Railway officers resist ‘unilateral, shocking’ decision to end posting of bungalow peons

The Railway Board decided Thursday that no new ‘bungalow peons’ or TADKs will be appointed. Its decision was backed by the railway ministry.

New Delhi: Senior officers have begun resisting the Indian Railways’ decision to end the colonial-era practice of posting ‘bungalow peons’, officially known as telephone attendant-cum-dak khalasis (TADKs), at their residences.

A day after the Railways’ announcement to place the practice under review, officers’ associations of the South Western Railway, Southern Railway, East Central Railway and West Central Railway shot off letters to the chairman of the Railway Board, calling the decision “unilateral”, “shocking”, and one that has affected the morale of the officers who are “working hard round the clock during the Covid-19 crisis”.

The Railway Board had said in its Thursday order that no new appointments for TADK posts will be processed, effective immediately.

“The issue regarding appointment of TADK is under review in Railway Board. It has, therefore, been decided that any appointment of fresh face substitutes as TADK should not either be processed or made with immediate effect,” it stated.

“Further, all cases approved for such appointments since 1 July 2020 may be reviewed and position advised to board. This may be complied with strictly in all railway establishments.”

Following the order, a railways ministry spokesperson said: “The Indian Railways is on a fast-transformational path of all-round progress. Many practices and management tools are being reviewed in view of changes in technology and working conditions. Measures taken are in to be seen in such context.”

With earnings having nosedived, the Indian Railways has been on an austerity drive for the last few months, ensuring a freeze on the creation of new posts, removal of retired and re-engaged staff, shifting outsourced activities to corporate social responsibility funds, moving ceremonial functions to digital platforms, and an immediate review and possible closure of uneconomic branch lines.

What does a bungalow peon do?

‘Bungalow peons’ or TADKs are typically picked by railway officers themselves. After working at an officer’s residence for 120 days, a TADK is hired as a temporary employee of the Indian Railways.

TADKs can become permanent employees after a screening test on completion of three years of service.

Formally speaking, TADKs are hired for attending telephone calls and carrying files from the offices to the officers’ homes. But over the years, they have come to be used by the officers to perform household chores like cooking, taking care of young children, etc.

Officers allege ‘insensitivity’ by govt

The decision to tinker with the practice of hiring bungalow peons has caused alarm among the railway bureaucracy, with officers claiming that the government’s decision reeks of insensitivity, as it fails to acknowledge the “extreme intensiveness” of their duties.

The West Central Railway Officers’ Association, for example, wrote in its letter to the Railway Board chairman: “Such sudden and unilateral decisions of Railway Board to pend recruitment of TADK without due consultation with the officers’ associations has severely affected the morale and motivation of railways officers who are working day and night for running and improving railway working.”

The association added: “It is also worth highlighting that the facility of recruitment of TADK to railway officers has also been one of the added attractions for the aspirants to join the elite railway services on preference. If this facility is withdrawn or its nature is changed or diluted, then it will not only have adverse effect on the serving officers but will as well affect the preference of bright prospective candidates to join railway service.”

Addressing rumours that under the reviewed policy, the railways will pick TADKs instead of letting the officers do so, the WCR association said: “In case other modes of selection are adopted, the assigned person may not be having the trust of the officer and may interfere with the officer’s work as well as compromise the safety and jeopardise the security of officer’s family.”

The Railway Officers’ Association added: “Since the place of work of the TADK is the residence of the officer, in effect the person becomes like a member of the household during the initial years of appointment. There is a high level of trust, intimacy and personal involvement between the TADK and the officer’s family and a close rapport and cooperation is expected from this relationship. Engaging TADK through a common process and from a common pool negates these principles of personal rapport and intimacy.”

The South Western Railways Association has gone a step further and said that not only should the earlier practice be continued, but also extended for junior scale officers.

All the associations have requested that they be consulted in case of any change in the policy.

  8. TADK may be there only for official work. But not for any personal or domestic work. People’s objection is precisely there. Some people cleverly hiding this in their comments in name of official work against board’s decision. That should be the rule of service. Coming through UPSC does not mean they belong to house of Lords. People in many other professions are much more brilliant and qualified but don’t suffer from medieval mentality.

    • People coming through upsc dont get a high pay as they would have gotten in private, my uncle in railways got a 12 lakhs per month salary job in a private construction firm but he said no to it, in government he gets 2 lakhs a months, but the facilities are way to attract good talents and perks are a way to compensate a low salary government officials get.

      • Agree with this..They should hence fully privatise railways and then if ppl like them who are truly deserving cam earn 12 lakhs.. and trains will also be better quality and fares will be better and so will be service..
        Why to keep railways a govt dept and pay 80% less for deserving people.. right

    So many privileges. The Railway Board members are very comfortable and getting their wards a high position grade jobs . It is the High time that the Railway Board should be abolished as per the plan initiated by prof. Madhudantavate who was the Railway Minister in Morarji Desai ‘s cabinet.

  10. A long awaited and excellent step taken by the govt. The British era style of work and enjoyment system is still existing in Rlys . Rly officers are enjoying like anything. This TADK system is full of corruption and posing a great challenge to govt.’s recruitment policies. It was a backdoor illegal money mining activity.
    Rly officers don’t face any hardship like police, force, mariners for which they would need a govt servant doing their household activities.
    In fact all such senior officers use so many vehicles, staff for their personal interests which even a IAS, IPS officer could not do.Today there is no need of any such telephone or dak duty staff in such digital work atmosphere. A officer is well paid to keep pvt workers or maids.
    Govt has taken a bold step which will abolish British era anomalies and stop corruption.
    Now it should stop the GM’s quota for such jobs too.
    Rly Ministry should be dissolved and brought under Ministry of Transportation to stop monopolistic activities of direct officers lobby who are responsible for highest no of corruption complaints made with PMO and CVC. The commission raj system is so deep rooted which always project a most profitable dept as loss making one.

I’m in E.Rly.Audit.Its a good decision on part of Rly.In fact it must be discontinued much earlier.How a person (Generally near&dear one of the Officer) become a regular Office clerk for just 3yrs.service as bunglow peon(TADK), without clearing any exams.?In India there were many talented youngsters non-employed despite labouring hard to clear an exam.It’s illegal, should be stopped.In stead Officers should be given,a lump sump amount for house keeping. AUDIT (CAG)had also reviewed &reported these lapses to Rly. Admin., time to time but in vain.

I think .. we won’t agree for what government taken the decision… Bungalow peon is very helpful to railway officers… And if a poor people getting a job from bunglow peon to railway job.. then what’s wrong in this.. he can feed his entire family.. so please don’t remove this Bungalow peon… Let it be how it was before… Don’t change it… I request government that garib ke peat ko bhoka mat rakho.. many people are suffering for this goverment decision… Please don’t remove bunglow peon posts…

  13. Of course it’s a good decision by the ministry. The other side also we should see. One bungalow peon appointment takes care of entire his family. I came to know that in some officer’s house one bungalow peon is staying with family and children in the heart of the city. He is giving good education to his children. Getting a government employment is very difficult now a days.. this should be reconsidered by the ministry…

    • This is a corrupt and irregular practice and should be stopped. We know what a senior railway officer does and what files a TADK deals with. This system is not in other govt. organisation. These TADKs have to pay a good amount to the officers or to serve for a long period without salary.

  14. Why do you need these bangalow peons can’t these officers do their own house hold works. When the Power to appointment these tadks is given to the officers only to loot Railways and the Tadks. Why can’t they afford house maid from outside. Hipocracy by these officers association. These officers should also be outsourced.

  16. With the changed scenario, senior Railway officers and their spouse should do away with the practise of engaging Bungalow peons. For the first three years till the time the appointments are not confirmed, these men are made to do all odd jobs at the house of such officers. They are made to work as bonded labour. Enough is enough. The officers and their better halves should realise that this practice cannot continue for all times to come.

    Have a look at the present day Railway officers.A typical PWI a Senior Engineer entrusted with track maintenance of railways, plus his Assistant Engineers.They stay in a huge bunglow built by British which has huge gardens, have a out house in which the poor fellows live with their family.Most of the time they all work at the Sahib’s huge bunglow and help madam keep the house clean, wash cloths,iron them,Cooking, taking children to schools and Tutions ,gardening etc while the mem sahib is enjoying life ( practically doing nothing in her own house). Now who pays for them ,these are paid by the contractor who is eternally obliged by the Sahib, but are paid by the railways.I remember while my family was at Manmad a railway junction on the Central Railway Mumbai Bhusaval route.There was a DEN ( Dy.Execitive Engineer) who had a huge bunglow with a large compound in which he ran a poultry farm, and the contractors people worked in them all paid by railway.They would carry eggs, chickens to each major railway canteen on route between Mumbai till Itarsai to sell , on a free pass provided by the railways. How nice and enterprising ,very rewarding at railways cost. My suggestion is to the Raikways minister please demolish these bunglows and build quarters for these officers ,you can sell 60% of the land so the cost of modern buildings will be more than recovered along with a hefty profit to the railways…..

  20. It was long awaited move. Misuse of manpower for menial jobs in the name of bunglow peons is rampant. In old some of the appointment houses more than at times 60 people work. Bunglow peons have also been adding to corruptions. With changing time railways have to modernise and infuse technologies to reduce and rationalise manpower. Within the constraints government has so far done the best to lookafter railway officers.

  21. I grew up in a Railway household and all-around saw the ‘peons’ being treated like slaves. They often worked all 7 days, crazy hours with the excuse that once they get the ‘permanent job’ they will live off Government services. At first, I used to think it was normal, then I grew up and realized the horror that these ‘officers and their families commit to less privileged who have no other alternatives.

    It is dehumanizing and would be a scandal in any decent country. For all the Railway officers who are demotivated by it, sorry, slavery ended 200 years ago in the USA and the British left India over 75 years ago. You really are not special to rule like feudal overlords. If you are so demotivated, please feel gree to give up the free uncapped medical care that you and your families get, the office car, free residence in prime locations, generous pensions and tens of other privileges and quit. Noone will miss you and your services.

    • Horrors? You can ask any of the peons who get employed and how thankful they are that they have a govt job, and they do household work for only 3-5 years and after that they do other jobs in railways, some of them being comfortable and I know a Bungalow peon who has ended his career as a commercial manager. Stop with the jealousy.

  22. TADK are nothing but khas helpers to the wives of railway officers. Being a retd. railway employee. I know their duties . The officers used to keep more than one person for domestic help and they are in line to be appointed one after another. Where govt. Is stressing to minimise the roll strength, and where there is shortage of workmen on matenanance of railway line, these officers go on posting these peons at their home to help the wives in household chores. This should be scrapped forthwith.

  23. I fully support the decision by Board. I retired as a very sr. level scientist in Govt. We never had such luxury. What great work Rly officer are doing? In fact these facilities should be abolished for all Central govt. Officials including Administrative services. Tax payers / Rail passengers are not willing to pay for such luxuries of officials. This sort of priviledges are not given in any covilised country. Such of those officials are not agreeing, may resign & go. Common public not willing to pay for such tantrums.

    • Sir it Feels like some jealousy by a former govt employee, you ask why not scientist and railway officers? Well, I respect scientist a lot but you don’t have the same working environment as railways, you probably stay close to your lab, you go there do your work and come back home. This isn’t the routine of a railway officer. Also, if you so wanted a peon, why didn’t you just give upsc exams and now you complain about not getting certain facilities and to remove others getting it?

      • You seems to be having no idea how a field scientist work. We had peons only for official wok not for personal errants. Even APJK refused to avail such facilities even after becoming President. It will be better for you to study little more about people in other professional.

  24. Very justified & timely decision taken by Rail Board. TADK post is totally manipulated by officer himself & sometimes they deduct money from the salary of TADK where TADK is ignorant or illiterate. Officers family treat like slaves to TADK in several occasions its proved. The post from today or past existing should be abolished immediatel.

        • I belong to the organisation so obviously I will know, You really got no idea how other occupations than works except being a scientist, do you work with your whole heart instead of eyeing other officers work, poor people losing jobs was never something to celebrate about, but obviously I am just an 18 year old person still studying but you are working must be in your 40s and 50s but you still comment hatred for other peoples work,. Isn’t it sad?

    They can’t control their own labour because of the flaw in the law.
    Unless the government update it’s labour laws, it’s difficult to manage the public sectors.

  26. Appointment of Bungalow peon for JAG Branch Officers and above in Railway services is another issue of Nepotism. Even local Administration violated 100 of cases and sanctiond so called Bungalow peon for below JAG Officers. No One is interested to see all these corrupt practices.Those who are supposed to stop all these themselves are also involved. So We welcome Govt decision wholeheartedly.

  27. At the time of independence, it was unfortunate that the country politicians and bureaucrats adopted the British legacy as far as living style giving a damn to the democratic and public welfare values of the State.
    Delhi Lyutens bungalows, Collector and Railway bungalows are the living example of the same which exist today and no efforts were made to rationalise the use of public assets.
    The legacy is carrying on. But it is good that government is making efforts in this direction. Not only of officers but even of Ministers perks must be rationalised.
    IAS and Railway Officers have strong lobby and is the reason they are resisting such move. No doubt railway is a tough job, but it is not only for officers but for each rail staff except in clerical and commercial cadres.
    As a Station Master son, I had seen my father working 16 hours non stop from 8am to 12 midnight without leaving the cabin, carrying myself his meals in between but there was no help even to carry the food what to talk of ‘help’ which these officers are crying.
    The peon system must be abolished not only for railways but for other services like police, administration, forest and like immediately to pave way for a democratic living

Bold step/decision by The Govt.Appointment of Bungalow peon is the most interesting window of Nepotism in Rlys.I have seen there was a time when 5-10 hangmen used to work in 4Type quarter of a StDENs.In Rly.Divisions Only DRM/ADRM and CMS are entitled for Bungalow not Other officers of JAG level.So Govt decision is the need of the hour.

Let me assure you, this is a way of b-j-p of cutting down jobs of government, current govt is seen to promise a sum of around ₹20,000 instead of hiring bungalow peons, which means they simply don’t want to get people on government jobs cause that would meaning taking cost of social welfare which is a burden for them. You guys support b-j-p on these fronts without realizing that the bungalow peon comes from poor families who are extremely delighted to having got such jobs, since they feel secure now. I am not even going on railway officers needs cause you’ll feel it’s a privileged class. These bungalows peons get opportunities to get promoted through giving exams with some having reached manager level by the end of their careers. The current govt. hasn’t even been considerate enough to take opinions of the organisation itself and taken this insensitive decision. They want group D staff of government to not be a part of the organisation permanently and the work should be done on contractual basis and limit their earning at a 12,000-20,000 rupees without caring for their welfare or promotional avenues. This isn’t the first time it’s happening, the current govt. has been doing this for a while now on other lower as well as upper positions too.   30. Let the ministry abolish it, board remove it. But the system will continue. Take it that UPSC officers will never lose the privilege of exploiting government sources. If khalasi is removed, so what? They will divert dome other staff under some other name. UPSC officers are smart in that way.

They want group D staff of government to not be a part of the organisation permanently and the work should be done on contractual basis and limit their earning at a 12,000-20,000 rupees without caring for their welfare or promotional avenues. This isn’t the first time it’s happening, bjp has been doing this for a while now on other lower as well as upper positions too. Bjp cares for the business minded elite on priority basis, taking unilateral decisions shows how much you care for our country’s democratic ethos.

    • Yes run railways by the private companies so that you pay double the amount for your price tickets right? tickets are subsidized heavily in railways because it isn’t private, majority of the country is poor who have only railways for transportation. By using such terms for railway officers, all I can feel is you didn’t get appropriate education, and you are downplaying the hard work done by an organisation of 13 lakh people, maybe you are one of those unthinking privileged people who have the the opportunity to use airplanes right?

    • Rubish. Privatizing railways means the subsidized ticket that you get will go away and prices will double. Maybe you aren’t poor but majority of the country is and they survive on only railways for transportation. Privatization won’t work for our majority population. Please use appropriate language.

      • You are wrong. I remember when Indian Airlines had monopoly up & down Air fare during 2000+ was Rs 24000/- per return between Bangalore Delhi. In 2020 it is Rs 16000/- in Pvt airlines. Monopoly is the biggest hurdle. It is never driven by mkt force.

There is a beautiful enclave called Badhwar Park, near Cuffe Parade in Bombay, consisting of multi-storeyed apartment buildings for senior railway officers, with all the facilities a family could wish for. Something similar, low rise, on Sardar Patel Marg in Delhi. Indian Railways has a storied past, tied up with the British Raj. Times are tough now. Personnel costs, especially pensions, have pushed the Operating Ratio close to 100. Senior officers should lead by example a drive for austerity and cost cutting.

    • Welcome step but at the same time you must know that officers constitute less than 0.5 percent of total staff in IR. Moreover if you compare the salaries of officers in IR to lower staffs, lower staffs are paid really well with upto triple of that offered in similar industries. So, if you’re taking such measures to with an intent to remove officer perks, good luck doing that. Focus should be on making IR a much leaner organisation.

      • Very justified & timely decision taken by Rail Board. TADK post is totally manipulated by officer himself & sometimes they deduct money from the salary of TADK where TADK is ignorant or illiterate. Officers family treat like slaves to TADK in several occasions its proved. The post from today or past existing should be abolished immediatel.
