Haryana BJP chief, singer Rocky Mittal booked in Kasauli for gang-rape, criminal intimidation

The alleged incident took place in Kasauli in July 2023. The complainant accused Mohan Lal Badoli & Mittal of taking compromising photos and videos of her & threatening to release them.

Gurugram: Himachal Pradesh Police has registered a case against Bharatiya Janata Party (BJP) Haryana president Mohan Lal Badoli and singer Rocky Mittal for allegedly raping a woman in Kasauli in 2023.

A First Information Report (FIR), accessed by ThePrint, was registered at the Kasauli police station on 13 December 2024 on the complaint of a woman, a Haryanvi singer.

In her complaint, the woman alleged that the accused, Badoli and Mittal, forced her to consume alcohol and then raped her at a hotel in Kasauli, Solan district, in July 2023. They also allegedly shot compromising videos and photos of her.

Badoli and Mittal have been booked under Sections 376D (gang-rape) and 506 (criminal intimidation) of the Indian Penal Code (IPC).

Rocky Mittal, whose real name is Jai Bhagwan, was a publicity adviser from 2016 to 2017 in the BJP government in Haryana then led by Manohar Lal Khattar. From then till 2020, he was the project director in a newly created ‘Ek Aur Sudhar cell in Haryana’s BJP government from before being sacked, allegedly over his style of functioning.

Badoli, meanwhile, was set to be reappointed as the Haryana BJP president later this year.

Solan Superintendent P. Gaurav Singh and Parwanoo Deputy Superintendent Mehar Panwar did not respond to calls or WhatsApp messages for information on the status of the investigation.

Neither Mittal nor Badoli responded to ThePrint’s calls and messages for comment. Badoli’s personal assistant said he was busy in a meeting. The report will be updated if and when responses are received.

Details of the allegations

In the FIR, the woman alleged that she and her friend got talking with Badoli and Mittal in 2023 during a trip to Kasauli, where they were staying at the same hotel—HPIDC Ros Common Hotel Kasauli.

The accused took them to their room, where Mittal, who claimed he was a singer, promised her a role in his music album and Badoli, claiming to be a politician with significant influence, assured her of a government job.

The two then allegedly plied the woman and her friend with alcohol before raping the complainant and taking the photos and videos. The complainant and her friend were told that they would be killed if they told anyone. Badoli and Mittal also allegedly threatened to release her compromising photos to the public.

The complainant further alleged that, a few months ago, Badoli and Mittal forced her and her friend to come to Panchkula where they attempted to frame them in a false case.

The complainant has requested strict action against Badoli and Mittal and asked that her photos and videos be deleted from their phones.

  1. Haryanvi politics and pop culture is a cesspool. The state is in dire straits. Haryanvi society is beset with evils and superstitions of all sorts.
    It’s just rhat the glamour and riches of Gurugram acts as a facade for the whole state. Take out Gurugram from Haryana and you are left with nothing. An utterly regressive society where criminals are free to do as they please. Gangsterism and rampant drug abuse coupled with deep divisions along caste and religious lines.
