No country can afford to ignore historical events. Any boarder dispute can be solved through dialogue but basically the historical events are important. By provoking only other country will be antogonised and very hostile environment will prevail. Foreign policy and international diplomacy altogether different play which needs kids gloves and through knowledge sans rhetorics.
