1. I do not know whether the All India Kisan Sangharsh Coordination Committee (AIKSCC) represents small & marginal famers. All our politicians know how to implement populist schemes for securing votes of small & marginal farmers, though many economists and bankers have pointed out that waiver of farmers’ loans is essentially a populist measure and it is huge waste public money. Instead of taking steps to increase farm productivity and farmers’ income, politicians indulge in wasteful schemes like loan waivers. 2. I think our Central & State governments’ first priority should be to implement programmes which will result in substantial increase in income of a majority of our rural households. I have this interesting but vital information available in 2013 report of National Sample Survey Office (NSSO), which is a government organisation: (a) The number of agricultural households in rural India during the agricultural year July 2012- June 2013 was 90.2 million. (b) About 69 percent of the agricultural households possessed land less than one hectare during same agricultural year. Instead of taking steps to increase farm productivity, politicians indulge in wasteful schemes like loan waivers. 3. It is obvious that the organised manufacturing sector cannot be expected to provide jobs to those millions who live in rural areas and most of whom can only do manual jobs, as they are not simply trained for jobs in manufacturing sector It is therefore time that we deal with problems of all small farmers (who own less than two hectares of land) on a priority basis. If these farmers face difficulties on account of natural disasters like drought or untimely rain and need financial support it is our Central & State governments’ responsibility to mitigate them. In this connection I believe citizens living in metros, cities, towns etc will gladly pay a special tax/surcharge on income tax, proceeds of which tax can go to needy farmers’ bank accounts.
FARMERS SHOULD BE PROVIDED WITH INITIAL INVESTMENT AS GIVEN IN TELANGANA. THE GOVERNMENT SHOULD TAKE UP THEIR PRODUCE AT A MINIMUM PROFIT OF AT LEAST 10%. PRODUCE ACQUIRED BY THE GOVERNMENT DISTRIBUTED TO THE PUBLIC UNDER PDS. RYTHUBAZARS SHOULD SUPPORT THE RYTHS BY GUARANTEEING MSP TO THE VEGETABLES. FARMERS SHOULD BE ENCOURAGED TO GO FOR ORGANIC FARMING AND CEREALS SHOULD BE SUPPLEMENTED FOR RICE AND WHEAT. TOBACCO SHOULD BE BANNED AND COTTON AND OILSEEDS BE GIVEN PRIORITY.
India’s fisc simply cannot afford to spare more resources for agriculture. The enduring solution can only be the creation of more non farm jobs. Each newly installed state government will announce a large farm loan waiver. Then there will be no money to buy medicines for government hospitals, to keep school buildings in good repair.
