Let them define it by foreign equivalents as they wish. It is time PM Modi cuts the pipeline of Central Govt funds to the couple of families which did not share it with the larger population of Kashmir and kept their position in tact by playing every stakeholder against each other. A new democratic structure that is working in the interests of the ordinary and poor Kashmiris has to supplant the current elite.
