New Delhi: Freedom House’s Freedom in the World report has downgraded India’s status from a ‘Free’ country to a ‘Partly Free’ country, giving it ‘global freedom score’ of 67/100 after judging it on various political rights and civil liberties.
The report noted a “multiyear pattern” as it attributed the downgrade — from a score of 71 in 2019 and 75 in 2018 to 67 in 2020 — to “rising violence and discriminatory policies affecting the Muslim population” and “crackdown on expressions of dissent by the media, academics, civil society groups, and protesters” under the Narendra Modi government.
It said criminal charges were filed against journalists, students, and others under “colonial-era sedition laws” and the the Information Technology (IT) Act in response to “speech perceived as critical of the government, notably including expressions of opposition to the new citizenship legislation and discussion of the official response to the COVID-19 pandemic”.
The report has been published by US-based non-profit organisation Freedom House, which is funded by the US government and conducts research into democracy and political freedom around the world.
‘Discrimination’ against Muslims
The report said India with about 80 per cent Hindu population is “formally secular” with freedom of religion constitutionally guaranteed, but “…a number of Hindu nationalist organizations and some media outlets promote anti-Muslim views, a practice that the government of Prime Minister Modi has been accused of encouraging.”
It also noted the Delhi riots of February 2020 where at least 53 people, “mostly Muslims”, were killed amid violence that followed “weeks of demonstrations against discriminatory changes to the country’s citizenship law”.
It said the implementation of the Citizenship Amendment Act and the government’s intention for a National Register of Citizens threatened to “disenfranchise Muslim voters by effectively classifying them as illegal immigrants”.
The report also mentioned cow vigilantism and said “attacks against Muslims and others in connection with the alleged slaughter or mistreatment of cows” continued in 2020.
It noted that Muslims were blamed for the spread of the coronavirus pandemic in early weeks of the pandemic by members of the ruling party, besides the acquittal of several prominent BJP leaders in the Babri Masjid demolition case in September last year.

‘Lack of freedom’ in institutions
The report alleged that freedom of various institutions such as the Election Commission of India and the Supreme Court have been “called into question”. “The panel’s decisions concerning the timing and phasing of national elections, and allegations of selective enforcement of the Model Code of Conduct, which regulates politicians’ campaign behavior and techniques, suggested bias toward the ruling BJP.”
Talking about the amendment of the Right to Information Act, it said the salaries and tenures of the information commissioners were placed under the control of the central government, “potentially exposing the commissioners to political pressure”. It also noted “concerns that the positions (in the commissions) that have been filled are held by ruling-party loyalists”.
About the functioning of the Supreme Court, the report said several key rulings in recent years “have been favorable to the BJP”, specifically mentioning the 2019 verdict allowing the construction of Ram Mandir on the site where the demolished Babri Masjid stood.
It also remarked on the transfer of Justice S. Muralidhar in February from Delhi to Punjab and Haryana High Court and appointment of former Chief Justice Ranjan Gogoi to the Rajya Sabha.
Freedom of media and expression
The report said the authorities have used security, defamation, sedition, and hate speech laws, as well as contempt of court charges, to “quiet critical voices in the media”. It said reporting has become “less ambitious” under the Modi government, and that “Hindu nationalist campaigns aimed at discouraging forms of expression deemed ‘antinational’ have exacerbated self-censorship”.
Stating that there was added pressure on media outlets to report favourably, the report noted: “In a March video conference (last year) with the heads of India’s largest newspapers, Prime Minister Modi called on media to help prevent the spread of ‘pessimism, negativity, and rumor mongering’, which many perceived to be a warning not to criticize officials’ management of the pandemic.”
It also claimed that academic freedom has declined and that academics, professors and students are intimidated. “Academics face pressure not to discuss topics deemed sensitive by the BJP government, particularly India’s relations with Pakistan and conditions in Indian Kashmir.”

BCCI BANS BEEF FOR INDIAN CRICKETERS IN AUSTRALIA !
That many personal freedoms and press freedoms in India have been curtailed in many areas thanks to the BJP is surely yesterday’s news. But this encroachment on personal freedoms can sometimes reach bizarre heights. Let me explain.
The BCCI has requested Australian authorities to not serve beef to Indian cricketers, see ref: bit.ly/2OL0ZHh. Apparently, some Indian cricketers had consumed beef whilst in England and that had caused a ruckus. Hence the ban on beef!
The beef ban means that Mohammad Siraj, who as a Muslim is allowed to eat beef, nonetheless cannot eat beef even when he is outside India ! Never mind the fact that several Hindus in the Indian team themselves eat beef … I think the BCCI should hereafter only select Indian players who do NOT eat beef ! Problem solved !
This beef business reminds me of a similar fiasco at the Frankfurt Food Fest organised by the Indian Consulate in 2019. Kerala – where Hindus eat beef – served beef dishes and that led to clashes with North Indian bhakths. German police intervened and reminded Modi bhakths that beef consumption was perfectly legal in Germany !
I hope future Freedom House reports factor in the lack of culinary freedoms whilst assessing India !

Well Harry saab, let us take a closer look at USSR, the empire of Russia and the vital lessons it holds for India. Another defunct country called Yugoslavia is also worth a scrutiny.
Both these countries contained in their midst many different nationalities, ethnicities and even religions. But they all collapsed and splintered into many smaller countries – a major cause being rebellions against centralised, authoritarian and repressive governments often emphasising one ethnic identity or religion as being superior to others. The USSR collapsed in the early 1990s and out of its embers, we now have 15 different countries and in addition, Russia, the local hegemon. Indeed, the countries that left the choking embrace of the USSR hated the centralised Russian dominated abomination that the USSR represented.
You have similar developments in the former Yugoslavia as well. Josef Tito’s iron grip held this motley bunch of republics and ethnicities together. Somehow they all seemed to get along even after Tito’s death. But then, along comes Slobodan Milosevic with his Serbian nationalism and cock and bull story of how the majority Serbs were being dominated by minorities. A bloody civil war soon erupts in the country between Serbia, Croatia and Bosnia-Herzegovina. What was once one united country is now a doddering bunch of smaller sdtatelets at strife with each other and facing economic ruin. And still hosting restive internal minorities in each of them.
My point to shaka intellectuals like you who get their orgasms by ogling at large countries is that many of these large countries are indeed empires with constituent parts held together by force. In almost all the break-ups of countries we have seen in the recent past, one notes 2 features:
1: The country is held together by force and often with an authoritarian leader or ideology at the helm
2: A dominant identity based on religion or ethnicity or some combination of the two is projected as the identity of the country.
The authoritarian communist ideology and Russian ethnic dominance – among other things – contributed to the break-up of the Soviet Union. Likewise, authoritarian Serb leadership and the assertion of Serb identity as the dominant one were causal factors in the civil wars of Yugoslavia. Pakistan’s break-up and the emergence of Bangladesh from E.Pakistan was equally driven by the attempts by Punjabi Muslims to dominate culturally and economically their E.Bengal counterparts.
Which brings us back to India which today is led by the Indian equivalent of a Milosevic. There is no denying the fact that Modi is a product of a fascist organisation called the RSS; he is authoritarian and has gradually destroyed many of the institutions of democracy in the country; he emphasises the superiority of one religion over others; he tries to shape Indians to behave like upper caste RSS goons who should not eat beef; he organises pogroms against Muslims and makes moves to question, if not strip them of citizenship; he promotes cow-science.
You need to ask yourself 2 questions Harry saab:
1. Didn’t the Freedom House report hit the nail on the head when it describes India as sliding when it comes to democratic rights?
2. Do you think that the internal stability of the country gets enhanced by muscular Hindutva and violence against minorities? Is the Yugoslav scenario far-fetched when it comes to India?

I remember reading about the last Yugoslav ambassador to India. It was at the time of PV Narasima Rao when Hindutva mob violence was being encouraged. The ambassador praised India’s democracy which had managed plurality, and asked India to stay in that course, but there was a latent warning, as he saw the menace of Hindutva mobs. He highlighted his own predicament by saying he did not know which country he was returning to as Yugoslavia fell apart. At the time of the Babari masjid demolition, Rao himself warned of Balkanisation of India – although it is remarked Rao was an enabler as he was a RSS member in the 1930s.
The day may come when Indian ambassadors will not know which country they represent or will return to !

Your are spot-on when you say that the example of the repressive, authoritarian state that emphasises the superiority of one ethnicity, religion, race, political ideology etc. extends to China as well. I did not mention more about China in my previous comment merely to keep it short. Yes, the Han Chinese identity, ideology language are promoted and imposed on Uighurs, Tibetans, Mongols, Kazakhs and others. And beyond its borders, China tries to impose its ideology and imperialism on Hong Kong and Taiwan. And uses loan sharking to get many developing countries to become its client state – Sri Lanka and Kenya being examples.
Your example from Yugoslavia was illuminating indeed. I have actually worked with refugees from Yugoslavia and their harrowing stories made my stomach churn. Indeed, the disintegration of that country holds vital lessons for India. From being a relatively prosperous and more independent part of the USSR sphere of influence, the country imploded, largely due to Serbian hypernationalism. Slobodan Milosovic’s rabid rhetoric succeeded in rallying Serbians and portraying them as being victims of minorities such as Croatians, Bosnians, Kosovars, Slovenians etc. The slaughter by Radko Mladic’s Serb forces in Srebrenica of some 8000 Bosniak Muslim men and boys was the final bloodthirsty act that made Western Europe and NATO wake up and put an end to the fighting. Today, in the ruins of a once prospering country, we have many states and statelets, all staring at economic ruin. Once the seeds of distrust are sown by demagogues, it is hard to rebuilt that trust. Countries can be like Humpty Dumpty !
The RSS and BJP combination are eerily similar in ideology to the Serb nationalists. I fervently hope India does not end up like Yugoslavia.

You are misinterpreting. Shekhar Gupta’s Cut the clutter’ video on how the ranking was done says that Jammu and Kashmir and Arunachal Pradesh were treated separately not only because they are disputed territories but because in J & K, there is an insurgency. If J & K was included, and army abuse (torture, fake encounters and rapes, cutting internet, arresting politicians and journalists) are taken into account, then it will drag India’s ranking down to China’s (9 instead of 67 !).
You should be glad they treated J & K separately.
Don’t try to deflect, face up to the reality that India has declined financially and socially due to the BJP – and more is to come.

Shekhar Gupta has an analysis and explanation of the grading system which brought India’s ranking down. India is 67, before it was 73 in the lower end of the free countries. It is now in the upper end of the moderately free.
The top performers are the usual : NZ with 99, Canada at 98, the Scandinavian countries in the high 90s, UK at 93, US at 83. Pak is 33 at the bottom of the medium-free countries. Russia is 20, China is 9, Saudi is 8 points and are in the unfree countries – although all three are quite wealthy compared with India.
Listening to that analysis, and although Gupta did not say this, I felt India’s rating should be further down, around 50 instead of 67. The rating institution has not realised yet the role of the RSS and the depth of the rot in India. They have noted CAA-NRC, attacks against Muslims for Covid, attacks against academic freedom, intimidation of journalists, curbing of internet etc, and these brought the ranking down. But they do not realise yet about the RSS which is a state within a state, and has infiltrated all organisations.
In time, India’s ranking will come down further to where it actually belongs. The worst scenario is to be in (or near) the unfree countries, and have a poor economy. That is where the RSS-BJP is taking India. Indians have no one to blame other than themselves. We get what we elected. There is no point raging against the world. Either fix it, or accept the ranking and say this is where we want to be.
Problem is it is opinion of few people. Beauty is to beholder. We see much beauty in being super power like US, China or Russia. NZ etc. are midget countries compared to size and population of China, India, US, Brazil & Russia.

The RSS, India’s answer to the Ku Klux Klan (KKK) has finally become kosher. Not only has it has succeeded in appointing one of its apparatchiks as PM, it has also become an extra-constitutional policy maker in India and the real source of power in the country. Thus, by bypassing the Parliament and various Ministries, the RSS has all the power with zero accountability and no one to question it. Additionally, by resorting to the use of proxies such as the Bajrang Dal, Ram Sene, Hindu Yuva Vahini, the RSS has full deniability for the grassroots violence it engenders. Indian democracy is now one of a kind in the world. Elections are held, but the RSS now runs a state within a state, and elected anti-democrats serve them. The RSS works to have anti-democrats elected. The elected party and the PM do not report to the constitution, they report to this unelected body.

Unlike Nazi Germany, on whom the RSS bases its model of state and citizenship (with Manu’s caste system as the add on), the RSS has been a bit more gradual, so people got used to them, and they became gradually acceptable. The Indian response is typically immature. Many years back, in fact during Congress rule, the British Medical Association derecognised the Indian medical degree for some time. The cause : doctors with fake degrees were going to the UK. What was the Indian response ? De-recognise the British degree and say angrily that the colonial mentality will not be tolerated.
