Chandigarh: The Haryana government transferred 13 officers of the Indian Police Service (IPS) and 22 of the state police services (Haryana Police Service) late Saturday night in a major shake-up in the state police.
According to the orders issued by Additional Chief Secretary (Home) Sudhir Rajpal, among those shifted are one officer each of the Director General (DG) and Additional Director General of Police (ADGP) rank and four officers of the Inspector General of Police (IGP) rank.
Navdeep Singh Virk, placed at number 5 in the gradation list of the Haryana Police, has been moved out of the State Enforcement Bureau to the Haryana Human Rights Commission as its director general, a post that had been vacant.
Virk, a 1994-batch officer, was DG of the Haryana State Enforcement Bureau. He was also Director, Vigilance and Security, Haryana Power Utilities (HPUs), in Panchkula.
Dr Matta Ravi Kiran, a 1996-batch officer, takes over from Virk. Till now ADGP in the State Vigilance and Anti-Corruption Bureau, he has been made ADGP of the State Enforcement Bureau and Director, Vigilance and Security, HPUs.
Among the IGPs, B. Satheesh Balan (batch of 2004) moves from IGP, Special Task Force (STF), Bhondsi, to IGP, Railways and Commando. Maneesh Chaudhary (2005), who held Railways and Commando with additional charge of Prisons, is now IGP, State Vigilance and Anti-Corruption Bureau, Panchkula. He keeps the additional charge of IGP, Prisons.
Simardeep Singh (2007), IGP of Rohtak Range and IGP, Indian Reserve Battalion (IRB), Bhondsi, has been posted as IGP, STF, Bhondsi. He has also been given additional charge as Commissioner of Police, Jhajjar, and keeps charge of IGP, IRB, Bhondsi.
Hamid Akhtar (2008), who was awaiting posting after being IGP, HAP, Madhuban, becomes IGP, Rohtak Range. The order says the posting is upon promotion.
Among other IPS officers, Dheeraj Kumar (2014), Aide-de-Camp to the Governor with additional charge as Superintendent of Police (SP), Lokayukta, is now SP, Police Headquarters, Panchkula.
Sumit Kumar (2014), SP, Special Task Force, has been given additional charge as Commandant, 4th Battalion, IRB, Manesar. He takes over from Prateek Gahlot, who is being relieved of the charge. Vikrant Bhushan (2017), SP, Haryana State Narcotics Control Bureau, has been posted as Deputy Commissioner of Police, Gohana, Sonipat.
Four 2023-batch IPS officers have been posted as additional superintendents of police in their own pay scale. They are Divyanshi Singla (Fatehabad), Deepika Agarwal (Rewari), Harshit Goel (Panipat) and Mayank Mudgil (Hisar). They were earlier assistant superintendents of police (ACPs) at these places.
State service officers
The same day, the government issued a separate transfer order moving 13 HPS officers.
Nayab Singh, DSP in the Anti-Terrorist Squad, goes to Indri in Karnal as DSP. Arjun Dev, ACP, Badkhal, Faridabad, has been posted as ACP, Gurugram. Joginder Sharma moves from ACP, Sonipat, to ACP, Panchkula. Rajeev Kumar goes from ACP, Faridabad, to ACP, Sonipat.
Suraj Chawla, DSP, Naraingarh in Ambala, has been posted to the Haryana State Narcotics Control Bureau. Satish Kumar, DSP, Indri, and Rajesh Kumar, DSP, 1st Battalion, Haryana Armed Police, Ambala City, both go to the State Vigilance and Anti-Corruption Bureau. So does Shailandra Singh, ACP, Faridabad.
Ashok Kumar, DSP, 1st IRB, Bhondsi, who also held additional charge of the Haryana State Enforcement Bureau, is now DSP, 1st Battalion, HAP, Ambala City. Sajjan Singh moves from the 4th Battalion, IRB, Manesar, to Rewari as DSP. Sanjay Kumar, DSP, Fatehabad, is posted as DSP, Narnaul. Arjun Rathi, DSP in the Vigilance Bureau, goes to the State Enforcement Bureau.
The order cancels an earlier transfer of Meena Kumari, DSP, Karnal. A 20 September order had moved her to the State Crime Branch.
Another order re-designates seven HPS officers as additional superintendents of police in their own pay scale. All were awaiting posting.
Sunil Kumar, DSP, Hisar, goes to Palwal. Ashish Chaudhary stays in Yamunanagar. Amit Bhatiya, ACP, Gurugram, has been posted to Jind. Purnima Singh goes to the CID. Adarshdeep Singh is posted in Sirsa. Virender Singh, ACP, Manesar, goes to Narnaul.
Ajit Singh, ACP, Sonipat, has been posted as Additional SP, Karnal. This is against the post of Kanchi Singhal, a 2022-batch IPS officer who is on childcare leave. The order says her posting will be issued later.
Two HPS officers are also covered in the IPS order. Jitender Gahlawat, DCP, Gohana, has been posted as DCP, Crime, Sonipat. Hitesh Yadav, DCP, Bahadurgarh, was moved by a 20 September order, which has been cancelled. He is now DCP, Traffic, Gurugram, with additional charge of the Mirror Emergency Response Centre (MERC), at Gurugram.
