The idea of “creamy layer” is a good one, though I don’t know what would be the best cutoff point.
Babu Jagjiwan Ram belonged to, what was then called the “harijan” class. I don’t know what it would be called according to modern definitions, SCST, or OBC or whatever. But obviously he led a good lifestyle, being a very senior leader. His children must have benefitted from the reservation, though they must have had an affluent upbringing. His daughter, Meera Kumar became the speaker of parliament. She was so unlike any deprived classes, she was so unlike even a typical Indian, I remember, she would call out in the parliament to control some excited parliamentarians, in a highly affected anglicised tone, “baeit jaaiye, baeit jaaiye”!! And I used to wonder — “will such a person’s children too deserve to get the benefits of reservation?”
The concept of creamy layer is good: when a lower caste person achieves a certain threshold level of affluence, his children shouldn’t be offered benefits of reservation. If these successful candidates haven’t passed the income criteria, they should be treated outside the reservation category.
