It needs to be focused and concerted effort at ground level by the community not government.
The market should be local first domestic second and foreign last.
local market examples could be kulhad, leaf plates, idols for festival.
Domestic market can be clothes , quality clothes with contemporary designs.
Foreign market can be things unique to art handlioms, crafts which get a premium.
All these though have to be managed and driven by community and stand on its feet first. Believe me help will come later to make it global.
