In India, people do not have trust in institutions, instead they have infinite faith in individuals and godmen. Modi plays to that psyche.
Indians go with communalism and caste loyalty. As Ambekdar noted, an Indian policeman’s loyalty is to his religion and caste, and not to his job. The same now permeates to politicians and institutions.
I would put total blame on public who is still not observing basic norms to avoid spread of Carona virus.
Go to any market, public is still enjoying as if there is no Carona .
Not a single educated person had the guts to say that public is still behaving irresponsibly and they are real culprits to spread Carona.
People find it easier to blame somebody else while flouting simple rules.
Atleast some elected representatives are trying to contribute in some way to mitigate Covid misery. But the trust on media is all time low because they are indulging only in vulture journalism.
Post-pandemic India will witness a shift in one crucial societal dimension — the level of trust.
The trust level has nothing to do unless there is change in the mind-set of “I will screw it up and you fix it”
I wish it were true. The political party loyalists hardly look for ‘competence’ and ‘values’ in their leaders in India. If it were so many politicians would have been jobless since long.

If in doubt just visit or observe any place where the two interact. Just one example even the poor don’t believe in government schools.
