5% Muslims among new civil services recruits, only one in top 100

The Civil Services Exam (CSE) results for 2019 were released by the UPSC Tuesday. A total of 829 candidates have cleared the latest exam, of whom 42 are Muslim.

New Delhi: The UPSC has recruited 42 Muslim candidates through the Civil Services Exam (CSE) for the 2019 batch — up from 28 last year. 

Safna Nazarudeen, who ranked 45, has secured the highest rank among Muslim candidates and is the only one from the community among the top 100.

According to the CSE results released by the UPSC Tuesday, a total of 829 candidates have cleared the latest exam. Muslim candidates comprise 5 per cent of this, as has been the trend over the last few years. Muslims are believed to constitute nearly 15 per cent of India’s population.

The number of Muslim candidates picked last year was 28, or 4 per cent of the 759 candidates recruited. 

For the 2016 batch, for the first time in history, 50 Muslims were selected through the UPSC, with 10 making it to the top 100. In the 2017 batch, too, 50 Muslims were selected through the exam. 

For the 2012, 2013, 2014 and 2015 batches, this number was 30, 34, 38 and 36, respectively.

“Since 2016, the percentage of Muslim candidates has remained around 5 per cent, which is a big feat, considering that, since Independence, this number was around 2.5 per cent,” said Zafar Mahmood of the Zakat Foundation, which grooms Muslim candidates for the UPSC. 

Out of the 42 candidates who have made it this year, 27 are from Zakat Foundation, Mahmood claimed.

The Sachar effect

The realisation among the community to invest more in civil services came with the 2006 Sachar Committee Report, which documented the poor representation of Muslims in government jobs, said Mahmood. 

According to the report, at the time, just 3 per cent of IAS officers, 1.8 per cent of Indian Foreign Service (IFS) officers and 4 per cent of IPS officers were Muslim, even though the community comprised 13.4 per cent of the population at the time (2001 census).

“Since then, there has been a big change in the outlook of the community, and it has managed to bring the representation each year to 5 per cent,” Mahmood added. “However, considering the total percentage of Muslims in India is 15 per cent, we have to make three times the effort to bring the representation up,” he said. 

He added that it is a matter of concern that only one Muslim candidate has made it to the top 100. “That just tells us that we have to keep making the effort.” 

Over the past few years, several coaching centres have come up across India that provide free or subsidised coaching exclusively for Muslim candidates, like the Hamdard Study Circle, Aaghaz Foundation, Larkspur House, etc.

  1. and what about Christians, jains , Parsis, Buddhists…look a general Christian, Parsis, etc minorities are competing just for 40 seats per 100 seats…? don’t you see in any discrimination in that? Look civil service or other job exams is a merit-based exam and not a poverty alleviation measure

  2. work hard and crack the exams. its a very simmilar situation in IITs and IIMs, also very simmilar situation in high performing corporate jobs. the community needs to invest in their children. when i was in class 10, every kid was prepping for JEE and some of my muslim freinds had sessions for quran 3 days a week. upsc, iit, iim aise hi nahi nikalta

  6. Is it really that bad. Technically since 49.5percent seats are reserved for sc st obc, 5percent of total means that muslims are able to secure 10percent of seats that they compete on. Which does not indicate discrimination in any way.

Why can’t you just provide coaching to everybody irrespective of caste and religion? This is nothing but identity politics started by Congress.

  8. Well the actual numbers in the population is around 20% not 15%, also cracking exams is a function of focus on studies rather than religious activities. Muslim community need to think as nationalists and study/work for the betterment of themselves and country. As long as religious identity will supersede over national identity Muslims will continue to languish as they do world over.

  14. West Bengal has a very large Muslim population, almost thirty five percent. And both CPM and TMC has pampered them for their vote banks. But they are still as backward as they were fifty years back. You will not get even five percent students who are Muslims and doing postgraduate education in that state.

  15. Muslims have a long way to go. Not only in India, but wherever they are. If they become little less obsessed with heaven and pay some attention to the worldly pleasures, they can do much better than where they are.

  16. Better late than never. It is good some Muslims have realised education is the key. In UK, two percent population are Indians and in USA it is 1 percent. But Indians in both the countries enjoy a very good reputation for being highly educated, and hard working people.

Now imagine if any Hindu organization had set up a programme exclusively for Hindus, how would Zainab Sikandar or Bismee Taksim would have written about it, not to speak of Rana Ayyub, Saba Naqvi etc.

    • Depends on how many of them appeared in written and interviews. Those muslims who have finally qualified have done so on pure merit.

  20. Inspite of being favoured with every imaginable benefit for 70 years, if a special community keeps itself ignorant and uneducated, this is the end result.
    The leaders of this special community deserve all the blame.
