I do not understand how “ separate electorates “work. Almost like an internal partition of the country. However, giving Dalits 15% reservation in the seats for Parliament and the state Assemblies guarantees them a proportionate share of power. The policy of reservations in government jobs and education has also conferred tangible, lasting benefits, although these are being cornered by a self perpetuating elite.
