You can build a sewage and filteration plant before connecting the households with piped water however, the cost and underutilization of a filteration plant quickly makes this a moot point. With piped connections first, you can easily connect them to a filteration plant and get immediate utilization. It’s a decent trade off. Ideally GoI should build them in parallel, there’s some indications that’s happening, just need data to back this up.
