New Delhi: In the last year, more than 12,000 E-Zero FIRs have been registered against financial fraud in 18 states and UTs, the Minister of State in the Ministry of Home Affairs, Bandi Sanjay Kumar, informed the Lok Sabha on Tuesday.
The E-Zero FIR system was launched in May 2025, which allows victims of cyber financial fraud to report the crime either directly online or through a helpline, which ensures that the victims are able to file a Zero FIR without any constraints.
In a written reply to a question by Raj Kumar Chabbewal, the minister mentioned that among the 18 states and Union Territories where the system has been implemented, Delhi has the highest number of E-Zero FIRs with 4,174 FIRs filed since May 2025, followed by Chandigarh, with 4174 FIRs since November 2025.
The Home Ministry also mentioned a new system for the States and Union Territories to register e-Zero FIRs. Under this system, the complaints involving cyber financial fraud above a loss threshold which will be set by the respective states or Union Territory, which are reported through the National Cyber Crime Reporting Portal (NCRP or through 1930 helpline, will automatically be converted in an e-Zero FIR at the designated state or Union Territory e-Crime Police Station.
However, to convert an e-Zero FIR into a regular FIR, the complainant has to visit their respective jurisdictional cyber crimes police station within three days of filing the complaint. Both Delhi and Chandigarh account for more than 10,000 e-Zero FIRs, whereas the other 16 states and Union Territories have registered over 2,000 cases combined.
According to the state-wise data, Uttarakhand has registered 552 FIRs since March 2026 which makes it the third highest among the 18 states and Union Territories. Goa follows this by 446 e-Zero FIRs registered since January 2026. Rajasthan takes the fifth place with 251 e-Zero FIRs registered since January 2026 showing a sharp drop from the top four states and Union Territories.
