‘Steady in crisis, master negotiator who built consensus in J&K, Leh’: Who is new IB chief Mahesh Dixit

The 1993-batch IPS officer of Andhra Pradesh cadre is widely respected as one of IB's most thorough officers & regarded as an expert in counterterrorism & internal security.

New Delhi: Mahesh Dixit, Andhra Pradesh cadre IPS officer of 1993 batch who was appointed as Director of the Intelligence Bureau Thursday, is described by his colleagues as “one of the finest minds in intelligence”. They say he is “calm, composed, exceptionally well-versed in India’s security architecture, and one with a measured approach”.

Dixit, who spent nearly five years in Kashmir as head of Intelligence Bureau’s Subsidiary Intelligence Bureau (SIB) in Srinagar—which also oversees intelligence operations in Leh, besides J&K—served during the critical period following the abrogation of Article 370.Widely respected as one of the organisation’s most thorough officers, he is regarded as an expert in counterterrorism and internal security. 

His tenure in Jammu and Kashmir was marked by several sensitive challenges. From facilitating outreach to the Jamaat-e-Islami to encourage participation in the democratic process, to fostering greater synergy among security forces, maintaining internal stability, monitoring regional security threats, and keeping a close watch on separatist networks during the post-Article 370 transition, Dixit handled one of the country’s most complex security assignments.

He will succeed Himachal Pradesh cadre officer Tapan Deka, who has been serving as the IB director since 2022. Deka’s tenure ends on 30 June.

“He is an officer with exceptional strategic acumen. He has a calming presence even in the most high-pressure situations and possesses an extraordinary grasp of facts. He is also one of the few officers you will always find smiling,” said an officer who has worked closely with him. “Trust him to be a real troubleshooter. He is mature, very well read, level-headed and handles the most difficult situations with remarkable ease. He has been a steady hand in times of crisis and is a leader in the true sense.”

Holding degree in medicine, he was posted in Jammu and Kashmir from 2009 to 2012 and then in Nagaland till 2015 as Deputy Director of the Intelligence Bureau. He has served in Bihar as well.

‘Master negotiator with hands-on field experience’

Dixit has also played an instrumental role in outreach efforts, engaging with a wide range of stakeholders and building consensus in politically sensitive situations in both Kashmir and Ladakh. He was closely involved in efforts to facilitate dialogue in Leh after activist Sonam Wangchuk launched protests in 2024 demanding full statehood for Ladakh and its inclusion under the Sixth Schedule.

“One of his greatest strengths is his ability to engage with difficult stakeholders. He is a master negotiator,” another officer said. “Whether it was outreach efforts that encouraged the Jamaat-e-Islami to participate in the electoral process or bringing protesting groups in Leh to the negotiating table, he has consistently demonstrated an ability to build trust and find common ground. His credibility, patience and persuasive approach have repeatedly delivered results.”

Dixit brings hands-on experience from some of India’s most sensitive security theatres, and has a deep understanding of Kashmir’s complex terror ecosystem. “He has a proven track record in managing the Intelligence Bureau’s counterterrorism operations,” a third officer said.

Recalling his tenure in Kashmir, this officer added, “It was an extremely critical period following the abrogation of Article 370. Dixit, who is known for his strong ground-level intelligence network and extensive field experience, steered operations with remarkable efficiency. From coordinating among intelligence agencies, the police and other security forces, to devising strategy and overseeing its execution, he handled every aspect with confidence and precision.”

The officer further said, “There are absolutely no airs about him. He is a simple, grounded man who commands respect because of his work. He values and acknowledges people who work hard, listens patiently instead of imposing his own views, and is always open to criticism and new ideas.”

Over the course of his career, Dixit has handled several sensitive assignments within the IB, including Left-Wing Extremism and cross-border infiltration.

He has been awarded the President’s Police Medal for Distinguished Service (2016), the Police Medal for Meritorious Service (2009), and Police Antrik Suraksha Seva Padak (2004).
