SC, OBC aspirants for UPSC, JEE to now get free coaching at ‘best’ centres of their choice

Modi government to now allow 2,000 of the 4,000 students it picks for its free coaching scheme to select their own institutes, even private ones.

New Delhi: Candidates from the Scheduled Castes (SC) and Other Backward Classes (OBC) preparing for competitive exams such as the UPSC, IIT-JEE and NEET among others, who receive free coaching under a central government scheme, could soon have the option to choose their own coaching centres.

Sources in the government told ThePrint that while presently, under the Scheme for Free Coaching for SC and OBC students, candidates are randomly allotted coaching centres that are enrolled with the government, the Centre is now planning to amend the scheme so 2,000 of the brightest aspirants can pick their own institutes. These institutes need not be enrolled with the government.

“Some of the best institutes do not get enrolled with the government because they feel it could impede their business… As a result, students end up going to institutes that don’t necessarily cater to their coaching needs,” said an official, who did not wish to be named. “So, the government has worked out a plan whereby candidates can pick their own institutes, and the government pays the entire amount to these institutes for coaching the candidates.”

Under the scheme, run by the Ministry of Social Justice and Empowerment, the government provides free coaching to 4,000 economically disadvantaged SC and OBC candidates to enable them to appear in competitive examinations and succeed in obtaining an appropriate job in the public and private sectors.

With the tweak, the government would give the option of selecting the coaching centres to 50 per cent of the candidates, who would be shortlisted on the basis of their online applications. The Centre wishes to gradually expand the scope of this provision to 100 per cent of the candidates.

ThePrint contacted the social justice ministry spokesperson through text messages for a comment. This report will be updated when a response is received.

Scheme for free coaching for SC and OBC students

The exams covered under this scheme include Group A and Group B examinations conducted by the Union Public Service Commission (UPSC), the Staff Selection Commission (SSC), Railway Recruitment Boards (RRB), State Service Commissions, Public Sector Units or the exams conducted for admission in IIT-JEE, NEET, Law colleges, etc. The scheme also covers examinations like the GRE, GMAT, SAT.

While 70 per cent of the candidates under the scheme belong to the SC community, 30 per cent belong to the OBC community.

The scheme launched in 2016 has seen over 10 per cent of the candidates who were given free coaching crack the various exams in the last four years, sources said.

Speaking to ThePrint on the proposal, the head of a leading IAS coaching centre in New Delhi said it is a “welcome one” since it allows coaching centres to fulfil their social responsibilities without impacting their business models. “The only fear would be that the performance of the institute should not be affected. But that can be ensured by providing the best quality coaching to these students.”

  1. Kindly do it for general category Economically weaker sections students too.We have not commited any sin by taking birth in general category that all policies and schemes are brought only for sc/st/obc

It is time to create a new India.. everything is for Reserved categories.. if we can’t have what we deserve then Let’s divide India because we are already dying due no assistance from government and if I had to die then I have the right to choose the way.. It would better to die in my country rather than a Reserved nation..
    I want another country.. let them have 100% reservation in their country.

For 10+2 students it is better for the government to try and encourage coaching for the Olympiads like International Maths, Physics, Chemistry, Informatics, Biology and Astronomy Olympiad etc. Due to my limited knowledge in arts, commerce and law I do not know of such events for 10+2 students in these fields but I am sure prestigious international events must be there for those fields also.

    Specialisation creates more in-depth knowledge and love for a field while coaching for a general competitive entrance exam does not.

  4. Waste of taxpayer money…government encouraging culture of cracking exams. Government is pursuing socialist culture for generation after generation … vying for government jobs. End result of this exam culture is lack of risk taking and entrepreneurship in our country.

    Instead invest in proper schools , meal schemes and good teachers in backward districts. Invest in programs that improve social skills and confidence of disadvantaged groups or communities.

  10. What about general category students. Is there any scheme to provide any support to general category students in this country. Will these students not get reservations after free coaching. You already reserved seats for them without any minimum marks criteria. Totally disgusting on the part of government to completely ignore a section of society.

  11. Being an Indian,it is a great biased system of administration where there is everything only for SCs,STs & OBCs bt nothing for the real poor ie the EWS Catagory across the nation,Stop it & social justice for EWS catagory is a pragmatic genuine legal timely demand..

  12. I am interested in UPSE entrance coching but my family economy condition in two years very poor they have not a lot of money in my study.

  13. I am shocked to see that the scholarship doesn’t include the most marginalised or backward community i.e. Scheduled Tribes (ST).
    Is there any separate arrangement for them (ST) ?

    • Bcoz now maximum ST candidates are already in good positions than SC and OBC as per the new update and report. And it is also have to know that behind every new scheme and initiative Government there must be a valid reason and research as well.
      But as per my point of view the scheme could be more better if it would be according to economic standard of the aspirants belonging. Then it could be more better for every individual throughout the country.
      Anyway let’s Salute Government for this initiative.

  15. What should we do aha! 1st we have to change the type of education those who are rich they can afford icsc syllabus. Other cbsc what we state students can do. Aha! If my comment touch u r heart plez do share ! Even we r discriminating in education also!

    फॉर्म भरे हुए 2 महीने हो गए हैं।
    कहीं ऐसा तो नहीं कि फॉर्म भरवाकर डेटा कलेक्ट किया हो SC ब OBC वालों का क्रीमीलेयर का पता करने के लिए कि कौन-२ से क्रीमीलेयर के पास हैं।

We follow the right of equality means equal opportunities and schemes gor everyone then why only SC and OBC caste students should get these rights and why not others. I dont support this either give this opportunity to everyone i request pls. We are struggling for no reason if its going to benefit only backward caste people.

    • Right to equality means allowing every runner to run from the same starting point standing in a row , not allowing all in a row standing one after other back to back. Just understand meaning of equality and use the term . Think before independence after commenting as an independent citizen .

    Why don’t they make a full course and make it available to all using this amount..
    But they want to get benefited from the Coaching mafia..
    That’s what we call a GOOD GOVERNANCE..

    • The scheme should be according to the economic standard of the candidates not for categories. I belong to SC category and for me it’s very good support throughout coz of my financial issues. Like me there lots of aspirants from different categories facing these issues.
      So in my point of view the scheme could be more better if it would add those Aspirants belongs to different categories with poor economic background.
      After all I respect and salute Our Government for this initiative…..???

    Free coaching should not be given on the basis of category rather it must be give on the basis of merit and economic conditions of the family.

    • Without strong reason our constitution father had never made such rulesof regulation .the reservation will end up only when the corruption will end up in society.
