He wants to dilute the MBBS education so that anybody with a small 5000 square feet building and few lakhs of investment can start a medical college. He wants someone with 6 months training to be declared a cardiologist.
His aim is to get cheap manpower to run his low cost business. In the process he is cutting corners on safety and providing a safe and decent working condition for his employees.
