APWWS suggests administrative reforms to strengthen governance in Arunachal

Itanagar, Jul 8 (PTI) The Arunachal Pradesh Women Welfare Society (APWWS) has recommended several administrative reforms, including transparent recruitment, improved manpower planning, a unified digital service delivery system and a gender-inclusive workplace grievance mechanism, to strengthen governance and public service delivery in the state.

The recommendations were submitted to Arunachal Pradesh Administrative Reforms Commission (APARC) Chairman Pramod Jain for consideration while framing administrative reforms in the state, according to a statement.

Among its key proposals, the APWWS sought an overhaul of the government’s recruitment system by making it more transparent, merit-based and professionally managed.

It said trained human resource professionals should be involved in the recruitment process to improve talent assessment and competency evaluation.

The women’s group also proposed a mandatory 30-day and 60-day district immersion programme for all newly recruited Group ‘A’ and Group ‘B’ officers, under which they would live and work in remote villages and border areas before taking up regular postings to gain first-hand knowledge of local conditions and development challenges.

To improve workforce management, the APWWS recommended replacing the existing post-based staffing model with workload-based manpower planning based on factors such as population served, geographical coverage, service demand and administrative complexity.

It also suggested departmental committees, with representation from women, to periodically review staffing requirements.

The society further proposed creating a real-time digital Human Resource Dashboard containing information on sanctioned posts, vacancies, promotions, retirements, transfers, training and deployment across departments to support manpower planning.

It also recommended cross-functional training for officers to address manpower shortages, particularly in remote districts, and called for the introduction of outcome-based Key Performance Indicators (KPIs) focusing on service delivery, grievance redressal, innovation, efficiency and citizen satisfaction.

Other recommendations included a structured leadership and mentorship programme for young civil servants, adoption of a ‘One Government, One Citizen Interface’ model for integrated public service delivery, a five-year review of personnel administration, and the introduction of a digital ‘Competency Passport’ for every government employee.

The APWWS also proposed shifting the government’s focus from expenditure-based assessment to outcome-based governance by requiring departments to publish annual targets and measurable performance indicators in citizen-friendly formats, besides encouraging proactive disclosure of information to improve transparency.

The society further recommended setting up ‘NYAYA-SHIELD’ (Arunachal Pradesh Workplace Gender-Inclusive Grievance Support System), a state-managed digital platform to provide an inclusive grievance redressal mechanism for all employees, irrespective of gender.

It said the proposed system would complement existing mechanisms such as SHE-BOX by covering complaints from men, women, transgender and gender-diverse persons, including cases of workplace harassment and gender-based discrimination beyond the scope of the POSH Act.

The APWWS suggested launching the initiative as a one-year pilot project with an estimated budget of Rs 1-1.2 crore for portal development, district-level dashboards, training and community facilitator support.

During the meeting, APWWS president Jarjum Ete also raised concerns over the closure of schools in rural areas, saying students now have to travel long distances to attend classes.

She also called for effective implementation of the Central Civil Services (Conduct) Rules, stating that it could help curb polygamy in the state.
