The paper leak industry in UP, Bihar, Jharkhand and Rajasthan is the primary reason why all Union government jobs are taken up by the residents of these states.
If the paper leak mafia were to be neutralized, hardly a few from these states would get through the entrance exams. Pathetic educational standards of schools and colleges in these states simply don’t prepare the individual to compete on a national level.
Bihar, Jharkhand and UP are the main culprits when it comes to paper leaks. The worst part is that most such paper leaks are not even caught – neither by the agencies nor by the national media.
Today, it’s easy to observe that most Central govt employees come from Bihar, Jharkhand and UP – especially so at the clerical level. Given the state of education in these states, how is that even possible? One would think that people from South India, Maharashtra, Bengal and Assam would occupy majority of the positions. Simply because the educational infrastructure and quality, on an average, is far superior to that of the BIMARU states.
The only reasonable explanation of this anomaly is widespread paper leaks orchestrated by residents of these states. Of course, the Central govt looks the other way as it benefits the political parties electorally. Irrespective of which party is in power, the road to Delhi passes through UP, Bihar and Jharkhand. So the most convenient thing to do is to look the other way and allow the paper leak mafia to operate across the BIMARU states.
