ADB appoints new Country Director for Pakistan

Starting Monday, Xiaoqin Fan to lead operations, focusing on economic growth and resilience.

New Delhi: The Asian Development Bank (ADB) has appointed Xiaoqin (Emma) Fan as its new Country Director in Pakistan. She assumed office Monday, an ADB press release stated.

In her new role, Fan leads ADB’s operations in Pakistan, focusing on the implementation of the country partnership strategy (CPS) that prioritizes economic growth, resilience, and competitiveness. She will lead the consultation for the new 2026-2030 CPS.

“ADB will continue to work closely with Pakistan’s federal and provincial governments, the private sector, and other stakeholders to speed-up economic recovery, implement reforms, and champion policies and development processes to create jobs,” said Fan.

Fan has over 30 years of professional experience, including 22 years at ADB. She joined the bank in 2002 as an Economist and has since held positions of increasing responsibility. Prior to her current appointment, she was Director, Finance in Sector Group-Finance.
