If one creates a sum total of the last five Budgets, in terms of vision, imagination, fire in the belly, and compares them with any five previous ones, presented by the Congress or any other formation, what is remarkable is the humdrum similarity of the exercise. As times draws close to prepare a Report Card, make the case for a second term, one noteworthy feature will be how little has improved from the past. The lofty promises of transformation, going also beyond the economy, are barely visible on the ground. Voters may want some honest answers.
