BERLIN (Reuters) – German Chancellor Olaf Scholz will not congratulate Russian President Vladimir Putin for his re-election in a vote viewed by Berlin as neither free nor fair, a German government spokesperson said on Monday.

“The result was predetermined,” the spokesperson told a government press conference in Berlin, referring to Russia as a dictatorship.
