Imphal, Oct 1 (PTI) The Manipur government on Thursday approved a one-time special humanitarian assistance of Rs 10 lakh each to the next of kin of 49 people reported missing following the violence in the state since May 3, 2023, an official statement said.
The decision was taken at a Cabinet meeting chaired by Chief Minister Y Khemchand Singh.
The Cabinet also approved a proposal to enhance the ex gratia payable Army and Central Armed Police Forces (CAPF) personnel killed or injured in extremist violence or operations in the state.
Under the revised rates, Rs 10 lakh will be paid in case of death, Rs 2 lakh for permanent disability, Rs 1 lakh for grievous injury and Rs 20,000 for simple injury.
The existing rates of Rs 2 lakh for death and Rs 10,000 for injury were fixed in 2006 and had become inadequate, the statement said.
“Army/CAPF personnel work jointly with the state police and face similar risks. The expenditure will be borne by the state government,” it said.
On the 49 missing persons, the Cabinet said they remained untraced despite sustained search efforts, and their families had faced hardship comparable to that of families of deceased victims, who were paid Rs 10 lakh each.
“The Cabinet approved a Home Department proposal to pay Rs 10 lakh each, as a one-time special humanitarian measure, to the next of kin of 49 persons reported missing in connection with the violence since 3 May 2023,” it said.
The total expenditure of Rs 4.90 crore for the assistance will be met from state funds, it said.
The Cabinet also approved a Finance Department proposal to constitute the Fifth Manipur State Finance Commission for the period 2026-27 to 2030-31.
The commission will comprise a chairman, members with experience in public affairs and a secretary, according to the statement.
It also approved a proposal to enhance pensions under the Manipur Working Journalists’ Pension Rules, 1996.
The monthly pension for retired journalists will be raised from Rs 8,000 to Rs 10,000, and the family pension for kin of deceased journalists from Rs 5,000 to Rs 7,000, it said. PTI COR MNB
