Tuesday’s suicide-bombing at Karachi University, carried out by a Baloch Liberation Army woman cadre, illustrates the growing lethality of the secessionist group’s war against Pakistan. Extra-judicial executions and torture haven’t stamped out the Baloch insurgency. It will continue as long as Baloch political and economic grievances aren’t addressed by Islamabad.
