Govt should not flood bureaucracy with lateral entrants. First see if it works
When PM Modi’s government first announced the introduction of nine lateral entrants into the bureaucracy, it was meant to be a pilot. But now without any evidence of its efficacy, the government is raising the number of appointments. While disruption is necessary, entering uncharted territory must be gradual and transparent.

A government misbehaving with the media is an admission of failure, not a demonstration of strength and authority. When the true Report Card of the Bisht administration will be reflected in the EVMs is difficult to judge. However, that happened in 2007, 2012 and 2017. Thoughtful people in the ruling party may be pleased to review what is happening.
If there are sharply defined silos of knowledge, experience and expertise where conventional civil servants are falling short, one option would be for the DoPT and UPSC to sit together and frame a scheme for recruiting suitable persons for permanent absorption into the government. People alternating between the private sector and government is deeply problematic in the Indian context. 2. Do we really need lateral entry into government ? If a complete inventory is made of all civil servants, representing various services, say Deputy Secretary / Director and above, one will find the entire spectrum of human knowledge, humanities, science, engineering, medicine, plus some truly esoteric disciplines. Since the present government is – for which it deserves praise – giving other services a chance to fill important posts of Joint Secretary and above and is not hostage to the IAS lobby, more talent for lateral entry will be found within the system than outside it. Also less disruptive, since people who have served within the government are more knowledgeable about its procedures and pitfalls.
