Chinese woman impersonating as Nepali arrested, police suspect ‘anti national activities’

The 50-year-old woman, who was living alone without any source of income, has been visiting India since 2019. She was arrested from Delhi's Tibetan colony, Majnu Ka Tilla.

New Delhi: A 50-year-old Chinese woman, who is suspected to have been visiting India since 2019, has been arrested by the Special Cell of Delhi Police for alleged involvement in anti-national activities from the capital’s Majnu Ka Tila area, home to Tibetan refugees.

The woman, Cai Ruo, a native of Haikou city in China’s Hainan province, was detained based on intelligence inputs.

The woman lived in Himachal Pradesh’s Dharamshala in 2019 and then moved to Majnu Ka Tila this year, where she was living in disguise as a Nepali citizen, according to sources in the Delhi Police.

They said she was living in India alone and had no source of income. Sources told ThePrint that during questioning the woman said she came to India to practice Buddhism.

“The woman had come to Delhi in 2019 and then again in September of this year. It is unclear how long she has been living here,” the source said.

“She was hiding among the Tibetan community in Majnu ka Tila. In 2019, she kept switching between Dharamshala and Majnu Ka Tila. We are investigating her exact motive and where she came from this time,” the source said.

“During verification of her documents, a Nepali citizenship certificate in the name of Dolma Lama, daughter of Kami Lama, resident of Kathmandu was recovered from her. However, on verification from the Foreigners Registration Office (FRRO), it was found that she is actually a Chinese citizen who had also travelled to India in 2019 on a Chinese passport,” another source said.

“She had Nepali documents and hasn’t been able to provide substantial reasoning as to why she was here. It has been found that she is involved in anti-national activities. Further investigation is on,” the second source said.

An FIR has been registered in the matter under IPC sections 120 B (criminal conspiracy), 419 (punishment for cheating by personation), 420 (cheating and dishonestly inducing delivery of property), 467 (forgery of valuable security, will), 474 (having possession of a document, knowing it to be forged, with intent to use it as genuine) and some sections of the Foreigners Act at Special Cell police station.
