Schools from green, orange zones likely to reopen first, students of classes 8-12 to attend

The HRD ministry will announce guidelines for schools to follow after discussions with other ministries, and will include a teachers' training module.

New Delhi: As a part of its plan for reopening schools, the central government intends to do so zone-wise after the lockdown is lifted, ThePrint has learnt. During this time, only students from classes 8 to 12 will be called in while students in primary and pre-primary classes will return after all schools fully reopen, NCERT has suggested in its draft guidelines.

ThePrint had earlier reported that the government was considering allowing only 30 per cent students at a time in school as it explored options to reopen the educational institutions. It has now further been decided that in order to make sure that the younger children are not at a risk of infection, only older children will be called in.

Confirming the development to ThePrint, a senior official in the Ministry of Human Resource Development (HRD) said, “We are working on guidelines for reopening of schools after the lockdown and we plan to call only older students because there is a lot of safety risk with younger students. One cannot expect the younger children to maintain physical distance, wear masks and follow the hygiene rules at all times and we do not want to put them to risk.”

The official added that the guidelines on this will be released this week after consultation with other ministries such as health and home affairs.

Zone plan for reopening schools

The officials also said that schools will reopen according to the zones they are in — those in green and orange zones will be the first to open.

The ministry has followed the same rule to re-start the pending admissions for Kendriya Vidyalayas (KV) last week. KV admissions usually take place during March, but had to be postponed because of the increasing number of coronavirus cases. The admissions have now begun in districts falling under green and orange zones, officials in the ministry informed.

“The decision to reopen schools cannot be taken by the HRD Ministry alone, we need to take the clearance from Ministry of Home Affairs and Ministry of Health. Once all the ministries give a go-ahead, only then we can take a call,” said another officer.

The officer added that it is not apt to give a tentative school opening date at this time but if the situation normalises, schools can be opened by July with 30 per cent attendance and social-distancing norms in place.

Apart from this, the guidelines will also include a training module which teachers will have to undergo before schools reopen.

Sources familiar with the development said that teachers will be trained on how to ensure distance between students inside the classroom and school campus.

“A lot of things will have to be changed inside the schools once they reopen and teachers will have to be trained accordingly. Schools will have to conduct teacher training before they decide to reopen,” said a source.

A ban on school assemblies is also a part of the plan.

  1. If one corona positive kid will enter in school all other are at high risk, including teachers.so please get normal environment first and then think of opening of school.

Schools should not be opened.. we cannot prevent children from touching mask ,eyes or nose….so more rust of spreading infections…..moreover, if one person in school gets affected, then you have to shut down whole school and trace thousands of contacts… that will be the most absurd thing that can be done now.. online classes are going on well. ..as for teachers income, fees paid by students is their salary…..and so much money saved by reducing electricity and water consumption for school….who is going to take responsibility for our children’s life in school….it will be the most stupidest decision to open school till a vaccine is found or a cure found

  5. Senior or junior students that is not the issue. Importance should be given to safety of children and seeing the way the covid-19 infection is spreading in India, the risk should not be taken. As for the students going for birds this year online teaching is going on..channels are there and the board should consider reducing the syllabus for this session

Respected sir, according to the world pendamic emergency don’t open the school, as children from any age grp are at high risk of infection and no training help teachers to maintain physical distance as recommended by government. You are also not able to keep keen watching the activities done by authorities.

Agreed to the point,Covid-19 cases are spiking everyday how can they take a decision to even open the school for any age kid.Social distancing between kids, sanitization ,a lot of precautions needs to be taken.As the online classes are available for all classes, school can be open only in that time when cases are getting reduced.At this point of time it is very risky.

  11. Are we focussed on continuing education or merely reopening schools? Is this a decision based on the welfare of public or vested interests of a few ~ like when we opened the alcohol shops for revenue. Have the ones who are making decisions taken a reality check of Indian schools? For a simple unit test, hordes of parents stand outside the premise to bring the child and take him back. Won’t they do it now under such serious circumstances? Depending on the socio-economic background of the families, the attitude will also change from school to school. While some school may receive full cooperation, some may face loud parents who panic and demand answers which ordinary principals have none. While waiting outside, if they begin sitting on pavements in groups and spitting on the side of the road, who is keeping an eye? How does the school work with crowd management? Some children are not staying at their registered address. Is there a foolproof plan to locate which colour zone they are coming from in actuality? Friendships cross all barriers in india somehow. Even with the curfews and lockdowns, kids (and adults) meet at street corners and ride bikes and walk hand in hand… Run only when a cop comes. When they are under one roof, what stops them from sharing tiffins and sitting together when no one is watching. Or is the authority expecting teachers to be robots and vigilant every second. Even the BMC doesn’t take heed of asymptomatic cases. What stops an asymptomatic patient from attending school and passing on the virus? What happens if even one teacher is absent, who takes over and how? Calculate the numbers we are looking at per school, even if 30% at a time. Until the authority has clear answers for simple situations which WILL arise, I do not feel they could experiment with the lives of the next generation. Schools ought to be the last to open. Seek other ways of education and exams.

  14. Well…… I just wondering how could the people who r discussing this issue & releasing order to open Schools …. Can even think of this point …. 1st Government act smart & put down india in a early lockdown …. Saying all way tht agar lockdown nahi hota to itni jaan chali jaati , itne log affected ho jaate , etc etc ….. Now we are moving to a more bad situation .. Govt telling people go back to your normal routine ….. As corona is a part of our life now … We had to deal with it …… As our country is far behind iñ numbers so we are in good situation & now we will open up all things with guidlines , which probally all knows are just a ink on paper …. Already many things are now off from lockdown …. So Govt should wait & watch for the sitution further now ….. If things get better in nxt 2 or 3 months …. Then only they should think about schools & colleges reopen…. We all had seen & heard how some people purposely in country had break the lockdown in many ways …. Will govt take guarantee of every educational institutions that there will be zero chance of negligence…. & If any student get affected who will be responsible ? Institutions or Parents ? bcoz schools escuse are ready for this situation already i think ? Its A Humble Request Hath Jhod ke to govt of india …tht plz do not open Schools as of now !!!!

Even l will not support the decision of opening the school for any class students because it will not be possible to maintain the precautions needed because students of 8-12 classes are also not so grown up n responsible to take care of themselves n it will be difficult for the teachers also to keep a watch all the time

      • Sahi kaha aapne …. Sachaai yahi hai … Jus bcoz institutions dont want to pay salary from their pockets …. Bachoo ko bali ka bakraa banaya jaa raha hai …… Are daily wages wale majduur bhi apna aatma samaan leke 1000 km pedal chale gaye Aapne gaao…. Par kisi se shikayyat nahi ki unho ne …..   19. Schools should not be opened at any cost.. Cases are increasing!! How can the government even think of reopening the classes let that be seniors or juniors.. Studies can always happen but who will be responsible if a life is gone?

  20. Personally against any such decision to open schools especially with high number of students. Distancing is not maintainable and watch is not maintainable all the time. With face covers, gloves etc it’s too not to teach. No to schools colleges to reopen at least for next 3 months. If required syllabus should be truncated.

  21. Very risky dicission. Even students of higher class i.e. class 9 to 12 might ignore all the precosion to save themselves from the effect of Corona Virus. Specially after few days of opening schools they could not maintain social distancing. In many schools it seems that teachers will also neglect about to take care of their student, especially in the Govt. aided schools. So before taking such life risky decission, Govt. should think 100 times.

  24. Considering the way at which the numbers are increasing . Opening schools will not be a good option. Currently we are affected with our economy , we cant afford to risk our education which is our future of our country. I see matured people not wearing mask and not maintaining social distance , how can we expect our children to follow. We got to lead by example.

  25. I suggest that there should be two shifts for opening the school and teachers should give emphasis on the guidelines issued by the CBSE and MHRD. Also you all should think on behalf of the students not as a society as we will be facing a great backlog in the studies, so according to me schools should open with a high strictness. Kya guarantee hai ki school mein ye bhuat aache ae follow hoga …jara bachhe se pucho aapne regular school days mein kya proper liquid handwash hota hai unke toilets mein .. all time …..       • Jitesh ji agar aap soch rhe hai ki corona khatam ho jayega toh ye itne jaldi nai hoga aur na hi itne jaldi vaccine aane wali.HRD ministery ko bhi bachcho ki chinta hai.Kuchh soch kar hi ye decision liya hoga.aap 1 year or2 years tak bachcho ko ghar ke ander nai baitha skte aur online classes ke naam par kya ho rha hai apke ghar mai bhi bachche honge apko achchi tarah se pta hoga.

    • Sir what makes you think that students will loose on their education.online classes are on and very effective.I am saying it as a parent, at home I can also see what my kid is learning and help her better with her studies…..so please school should remain closed for the safety of our kid.

  31. Class 8 students can also exempted for attending classes as they are non-detention category.
    Every teacher should record his/her while taking class for 50% or 30% class. Such video recorded lesson sent to remaining 50% or 70% students(not attended) registered emails.

    • I believe this is being done because of all the indirect assessments that need to be conducted in cbse board curriculum

  35. Why all the ministers are hurrying to reopen the schools, when the deadly virus is going rounds. You can ask schools to take more fees for conducting online classes and let all the schools conduct online classes. After all, Indian schools are after money and business. Let them have their major share during crisis time. Let them become billionaires during covid time. But please don’t hatch plans to curb the innocent children’s lives, just for the sake of looting parents in the disguise of innocence. Otherwise do one thing, all those school management who are above 50 years daily go to classrooms and stay there for 8 hours and travel by school buses. Eat in the school only for atleast a month. Get their notebooks corrected by class teachers and take exams in written form. If corona cases doesn’t spike among them, I am ok to send my children to school.

  37. What the hell you are gonna do Gov??? All the countries reopened their schools only 1-2 months after their curves flattened. In India daily cases are still 6000-7000 and among top 10 countries with highest daily cases. You are going to destroy the country or what? What is the urgency in opening the schools now. Conduct Online classes. Don’t be a fool?

    • I fully agree… at least government should send circular not mandatory for attendance, so that parents can take decision accordingly.

      • As a parent I would not like the schools to reopen unless there is a proper vaccination or medication to cure or prevent.Children shld not be put at risk.Moreover opening schools at some particular zones will rise anxiety among students of other
        zones.Studies can go on online till situation normalises

I humbly request all the parents to stand up on till this covid 19 get’s vaccine till then on schools and colleges will open if there want to open I request to buycott seriously and ask the government for online classes where every student and teacher will be safe and till the covid 19 vaccine comes. Hope everyone understood it clearly… Please stand up and be save our children’s and country…..

    • Agreed. Let us not hurry and see the impact of COVID-19 on Indian society , specially the children for atleast two months without lockdown restrictions and then decide. It will also help in developing herd immunity amongst them in this period through the exposed society Before they are exposed to it outside their houses.
