Gurugram: A day after Jannayak Janta Party (JJP) workers allegedly ransacked the Vice Chancellor’s office at Guru Jambheshwar University (GJU), tension escalated Friday with Section 163 of the Bharatiya Nyaya Sanhita (BNS) being imposed in Hisar to maintain law and order.

Haryana’s former Deputy Chief Minister and JJP leader Dushyant Chautala alleged a police vehicle tried to knock him down near Sabzi Mandi flyover while he was heading to the SP’s office to surrender, and claimed a plainclothes officer pulled a pistol on his convoy.

A video that surfaced on social media showed a police vehicle blocking Dushyant’s escort car at the flyover, appearing to swerve in from the side and hit it. Then, a plainclothes policeman came out of the car, appeared agitated, looked toward Dushyant’s vehicle, then got into his own car and drove away as Dushyant and his brother Digvijay, arrived.

Dushyant is then seen climbing onto the moving vehicle in an attempt to stop it, before being pulled back by his security personnel. Moments later, a plainclothes policeman reached the spot, and Digvijay pushed him away.

Dushyant posted the videos on X, writing: “When the protector himself turns into the predator, questioning the system becomes inevitable.” In another post, he wrote: “BJP ka Nayab Haryana Police ke besh main Gunde….”

In a viral video on social media, Dushyant Chautala is seen asking DSP Kishori Lal outside the SP office to register an FIR on his complaint before proceeding with the university-related matter. “Your CIA inspector, Pawan, tried to hit my vehicle with his, and stopped my vehicle,” Dushyant said, while one of his workers added that he even brandished a pistol at the former deputy CM’s vehicle.

Hisar SP Siddhant Jain struck a measured note at a press briefing, saying the video showed no sign of assault and that action would follow if a written complaint was filed.

ThePrint reached out to Dushyant Chautala for comments via calls. This report will be updated as and when he responds.

What happened at GJU

The trouble began when JJP’s youth wing sought permission to hold a youth convention at GJU on 16 April. Vice Chancellor Narsi Ram Bishnoi declined, citing security concerns and past experiences. The party then shifted the event to the adjoining Yadav Dharmshala, where Digvijay Chautala addressed workers and students and announced that the VC’s office would be gheraoed.

According to the police’s version of events, a crowd of around 260 people had assembled at the Dharmshala. At around 12:10 pm, the crowd marched toward the university, pushing and jostling with police personnel deployed at Gate No. 3. The protesters allegedly forced their way into the campus, damaged the gate of the VC’s office, and threw flower pots around, creating panic in the premises.

Digvijay was present throughout. The VC eventually slipped out through the rear gate, upon which Digvijay sat on a dharna outside the office. VC Bishnoi told the media on Thursday that some people had come not to protest but to create mayhem, adding that no written demands were even submitted.

Arrests, FIR, and police press note

On Friday, Hisar Police registered a case based on a complaint by Anil Kumar, the university’s proctor, under charges of criminal trespass, rioting, damage to public property, and obstruction of public servants, and arrested six people.

In a press note issued Friday, police said those arrested include some individuals who already had serious criminal cases. CCTV footage and technical evidence are being used to identify others involved.

SP Siddhant Jain said in the press note, “No anarchic element playing with law and order will be spared. Damaging public property and attacking the police force are serious offences. Hisar police is committed to maintaining peace, and the other accused will be put behind bars soon.”

Digvijay Chautala’s name heads the FIR. In the afternoon, Dushyant and Digvijay arrived at the SP’s office for arrest.

After meeting the SP, Dushyant alleged that police had entered the homes of JJP leaders without female constables, rummaged through personal belongings, and taken away DVRs. He said the six persons arrested were not among those named in the FIR, and accused the Nayab Saini government of misusing state machinery to weaken his organisation.

“If we don’t get justice, we will take to the streets,” Dushyant said.
