China firm wins contract to build 5.6km underground stretch of Delhi-Meerut rapid rail project

The 82-km Delhi-Ghaziabad-Meerut Rapid Rail Transit System corridor is being funded by the Asian Development Bank, and procurement is governed by guidelines of the bank & govt.

New Delhi: The National Capital Region Transport Corporation (NCRTC) has awarded a contract to a Chinese company, Shanghai Tunnel Engineering Company Limited, for the construction of a 5.6-kilometre underground stretch, from New Ashok Nagar to Sahibabad, of the Delhi-Meerut RRTS project.

The NCRTC, which is executing the country’s first Regional Rapid Rail Transit System (RRTS), said the contract was awarded following the set procedure and guidelines.

“Approvals have to be taken at various levels for bids that are funded by multilateral agencies. This bid was also awarded following the set procedure and guidelines.

“Now, all the civil work tenders of the 82-km-long Delhi-Ghaziabad-Meerut corridor have been awarded and the construction is going on in full swing to commission the project in time,” an NCRTC spokesperson said.

A controversy had erupted in June last year after the STEC emerged as the lowest bidder for the construction of the 5.6-km tunnel on one of the stretches of the Delhi-Meerut RRTS project amid a standoff between India and China along the Line of Actual Control (LAC) in Ladakh.

The 82-km-long Delhi-Ghaziabad-Meerut RRTS corridor is being funded by the Asian Development Bank (ADB) and procurement is governed by the guidelines of the bank and the government.

According to the ADB’s procurement guidelines, vendors from all member countries of the bank are eligible to participate in the bidding process without any discrimination.

The NCRTC had invited bids for the construction of the tunnel from New Ashok Nagar to Sahibabad of Delhi Ghaziabad Meerut RRTS corridor on November 9, 2019.

Five companies submitted technical bids and all the five bidders qualified in the technical bid evaluation.

The financial bids were opened after obtaining the NOC on Technical Bid Evaluation from the ADB. Of the five firms, Shanghai Tunnel Engineering Company Limited emerged as the L1 bidder for the tender after qualifying on all the parameters and the contract was awarded to it.

In September last year, the Union housing and urban affairs ministry had unveiled the first look of the RRTS train, the design of which is inspired by Delhi’s iconic Lotus Temple. It can attain a top speed of 180 kilometres per hour on the Delhi-Ghaziabad-Meerut corridor.

According to the ministry, with a radiating stainless steel outer body, the aerodynamic RRTS trains will be lightweight and fully air-conditioned.

The Delhi-Ghaziabad-Meerut corridor is the first RRTS corridor being implemented in the country. The time to commute from Delhi to Meerut will be reduced to less than an hour from the current three-four hours by road, officials said.

The prototype is scheduled to roll off the production line in 2022 and will be put into public use after extensive trials.

The 17-km priority corridor of the Delhi-Meerut RRTS from Sahibabad to Duhai will be operational in 2023 and the entire corridor will be operational in 2025.

  3. Govt must cancel this process and arrest the officials of NRCTC for giving contract to Chinese. Sedition charges applie on them.
    If one looks at the middle section of this article, it seems Chinese have started exploiting the loop holes in our laws.

  5. Is his the way to boycott. Allowing million dollar contract. And banning miniscule apps.Security could be majorly compromised in such contracts. Saving few dollars in contract may lead to loss in square kilometres of land. India needs to learn from its vast Chinese experience it’s high time.

To Avoid issue, pls give the contract to China with proper HR conditions forcing them to pay times three of the standard salary to all Indian manpower withoit using Chinese manpower on indian land and also charge them 200 times of custom duty to import components from Any country including china…this will help to put indian hands on work…if Chinese do not agree then better to withdraw the contract and give to India. Firms.

  8. There should not double std. Govt should ban Chinese firm tender. There are security concerns, lives of indian soldiers. Ask soldier families and indian families.

    • Be reminded, this is being funded by an international agency and if go praying them we have to accept their condition. To cancel project, we need to forego the funding too. If it were fully funded with resources from only India, then we could avoid chinese.

    • Its the cheaper ADB funding that makes the compulsion. Though we can fund at higher cost, will the users ,our people, are willing to pay higher charges for national pride? Neih. These people used to treat railway as father in laws’s car, will make hue and cry….

  11. What’s wrong giving contract to L1bidder as long as the concerned company having Rich experience in such field. CMRL given contract to local company not having Rich experience is also not correct.

  14. The tender award information is not present on NCRTS website list on tenders awarded. Should this piece e taken with a pinch of salt then since the spokesperson for NCRTC is not mentioned by name?

  17. China is known to complete any sort of construction projects, particularly civil in record time. It’s quality of construction are unmatchable. Gone are the times when the world joked about cheap Chinese products.
    In YouTube, one can just see the HSR, Hydropower, massive Bridges, high rise buildings. There are tons of videos to show China’s supremacy. India needs to acknowledge China, no other way.

  24. Why the Indian government is taking the loan from ADB for this project? Many Indian companies have the capability to complete this project.
