New Delhi: The preliminary exam of the Civil Services scheduled to be held on 30 May could be postponed, Union Minister of State Jitendra Singh indicated Friday.

In an interview to Doordarshan, Singh said, “We were getting queries from young aspirants about when the UPSC-IAS interview and preliminary exam would be conducted … Now it is natural that till the time the situation is such, nothing can be done.

“So, two days ago, the UPSC came up with a circular saying that whatever it is will happen after the lockdown … We will specify the date, and will give you sufficient time.”

Seeking to reassure young aspirants, Singh cited how the personality test or interview for the IAS (exam) had to be stopped when the lockdown happened. “In the same way, the preliminary exam which was to be held will have to be postponed, but that decision we will take after 3 May,” he added.

Over nine lakh candidates prepare for the Union Public Service Commission (UPSC) Civil Services Exam, which selects officers for the Indian Administrative Service (IAS), India Police Service (IPS), Indian Foreign Service (IFS) and Indian Revenue Service (IRS) every year.

Approximately, 700-800 candidates get selected for the 20-plus civil services.

UPSC officials said that after the lockdown was extended to 3 May, the Commission decided to take a call on the exam once the lockdown is lifted. “We will examine the situation … We will keep the interests of all candidates in mind,” said an official.

Aspirants remain anxious

ThePrint had earlier reported on how panic and anxiety had set in among UPSC aspirants given that less than two months are left for the preliminary examination.

Several started online petitions to urge the government to postpone the exam since the Covid-19 pandemic and subsequent lockdown had derailed their preparations.

One of the petitions on Change.org, filed before the lockdown was extended, says: “We, the aspirants, support our government and its efforts in tackling this pandemic. However, adequate attention must be paid to our issues as well.”

“Anxiety and stress is preventing us from performing at our best. We feel our health is at risk if we are made to write exams during this pandemic,” the petition adds.

  1. If a high level meeting of UPSC could be held amidst the pandemic, how come the notification of a lump sump delay/month couldn’t be conveyed? It’s a sheer agony for aspirants, and the commission must not play with them with insincerity! It’s highly embarrassing!

  2. Upsc must be postponed Cse prelims 2020 not should be b/z many students are stuck in different different place and there is no facility of online postal material, so plz postponed exam date at least 1-2 months this is my humble request

  3. Build technology with adequate safeguards for remote invigilation.

Lay the foundations for a new ‘normal’.

Mixed messages coming from different Government departments and government owned business is appalling and confusing.

Italy is well into its fourth month, and the USA trajectory of cases show no signs of tapering off. Everyone suspects China’s claims. Singapore is back on the list.

India’s panjandrums need to take note and establish realistic protocols, for all human activity – including UPSC exams. Cancellation is an option to be considered.

  4. Even after 3rd may, there is no clarity that when this exam can be conducted amid this Corona virus disruption. How long there will be fear of spread of Corona virus even for next few months . It will all depend the how Corona virus pandemic performs in the coming time. In my opinion , until things are stabilized , it will be difficult for UPSC or any other recruiting agency to conduct any exam at such a massive scale where 4-5 lacs students appear for the exams. We may be required to maintain social distancing till the time Corona virus comes under control. Let us see & pray that everything gets normal soon. If disruption continues for long time, UPSC should give one additional chance next year to all aspirants who have applied for this year as many doctors & health workers are also working currently who are unable to focus on their studies.

  5. 6. I think “Health is Wealth”……..If u can’t sustain fit, what is the use of your abundant life.Still after a serious lockdown the patients are increasing. We should think about to save the life first and then I hope that the vaccination can come out within a time.Today or tomorrow the exam will be definitely held with all the rational reasons. We should trust the govt and wait for the notification.

  7. That interview of Jitendra Singh which is being shared on social media doesn’t seem to be authentic first of all. The audio and lip movement do not sync. Moreover I couldn’t find any such interview on the YouTube. The Print should check the veracity of content before uploading it.

  8. If exam will be postponed from present declared date for further period to 1 to 3 months. Upsc should give chance to aspirants to submit application those who are not submitted their application for prelim due to some reasons

  9. For those who are incessantly whining on online platforms about how they are not well prepared for this exam due to the virus , I want to ask what were you guys doing since last year. People prepare for this exam for years and last 2 months won’t make any difference to your preparation. You are not a kid to be not able to handle such pressure. You all are graduate students who are aspiring civil servants. You must be ready for any situation which may so arise and not complain about petty things. You should put this lockdown period to your advantage and study well instead of making excuses like a mindless college kid.

  10. Also pls allow us to change the exam Center as some of us are stuck in different places due to lockdown..it will be really helpful

  11. I request govt to postpone the exam at this pandemic time . We should think about lakhs of students who are disturbed due this . Give should give some time to students

  12. Being an aspirant of upsc civil service exam 2020 it is my humble request before the central government to kindly postpone this exam and ‘re schedule it in any subsequent months whatever
    the central government thinks proper

  13. It is not the only exam for which students gather , there are many exams other than upsc which will also coincide the month of June such as Net -Jrf,
Entrance exams for universities and Jee etc .

  14. Suppose upsc postpone exam on may 3rd they should not assure about the date of exam until the things go normal. again it will create aspirants confusion if they have given future date.

  15. what about doctors on covid duty who are civil service aspirants also, no one is even thinking about it.Those staying at home have enough time to study if they utilize it well, we do duties for 12 hours per day and left with 12 in which we have to give 6 hours for sleep and left 6 for everything else. we will suffer here also?

  16. Mai ranchi se hu or mera centre bi ranchi hi h jo ki jharkhnd me covid 19 ka hotspot bna hua h .logo ki jagrukta km h or exam me bheed hona tay h lekin hr koi nirdesho ka palan krega yh zruri ni h ..isliye mai req krti hu sthiti smanya ho jane pr hi exam le…ni to smsyaye or bi bdi ho skti h …thku

  17. Not only this exam, but all forthcoming exams for Central as well as State jobs, likely to take place in the month of May, June should be postponed to August, 20 to avoid mass gathering as a precautionary measure.

  18. The preliminary exam of the Civil Services scheduled to be held on 30 May… No because this is scheduled 31 May 2020

  19. All forthcoming examinations at Central as well as State levels for jobs , likely to take place in the month of May and June, 2020 should be postponed till August, 2020 to avoid mass gathering to fight corona. Further, aspirants are unable to focus on their studies due to fear and anxiety in this prevailing situation. Delay of such exams doesn’t affect any academic loss, but helpful in not spreading pandemics.

  20. I am not against the postponement of CS preliminary exam but practically it should be postponed. If Lakhs of students gather for this exam at this time, risk of pandemic increases.
Government must reschedule this exam to July/August 2020.
