The author is misleading with outdated date. The states with two highest fertility rates are Bihar and Meghalaya.Then there is a tie between Nagaland and Uttar Pradesh. With the exception of the Hindi belt and some NE states, all the other states have attained replacement level or around it. UP and Meghalaya are experiencing steep falls of 0.08 and 0.13 respectively. The only one that seems to be stubborn is Bihar.
