It was easiest to do business in Andhra Pradesh, Uttar Pradesh & Telangana in 2019

The rankings for 2019 saw Gujarat slip five spots to number 10 while Karnataka entirely fell out of the top 10.

New Delhi: It was easiest to do business in the states of Andhra Pradesh, Uttar Pradesh and Telangana in 2019, according to the rankings based on the fourth edition of the Business Reforms Action Plan (BRAP).

Released by the commerce ministry’s Department for Promotion of Industry and Internal Trade Saturday, the ratings for 2019 saw Madhya Pradesh, Jharkhand, Chhattisgarh, Himachal Pradesh, Rajasthan, West Bengal and Gujarat make up the rest of top 10 states.

Andhra Pradesh retained the top spot for a third consecutive year, but Uttar Pradesh showed massive strides, leapfrogging to the second spot from 12th in the previous 2017-18 edition of these rankings.

Slipping five places to number 10 was Gujarat, which was the highest ranked state in the inaugural 2015 BRAP, but has since consistently seen its rankings fall. Another state which exited the top 10 rankings was Karnataka.

Improving the ease of doing business has been one of the major aims of the Narendra Modi government, which has often cited the improvement in India’s rankings as one of its major achievements. India’s rankings had improved to 63 in the 2020 World Bank ease of doing business index, as compared to its 2014 ranking of 134, before the Modi government came to power. The World Bank, though, last month suspended its 2020 rankings, citing data irregularities.

Despite the massive strides taken by India, compliance burden for firms operating in the country have remained heavy. An analysis by Teamlease Compliance recently showed that the Indian regulatory landscape has 1,536 Acts, 69,233 compliances and 6,618 regulatory filings across the Centre and states.

The State Business Reform Action Plan for 2019 was aimed at improving the business environment in states by simplifying procedures, digitisation of information and easing compliance burden, the government said.

Access to information and transparency, a single-window clearance system, making it easier to get construction and land administration were the key action points against which the states were assessed. These rankings are based on feedback by users across different factors.

Land bank, single-window clearance to further ease business

Speaking at the release of the rankings, Commerce and Industry Minister Piyush Goyal said that the government is looking at creating a single-window system that will ensure that all approvals required at the Centre, state and local levels are available on one portal.

Further, the digital platform will also have a single-payment gateway that will greatly improve the ease of doing business, he said. The government is also working to make it easy for firms to acquire land. Towards this end, the Centre has created a bank of one lakh hectares of industrial land that can be used by industries to start their operations.

Finance Minister Nirmala Sitharaman said that the influx of foreign direct investment into India even during the pandemic reflects the confidence of investors in India’s ability to reform.

  1. Your article looks like as if you have been paid by Andhra Pradesh Government to publish this. Andhra Pradesh is the most corrupt and mal administered state in the country which is run by factionist and crminilast of Rayalaseema.
    If what you have written is true then can you tell how many industries have come in the state in the last one year of so.
    Better stop publishing such misguiding articles
