All Class 1/ Group A officers should not be declared as belonging to Creamy layers. A class 1/ Group A Officer holding Dy. Magistrate level/equivalent post and above and drawing annual salary more than Rupees eight lakhs should only be declared as belonging to creamy layer.
1. Ceiling must not be raised to 16 lakhs but kept at 6 to 8 times of per capita income of that particular state where the quota candidate is a domicile of.
2. Salary (and every source of income including farming) must be considered in total family income and creamy layer must be calculated on total family income from all sources.
3. SC/ST must also be included in creamy layer.
4. PM must announce that over next 10 years total merit seats will increase to 75% and total quota seats will be 25% of all seats.
5. Strategy of appeasement of all by the BJP by keeping quota and raising creamy layer must end. Quota should be only for poor and deserving students and not as a means to perpetually winning elections at the cost of general merit students.
Discard reservation altogether, it has made our country weak and incompetent. General category MBBS students for instance prefer education from abroad and stay there rather than get frustrated by massive reservations in PG courses. We’re losing talent due to reservations.
At the very least government should do away with reservations in institutes of eminence like IITs/AIIMs/IIMs.
Do people earning Rs 16 lakh a year (more than a lakh per month) fall under low-income group? Is anyone earning more than a lakh of rupees a month qualify as “backward”?
