS was speaking in a defence seminar not in a press conference and he was right in what he said.

I believe Indian constitution has not given rights to prove wrong to right and speak whatever they have in mind without knowing the value of professionalism. You’ve been taking the pill your media and government is feeding you without a second thought, thus being in this illusion of self-righteousness. India supported the Maoist revolution, providing them with arms, ammunitions and monetary help at the same time imposing blockade and terminating supply of arms to Nepalese army to overthrow the king. Then, Durbar massacre by mobilizing RAW with the help of some internal gaddars. Then, the 12 point agreement signed in Delhi to bring (unwanted)democracy in Nepal. After that, India used the Maoist government of that time so that lakhs of Indian nationals could attain Nepali citizenship. Then, India stripped us of our Hindu country and imposed secularism. Almost all of the projects India is part of in Nepal are in India’s favour and most are just not completed even after decades. Even after all this, Nepalese people were cordial, then came the 2015 earthquake and Indian blockade, right after (only a very “good” neighbour would do that, isn’t it?). The motive of the blockade? To meddle in Nepal’s constitution! And, you ask why Nepal is acting the way it is right now? India is spreading communal hatred between Pahadiyas and Madheshis. We were silent even after all that. And, now army chief and media outlets of India say that Nepal is doing this at someone else’s behest! This is what has irked the majority of Nepalese. Most Nepalese don’t know or care anything about China. But, as a landlocked country, which has only two neighbours, what would you do if one of the neighbour whom you trusted and supported so much, imposed a blockade? It’s obvious, we had to look for an alternative. We Nepalese aren’t aligned to China, not in any way. We are well aware of China’s and India’s geopolitical interests, thus have taken a non-aligned policy. Till now Nepal has always been acting in India’s favour, what we have got from India for all that, I’ve already listed above. On top of all that, almost all of India is being so insensitive regarding this issue and bullying Nepal. This simply isn’t acceptable.

Once again I reiterate to please have a look at Syria, Iraq and Afghanistan. Civic rights are gone. Children’s future is in abeyance. Property and asset accumulated is of no value. All because their military power is destroyed. All Indian comment writers should avoid writing anything against Indian military. Now a days it has become a fashion in India to criticize Indiana military. Please think of their importance in our life. Foreign investment is coming to this country which is generating jobs is only because of one prime reason that is our powerful military.

    • Though I am Indian, I partially agree with your comments. Nepal needs careful handling since we have got the same cultural roots. You will agree that both have to act in a mature way. Now your point about COAS point, everybody in the international arena right now is fully convinced that Nepal is putting across this dispute at the critical time when China is in thick soup, it has lost its credibility. Nepalese communist government is trying to help them out to ensure that India does not side with anti-China forces at the global level.

    • Yes I know , we are from eastern India and we understands Nepal better then northern plains of India as our state is 10 % Nepali as well. We know Nepals history probably little more then many Nepali due to shared history from 7th century AD.
      Yes I agree that India is deeply involved in Nepal in order to keep is influence but all that meddling is not necessarily conspiracy. In 1 sentence let me tell you.

    • Agree Ashar. Unfortunately we forget that Nepal and India are bind by the same umbilical cord. As every political party is scoring goals, on both sides, its the people connect which matters as well as addressing each others’ woes and taking care of that. Congress is scoring goals here but we all know what they did earlier. Communists in Nepal are scoring goals as they change sides over time. Its the people who suffers in reality. Personally, I have many Nepalese friends and we are one family to take care of each other. Hope, good sense prevails on both sides urgently.
