Delhi Police claims CCTV footage of ACP molesting journalist is AI-generated, arrests Haryana man

Identified as Palwal resident Nadeem Ahmed, the accused has been booked on charges of rioting, forgery. He was presented in a court in Delhi Monday.

New Delhi: Amid the growing clamour for an FIR against a Delhi Police senior officer in connection with the alleged sexual assault of an independent woman journalist, the Delhi Police has arrested an Instagram user for allegedly circulating a “fabricated video falsely portraying” the officer “misbehaving” with the complainant.

The police identified the accused as Nadeem Ahmed, a resident of Haryana’s Palwal.

According to Additional DCP (New Delhi) Manjeet Sheoran, the accused “used AI tools to generate CCTV footage where ACP (Connaught Place) Vivek Bhagat can be seen misbehaving with the woman journalist”.

No FIR has been filed against Bhagat in connection with the allegations by the woman journalist. Besides the purported CCTV footage, which the police say is AI-generated, no proof has emerged yet of the alleged incident involving the senior officer.

ThePrint saw a screenshot of the AI-generated video. It had a photograph of ACP Bhagat in a box alongside the complainant and an image of Bhagat “misbehaving” with the complainant at the center, with the subtitle “CCTV footage”.

“Delhi Police ke ACP Vivek Bhagat ne journalist (name) ke sawal poochne par uske (usage of sexual expletive) use push kiya aur fir wahan se bhaag gaye (the officer groped her after she asked questions and then ran away from the spot),” read the screenshot, shown by Delhi Police during a press conference Tuesday at the force’s headquarters.

“The Instagram and Facebook page News aina was circulating an AI-generated CCTV image of a Delhi Police senior officer misbehaving with a woman. On being alerted by the cyber wing of New Delhi district police we ran a technical test which further confirmed that it was an AI-generated video,” said Additional DCP Sheoran.

After technical surveillance, the police identified that the page was run by one Nadeem Ahmed, son of Farukh Ahmed of Haryana’s Palwal. “During interrogation he told us that he first made the page during the CJP protest and began sharing videos,” said Sheoran.

The Additional DCP further said that the accused confessed that he had access to many AI tools and made this video to malign the image of Delhi Police. “He confessed that he made the video to malign the image of Delhi Police, cause unrest and a riot-like situation,” Sheoran told media persons.

During the initial interrogation, the police also learnt that the accused is a school dropout who last attended Class 10 in a madrasa in South Delhi’s Saket.

“He told us that he first made the post on 3 October and then circulated it on 4 October. This circulation caused agitation amongst the protesters Sunday, which was not the same as that on Saturday,” said the officer. 

Ahmed has been booked under several sections of the BNS in connection to rioting, forgery. He was presented in a court in Delhi Monday and the police at present are investigating his source of funding, other associates and if there is a presence of a larger conspiracy.

While the police took cognisance of the AI-generated post, its contents remain similar to the allegations raised by the woman journalist who was covering the protest against CEC Gyanesh Kumar in central Delhi. According to her complaint, she spotted AISA president Neha Bora and other women protesters being detained in the absence of women officers. She alleged that when she pointed this out, ACP Bhagat ‘groped and shoved’ her. According to her, when she confronted him, the officer fled the scene.
