Gen Naravane’s insensitive remark undermined 40 battalions of Nepalis in Indian Army

Army chief MM Naravane’s remark that KP Oli acted at the behest of someone else is damaging for the two armies in which he holds the rank of General, India and Nepal.

Army chief M.M. Naravane’s insinuation that Kathmandu was protesting over the boundary issue on the behest of another country is insensitive, uncalled for, and deeply damaging for the two armies in which he holds the rank of General, India and Nepal. As honorary General of the Nepal Army, Naravane has undermined his own position, waded into a domain that is clearly non-military, and brought unnecessary stress on a relationship unique to the two armies. Especially because the seven Gorkha regiments in the Indian Army make up almost 40 battalions, and most of the soldiers are recruited from Nepal.

In speaking out of turn, Gen Naravane followed the unfortunate precedent that has been encouraged to flourish in the recent past — voluble military chiefs doubling as spokespersons.

India and Nepal not only have the most cordial and interwoven societal relations among sovereign countries, but also the deepest military relationship possible. No two armies are as closely interlinked as those of India and Nepal, and this incomparable time-tested bond has been placed under a strain by an utterance that is both avoidable and unmilitary.

Speaking at an online seminar organised by the Manohar Parrikar Institute for Defence Studies Analyses on 15 May 2020, Gen Naravane said, “I don’t know what they are actually agitating about. There has never been any problem in this Corps in the past. There is a reason to believe that they might have raised this problem at the behest of someone else and that is very much a possibility.”

Forgetting Cariappa’s guidebook

The reciprocal appointment of Generals in both armies began with late Field Marshal (then Gen) K.M. Cariappa, when he assumed office as Chief of Army Staff (COAS) in 1950. The Royal Nepal Army conferred the honorary rank of General on him, and since then it has been followed as a gesture of respect and honour seldom seen between two sovereign armies. As COAS, Field Marshal Cariappa penned the last word on what is expected of an officer with his handbook on etiquette for gentleman cadets. It seems to have been misplaced, since this is possibly the first occasion when an Army chief has raised doubts about the political and diplomatic actions of Nepal.

It brings to mind one of the oft-repeated quotes of the inimitable, and legendary, Field Marshal Sam Manekshaw. He joined 8 Gorkha Rifles after India was partitioned and his original Frontier Force battalion became part of the Pakistan Army. Sam Bahadur, as he came to be fondly called, left behind a treasure trove of quotes relevant for the nation and its Army. As a Gorkha, he would have been particularly dismayed by the current controversy as is clear from his very prescient observation: “The problem in India is that as soon as one of us is put in a position of power, he feels that he has the monopoly of the entire knowledge.”

Citizens of Nepal train and then take an oath to uphold the national security interests of India. And over the decades they have been living up to that oath, many times making the ultimate sacrifice. Army’s seven Gorkha regiments depict a closeness and confidence unparalleled today. The numbers drawing an Indian Army pension in Nepal is slowly nudging toward 130,000. So much so that Army officers posted in the Indian embassy in Nepal would be the highest number in a diplomatic mission, and include military medical staff, which is an apt testimony to the importance given to Nepali Gorkha soldiers and their families.

Indignation brought by an Army chief

Gen. Naravane has undermined the credibility of Nepal, which has given so much to India in terms of soldiers, service, and many a times sacrifices, too. Indians with deep-rooted family connections in Nepal see yet another needless controversy between the two countries. Even as the ire over the Madhesi agitation persists in Kathmandu and beyond, India’s meddlesome attitude toward Nepal is once again a point of heated discussion there.

Except this time, a first ever, the indignation is because of an Army officer, and a chief at that. No soldier, in India or in Nepal, believes that General Naravane’s inconsiderate remarks have not been instigated by someone within the Narendra Modi government.

That is indeed a harsh whisper to circulate, which once again brings to mind another gem from late Sam Bahadur when former Prime Minister Indira Gandhi asked him about military coup rumours. Mutual respect was of a different order then, and he quipped, “You mind your own business, I’ll mind mine. You kiss your own sweetheart, I’ll kiss mine. I don’t interfere politically, as long as nobody interferes with me in the Army.” Sam Bahadur would obviously dissect this episode very differently.

    • Because the Congis are run by a leader who has Italian roots without any iota of doubt. Their Indian interests and allegiance should be questioned. Ask this question. Does any India born Indian hold a high position in any party in any other country? Why? Other countries do not offer this for a good reason. Congress does not have any home grown leaders. to play a constructive and effective opposition? Shameful. That is why Scindia , Rajesh Pilot and many other leaders are marginalized and frustrated. Birth place matters in the concept of nationality. Congress elites have to understand this basic stuff.

  13. Really amazed to see the analytical capabilities of the author of the article. The author it seems in the payroll of the country on which lap Nepal is sitting now. Nepal can’t survive without support of India. Most of the Nepalis find employment and education in India. None consider them to be non Indian. Now when the chief of army staff critical of the stupid move of the communist prime minister of Nepal, I am not able to fathom how he is criticized the Nepali soldiers.

  14. By what convoluted logic does the author think that criticizing Nepal’s government is equivalent to insulting Nepalese citizens?
    Did not require me to reach the end of the article to figure out the author’s affiliations.
    Don’t know which vote bank Congress is trying to appease by being critical of serving Army officers. This trait was for full public view when it created unnecessary controversy in 2012 over ‘suspicious movements of Army columns’ or the ultra seditious blow-up of the TSD unit of the Army.

  15. This is factually wrong. Gen. Naravane is NOT honorary General of Nepal Army. Not at all. Not all chiefs including Gen. JJ Singh was conferred the title. Immediate correction is required.

Obviously Indian army chief will speak for India and work with Modi govt. No one except congress expects him to speak for and work for the communist Nepal Oli government.

China is applying all types of force i. e economic, Political , Military, Religious divide against India directly/indirectly non Stop systematically and achieving many of his objectives very easily as we are politically divided , economically weak, multi religion country with lots of immature media all together causing huge losses on China Front. Practically China is not loosing anything but gaining lot on their objectives. Unless we become economically and politically strong country, we may continue to suffer on China front. Let us make ourself strong first economically than other things will fall in place

  23. If the 40 battalions of 8 regiments are really so bothered about it – they can quit amd go back to Nepal. Nobody forced them to join the Indian Army and their service is not free or some great service to India when these same people would happily join British, Singapore or even Brunei’s military for money.

    The chief of the Indian Army has every right to comment on a matter of India’s territorial integrity. What the Nepali Army General does is irrelevant as it is inconsequential. There is nothing political about the territorial integrity of India or India’s historical and ancestral access to Mt. Kailash.

  24. Army chief commenting on the PM of a neighboring country is like a Cardiac Surgeon getting ready to do an operation involving brain surgery. Dangerous for the patient! Both Neuro Surgeon and Cardiac surgeon are highly specialized jobs and it’s best if they stick to their specialization.

    In this case it’s the External Affairs minister or someone from his ministry who should’ve stepped forward to comment. The Army Chief should respect his position and focus on the job at hand.

  26. The difference between this government and others is that its seldom gets browbeaten. There is no unnecessary tendency to please people or nations. This is the reason that problems which keep simmering during Congress governments comes to the fore. We have unnecessarily made neighbouring nations behave like sulking kids
    . Look at nepal for instance, No Visa problem to enter india, employment opportunities, respect for it as a country with similar culture practises. Time to relook all of these and be firm with nepal. Iam anguished to see abuses thrown at us by Nepalese people. Yehi din dekhna baki tha.

    • I am a Nepali citizen. I request yo to convince your government for the following
      – To abrogate 1950 Treaty
      – To stop free movement of people (Indians take away $3 Billion in remittance from Nepal, the Nepalis only take away $1 Billion from India. This will save $2 Billion for Nepal.
      – Take away enrollment of Nepali citizens in Indian Army. It will help us Nepalis have more self-respect and we will not have to side with India in wars as earlier because our own brothers fought for India on all wars and thousands lost their lives.
      – Restrict flow of Nepali goods in Indian market, Nepal has a trade deficit of – $10 Billion with India. If the free flow of goods is stopped, Nepal can step up in agricultural production, setup factories with assistance of “friendly” countries.
      – Employing Nepalis in India, there are more Indians in Nepal than Nepalis in India.
      – Stop Indian Investment, that’s there only on paper. There are projects “Occupied” by Indian agencies and companies which have been pending sine decades. This way we can assign those projects to countries that are willing to work and complete projects.

      Additionally I propose scrapping of all other treaties relating to water sharing , Nepal gets inundated and flooded in monsoon and gets not benefits while Bihar and UP gets irrigation, power and prosperity through increased agricultural output.

      Doing all this would mean Nepal would finally free itself from crutches of Indian Imperialism, will put us on path of self-reliance. We have a vibrant and patriotic diaspora worldwide as well as network of friendly nations that will help us overcome any issues. Before you lecture us on China taking us over, don’t worry we have been ab independent and sovereign nations while you were colonized by India and China was ruled by Japan.

      This will help Nepal save at least $10 billion that we can utilize to save employ our workforce at home, I wonder what will happen to jobs/business of about 30 lakh Indians making their livelihood in Nepal. Moreover 85% of Nepali importa are from India, I wonder who will they sell in such lop-sided terms as Nepal . There are hardly about 5 lakh Nepalis working in India, majority of our unskilled workforce is in Malaysia, UAE, Qatar, Saudi, Kuwait, Korea, Japan etc. These expats must be about 50 lakhs overall , with about 5 lakhs being PR (or equivalent) holders of Canada, US , UK, Australia, Japan.

      Doing all this would mean Nepalis can stand upto Indian bullying and free the lands encroached by India (72 places as per latest count). We will not have to be dictated while drafting our Constitution or electing our leaders or being forced to provide citizenship to Indians. Our goverments can focus on investing in higher education (almost a lakh Nepalis studying in India, I wonder what will happen to economic health of those institutions and job holders there though) and health sector, it will save thousands of crores rupees from draining into India.

      This will also be good for India because it will realize that just because people have Mongolian features (you racists call them chinkies) does not mean they are from Nepal, India has about 5 crore people with such features hailing from 7 states of North-East, Bengal, Laddakh, Uttarakhand, Himachal. Nepali is official language of Sikkim and Gorkhaland, you will learn that too. Almost all of your momowalas come from Sikkim/Darjeeling FYI

      I do not have direct access to my PM KP Oli (he is Indian stooge anyways) , if you have access to Indian PM Modi, please have him fulfill your demands. Nepal will be forever grateful to you.

        But Small Mountain Nations like Nepal may not have the resources to sustain their own population so they have a trade deficit with India . Cutting imports from India will only mean more Imports from China.

        As Indians we have done a lot for you Nepalese people . Indians have provided so many jobs to Nepalese in our Gorkha regiments so much so that Nepalese get more pension than Indians for their service in our regiment. And the Indian army has alway provided a helping hand to Nepal during national calamities .Your free trade routes have been used by our enemies to smuggle in drugs and fake currencies.

        Nepal is a liability our open trade routes have posed a national security concern for India . We have let you use our Ports and roads for transport for the last 70 years and now you people take sides with China.

        India controls the Tri Nation Junction and what stupidity makes you people think that the road to that Tri survive junction belongs to Nepal. Then what’s the point of controling the Tri service junction any ways.

        And China which has Annexed Tibet , Hong Kong , Spratly Islands of South China Sea and claims Taiwan , Kashmir and Arunachal Pradesh . Next day they will also claim Nepal for your ” mongoloid ” features . They have also started promoting Mandarin in Nepal that makes every thing clear. Your communist nation will eventually have to submit to China like Tibet if you remain hostile towards India.

        A country which was without any National Map for the last 70 years is slowly encroaching into the India territory. This will not be tolerated any more.

You won’t see India as Nation but you will see Nepal there. Regarding your comment, India is providing jobs, are you sure you want to make the whole world laugh. Check Nepal position and figure that Indian worker sends remittance to India from Nepal (I guess Nepal is on top 5 position that Indian workers contributed to Indian Economy). And you have mentioned about Nepali Gurkha’s Army, I would say your identify might have changed to either Pakistani or Chinese if Nepali Gurkha’s Army are not there in your force. Let me tell you that the water you drink is coming from Nepal. I am sure you must be aware that there could be alternative for everything in the world but not for water. For the irrigation and drinking, the source is Nepal. Your existence is there because Nepal is helping with all means you which you cannot compare with anything. Try your luck Indian people and think how you would survive if what Nepal controls on what I said.

The project will be completed but your freedom will be gone and debt ratio of the country will increase. In today’s geopolitical scenario every country is running after their own interest including Nepal. Leaving the theatrics apart even Nepal is using the India card for years from the security point of view. Let’s not be fooled by thinking that only India is benefitting from Nepal.

  27. I do not agree with the author in the current geopolitical situation of Nepal. Historically, Nepal’s economy is dependent on India along with socio cultural relaftion. But, at present after a pro China communist part led government, Nepal bagan to defy this relation. Regarding defence sector, we can consider the participation of Gorkhas may be alike the outsourceing of the Indian army which is also done by the UK govt. Or in the present context, alike the outsourceing of the US software companies. It does not imply that India govt will not express there view by Army Chief to it’s Nepali counter part unless we are coward especially about the covind virus comments of Nepali PM which is very derogatory to our nation.

The same Congress that the writer represents refused to pay Sam, his rightful pay & allowances until The Supreme Commander, Bharat Ratna Dr APJ Abdul Kalam intervened, towards the fag end of Sam’s life. Also, had Nehru allowed Both Kariappa & IAF to do their duties in 1947-48 and 1962 respectively, neither POK, Aksaichin Nor Annexation of Tibet would have taken place.     By criticizing Oli he is not attacking our Gorkha soldiers.
    There is nothing negative about them or Nepalis in this statement

I genuinely think that the writer of this article forgot one basic thing, the COAS gave this comment in a seminar organised by Manohar Parrikar Institute for Defence Studies Analyses and as far as I know being a defense aspirant and an analyst too it was a seminar organised for our defence forces and it’s natural that any general will say this because of the changing times. The statement made by the COAS was not a political one but a mere observation that we’re seeing nowadays on a large scale by the Nepalese government, mind you not the Nepalese army but the government with the support of China.
    The releasing of new map by the government of nepal claiming the regions of India is an example of the mistakes being done by the communist government of Nepal because of the backing of PRC. And as far as I know the relations between the Nepalese army and the Indian Army are still white cordial and will remain so in the coming times.

    Also because the author is a Congress leader he should remember that his so called politicization of the armed forces which according to him is happening nowadays was in fact started by Pt. Nehru himself when he and the former defence minister of India VK Menon gave promotions to an undeserving general BM Kaul, because of his family relations with Pt. Nehru. The trio was actually responsible for the defeat of India in Sino-Indian conflict of 1962. To promote his favorite general, former PM even sidelined the most senior and deserving officers of the Indian Army at that time such as COAS General KS Thimayya. I think the writer of this article needs to learn much more about the Indian Military History.

He is conveniently overlooking the fact that china is doing a concentrated attack on India from all sides. Calling a spade a spade by the Army chief is totally correct and a befitting reply to the uncalled statement of PM of Nepal about the border issue and the downright cheap comments on the corana virus of India is worse than the virus from China.

    • Comment come from pm of Nepal so answer must come from pm or any minister from India. Since millitary of both country have coordial relationship and gorakha make a part of Nepali Army. Indian army chief must not say. It put bad precedent.

It is the Nepali PM who should have thought twice about saying what he said. Yes Nepal and Bharat habe a long and very deep relationship which cuts across religion, culture, trade, free movement of labour, and ofcourse are Armies. And their PM should have respected and recognised this and not go by his outdated allegiance to an outdated philosophy. The very fact that he chose to ignore the relationship was deliberate and instigated and therefore needed to be called out and reprimanded.

    The Gorkhas in the Bhartiya Army know the truth and despite political issues, there has been no let in recruitment and volunteers from Nepal. But unfortunately the Congress Party and it’s members like you have always been weak, indecisive and have always pussyfooted around contentious issues. Calling a spade a spade is what is required today

    • I guess all the Indians need to see this Indian news and interview with the Indian scholars and Foreign Expert on South Asia to understand what is happening between Nepal-India. How Indian Government is handling this. Try to analyze and see with a neutral person without being in favor neither Nepal or India.

  40. This is the problem,a neighbor decides to create an issue but our army chief has to be considerate? How about Nepali being considerate? We must stop this practice of Nepali in Indian army,instead turn these regiments into all India recruitment.we have enough joblessness ad we pay pension to a foreign economy that wants to be buddies with an enemy nation

      • I am not sure if the issue is 200 years old. But, definitely know that British ruled for more than 200 years. Don’t you think same thing is applicable at the time when India got independence? If the kind of ppl like Gopal Das were there during that time probably, India at present would still under British. Do not forget how East India Company treats Indians in past.

        I agree that people of the world needs to speak out for justice.
        There is not doubt that Nepal-India has special relationship and close to each other than any one else in the world. This is fact and need to accept by all. But, I think you are not correct that Nepal communist party workers wanted to hoist flag on Indian side, it is other way around and happening since 1962. Nepal-India border is defined by Sugauli treaty of 1816 and accepted by both. Please do not forget that there is not other treaty between Nepal-India to define border. That is the only one. Maps are there and they also have signed on that. So, my Indian friends need to accept the reality based on fact and evidence. You might show the current distorted map as a evidence which may change the whole course of treaty and make people laugh for the logic. When treaty is signed on 1816, maps should be of 1816 or around. And river around mountain does not change its source like in plain. This is fact. So, this needs to be sorted out for good relation of Nepal-India. One should not vow and shout ignoring the fact and evidence to save own country’s interest and should not blame to other. Otherwise, it is useless to say that Nepal-India has special relationship. We are saying we are very common in terms of everything and understand each other and at the same time some of Indian including media is saying China is playing. Laughable!!

        I am sure no Indian wants if their own house or land is taken by other neighbor distorting the maps from Indian department of land resource. You will definitely speak with evidence and you may go to court and debate and discuss to find out the truth. And, I believe truth always win. Shouting for sake of patriotism ignoring the truth is the evil way where it may not end up peacefully and cannot be good neighbor by any means. So, stop blaming game and read the history and evidence and support the truth.

        I am not sure if you are educated person who can read the facts. I believe Indian constitution has not given rights to prove wrong to right and speak whatever they have in mind without knowing the value of professionalism. Correct me if I am wrong-being eye doctor, he should not do surgery of bone. I guess Indian constitution do not give rights like this. These kind of discussion can leads to the never ending debate.India has so many job less people, why do not recruit their own instead of Nepali. Either you are hiding the truth or do not have courage to face the truth. If Nepali Gurkha army are not helping Indian Army probably, you may not be able to proud as Indian citizen at present and your nationality would have been different. Search in google and in your history.The contribution from Nepal to save your Nation cannot compare by any means. See the current situation and realize who is protecting in Kashmir and Chinese border of India. If you are wise person, do some research and read the fact. So, wake up guys, know the truth. Apart from Gurkha army, the water you get for irrigation and drinking is coming from Nepal. Nepal is top 5 country that Indian is getting money as remittance from Indian worker working in Nepal and is contributing to Indian economy. I doubt how prosperous India can be if Indian
        govt has to spend 3 times of your security budget to protect India-China border if Nepal did not help in between. I wonder with your knowledge that India is doing trade with China more than 80 billion US $ with trade deficit and becoming Chinese dependent country (Chinese puppet). So, guys wake and see the truth. See the geography and history of Nepal-India treaty. There is only one treaty to define border of Nepal-India and study the maps and facts during the treaty. Patriotism ignoring the truth and fact is the evil way.
