Brahmins dominate salaried jobs in all fields in the corporate , academic, bureaucratic sectors so much despite reservation that if not for reservation large part of Hindu society (90-95%) would have remained educationally backward and been largely confined to working non-salaried jobs in informal sector. This would not have stabilized our nation and society. Now religious minorities are being left behind. They are mostly in the informal sector. Most of them are forced to become small business owners or contract workers.

Since the purpose is to benefit those unfairly left out due to non-differentiation among SC/ST quotas, surely the government can set up a sufficiently broad based group to arrive at a practical method based on objective criteria to ensure that reservations go to those who deserve them most. This can be put to work as the SC revised judgement may take years or decades to come and life must go on – narrowing gaps and not widening them as has been the case heretofore?
Quota is a clear roadblock to not only developement but also building of non corrupt society. It’s a clear compromise on quality and hence stops good and hardworking people from progressing. It definately helps uplift people from poverty but it should be a one time usable amenity and should not be applicable to the subsequent generation of the family who used the quota concessions.
How can someone who’s is the first generation to be educated in his or her family compete against someone from upper caste whose family has been literate for centuries.
Also you seem to indicate that upper castes are not corrupt instead it is lower castes that corrupt society. It is just an idea in your head that is all. How can lower castes be corrupt when they don’t have acess to positions of power ? Most institutions in our country are dominated by upper castes whether it be bureaucracy or academics. In parliament upper castes have a high share of representation. Only about 20% are OBC. Then why is it India is ranked 80 in the Global Corruption Index ?
You are spreading a narrative that non meritorious students are entering into good institutions. Data indicate it is not the case. In the prestigious IIT JEE exam the cutoff marks is same for a general category vs an OBC. Those OBC who are in creamy layer get pushed to general category. And if OBC non creamy layer seats are not filled then seats are filled up with general category students. The cutoff is such that there is no compromise on quality of students entering in.

The current reservation policy for scheduled castes is based on the practice of untouchability which was believed to victimize all scheduled castes equally. This rationale is wrong because there was hierarchy and practice of untouchaability among the scheduled castes i.e. some castes included as scheduled castes considered some other scheduled castes untouchable.. Also, urbanization and presence of anti-untouchability laws is likely to have enabled at least some scheduled caste members to have overcome the drag of untouchability. Thus, a creamy layer concept should also be there unless we believe the anti-untouchability laws are impotent, in which case they need to repealed or modified.
In my opinion, the current reservation policy for SCs and STs should be replaced with a single policy. There should be a set of parameter for assessing various communities on backwardness and hence relative backwardness of different communities can be calculated. Historical victimisation under untouchability can also be a parameter and relative level of untouchability also needs to be measured, The community members would be provided reservation benefits or extra points in proportion to the relative backwardness of their communities if they do not come under the creamy layer concept. The creamy layer concept may be waived if a community is very backward on some measure like number of graduates. This principle is analogous to the Mandal commission.
